Chairman of the Nghe An Provincial People's Committee Vo Trong Hai presided over the regular meeting of the Provincial People's Committee.

On the morning of November 25th, the Provincial People's Committee held its regular monthly meeting for November 2025. Comrade Vo Trong Hai, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, presided over the meeting.

Co-chairing the meeting were: Bui Thanh An - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; Nguyen Van De - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Hoang Phu Hien - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; and Phung Thanh Vinh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee.

Also attending were leaders of the Provincial People's Council, including Comrade Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, and leaders of the Provincial People's Council's committees.

The basic economic indicators showed positive results.

In 2025, the Provincial People's Council approved 28 key targets for socio-economic development. However, three targets were not evaluated due to the implementation of a two-tiered local government system: New Rural Development, Urbanization Rate, and the Percentage of Urban Population Using Clean Water.

According to the assessment of the Provincial People's Committee, with the management theme: "Discipline and responsibility; proactive and timely action; focus on key priorities; accelerated breakthroughs," it is expected that by the end of 2025, 23 out of 25 targets will be achieved or exceeded.

Notably, the province's Gross Regional Domestic Product (GRDP) growth rate in 2025 is estimated at approximately 9.3-9.54%. Budget revenue is estimated at 26,085 billion VND.

The Provincial People's Committee has directed all levels and sectors to continue making strong efforts to improve the investment and business environment, ensuring tangible and effective results; and to strengthen investment promotion and attraction activities, as well as support and development of businesses.

The investment attraction results for 2025 (as of November 20, 2025) reached nearly VND 40,275 billion, including newly registered and increased investment capital; of which USD 979 million was FDI. Total merchandise export turnover is also estimated at USD 4.4 billion.

According to the report, from now until the end of the year, the province will continue to strive to achieve the target of $1 billion in FDI for the whole year and collect approximately 27,000 billion VND in budget revenue.

Besides the positive results, there are two indicators where the province needs to make more effort: Total social investment is projected to reach 115 trillion VND compared to the planned 130 trillion VND; and GRDP per capita is estimated to be at the lower end of the target, 70.96 million VND compared to 71-72 million VND.

Entering 2026, the Provincial People's Committee plans to submit to the Provincial People's Council for consideration and approval 34 key targets, including: a target GRDP growth rate of 10.5 - 11.5%; GRDP per capita of 81-82 million VND; budget revenue of 23,340 billion VND; total social development investment capital of 175,000 billion VND; total export turnover of 5 billion USD; and 20,000 businesses operating in the province...

The time has come for Nghe An to achieve breakthrough development.

After hearing the opinions of the leaders and members of the Provincial People's Committee, Comrade Vo Trong Hai - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - concluded on the contents; in particular, he emphasized the determination of the provincial leadership to accelerate Nghe An's development right from the beginning of the new term.

He stated that, following the 20th Provincial Party Congress, the trust and expectations of the elders and the people placed in the current term are very high.

Meanwhile, the state apparatus has always received maximum attention, support, and favorable conditions from the Standing Committee of the Provincial Party Committee, the Provincial Party Secretary, the Party committees, and the Provincial People's Council.

Based on that general requirement, the comrade suggested that the Provincial People's Committee and departments continue to maintain high levels of unity and consensus, acting for the common development goals of the province, worthy of the trust of the Party Committee and the people.

Regarding the development results for 2025, the Chairman of the Provincial People's Committee acknowledged that this will be a challenging year as many major political tasks are being implemented simultaneously, amidst numerous objective impacts.

However, the province is expected to complete 23 out of 25 targets, with an economic growth rate exceeding 9%, surpassing the target set by the Central Government. "This affirms the role and responsibility of the civil servants, officials, heads of departments and agencies, and the Provincial People's Committee in governance," the comrade emphasized.

Regarding future tasks, the Chairman of the Provincial People's Committee requested that all departments proactively update and standardize data to coordinate with the Statistics Department in comprehensively assessing growth indicators. The Tax Department must review all revenue sources to ensure the budget revenue plan is met.

In line with the directives of the Standing Committee of the Provincial Party Committee and especially the Provincial Party Secretary, the period from 2025 to 2030 is identified as the "peak" time for Nghe An to achieve breakthrough development.

Emphasizing the spirit of "daring to think, daring to act, and daring to take responsibility," the Chairman of the Provincial People's Committee requested the acceleration of procedures to soon commence construction of the Cua Lo Deepwater Port; focusing on land clearance for the Vinh - Thanh Thuy expressway; and completing the bidding process to select an investor for the Quynh Lap LNG Thermal Power Plant. These three projects will form a dynamic triangle to promote socio-economic development.

In addition, the province plans to relocate the entire administrative center to the Vinh - Cua Lo Boulevard to expand development space; accordingly, it has instructed the Department of Construction to urgently adjust the planning and prepare land for the project.

In the area of ​​attracting investment, the head of the People's Committee requested priority be given to strategic investors in industry; for agriculture, the focus should be on developing high-tech application models.

Regarding the operation of the two-tiered local government system, the Chairman of the Provincial People's Committee requested a focus on strengthening infrastructure and allocating funds to local facilities; reviewing and supplementing the planning of communes and wards; and simultaneously reorganizing redundant offices, beautifying urban and rural areas, and upgrading the lighting system… so that people can clearly feel the effectiveness of the new system; in particular, by 2026, the flooding situation in the Vinh urban area must be resolved.

Regarding science, technology, and digital transformation, the comrade requested a comprehensive review of all equipment at the commune and sectoral levels; a compilation of needs to allocate budget for timely equipment provision, ensuring effective implementation.

Regarding the disbursement of public investment capital, which remains quite low, as of November 20, 2025, the total public investment plan for 2025 has disbursed over 4,845 billion VND, reaching 44.71% of the total plan and 53.79% of the detailed plan assigned at the beginning of the year. The comrade requested relevant departments, agencies, and units to review the progress of all projects in order to promptly resolve issues and accelerate disbursement.

The Chairman of the Provincial People's Committee stated clearly: Issues falling under the authority of the Provincial People's Committee must be resolved definitively; those exceeding its authority should be reported to the Standing Committee and the Provincial Party Committee. The province will establish inspection teams, headed by the Vice Chairmen of the Provincial People's Committee, to expedite disbursement, especially of central government budget funds.

Regarding disaster prevention and control, the comrade also instructed the calculation of effective plans for using central government support and the preparation of matching resources to ensure timely disbursement.

At the same time, as the year draws to a close, the Chairman of the Provincial People's Committee requested that all levels and sectors focus on social welfare, ensuring that no one is left behind; maintain national defense and security, especially in border and island areas; strengthen control over domestic and cross-border crime, thereby ensuring social order and safety in the province.
