The SOS Children's Village Vinh is currently organized on a "young family" model, with each family consisting of a volunteer mother and 6 to 8 children. In addition, the Village has two youth hostels for boys aged 14 and older.
Construction began on May 19, 1990, to commemorate the 100th birthday of President Ho Chi Minh, and the SOS Children's Village Vinh has the mission of caring for orphaned and abandoned children.

After 34 years of operation, the Village has cared for a total of 833 children, of whom 524 have grown up, many achieving outstanding academic and professional accomplishments, including PhDs, Master's degrees, and Meritorious Artists; 253 have graduated from universities and colleges.
Currently, the Village directly cares for 129 children, including 68 children living in 10 young families, 33 children in youth dormitories, and 28 children attending universities, colleges, and vocational schools.

Chairman of the Provincial People's Committee Vo Trong Hai expressed his deep emotion upon witnessing the dedicated care and attention of the teachers and mothers towards the children, who meticulously educated and cared for them, demonstrating their affection and responsibility towards children. He also expressed pride in having produced PhDs, masters, and outstanding artists who have grown up in this environment.

The Chairman of the Provincial People's Committee expressed his deep gratitude to the teachers, mothers, and all those who have accompanied and cared for the children. He urged them: Besides the dedicated teaching of their parents and teachers, the children also need to guide and support each other in their studies and daily lives, gradually growing into adulthood. Upon completing high school, entering university, and graduating, they will continue to develop their abilities and contribute to building their homeland and country.

Following that, the Chairman of the Provincial People's Committee visited and presented gifts at the Nghe An War Invalids Rehabilitation Center. There, he, along with leaders from various departments, agencies, and localities, offered incense to commemorate President Ho Chi Minh and the heroic martyrs who bravely sacrificed their lives for the independence and freedom of the Fatherland and the happiness of the people.

The Nghe An War Invalids Rehabilitation Center was established on August 1, 2025, based on the merger of the old War Invalids Rehabilitation Center (established November 19, 1974) and the Mental and Neurological War Invalids Rehabilitation Center (established September 29, 1981).
This is a public service unit responsible for managing, caring for, nurturing, treating, and implementing policies for severely wounded and sick soldiers, and relatives of those who have rendered meritorious service to the revolution in the two provinces of Nghe An and Ha Tinh, with a total of 108 individuals currently under its care.

After listening to the recommendations of the Center's leaders, Chairman of the Provincial People's Committee Vo Trong Hai assigned the Department of Internal Affairs to take the lead and coordinate with other departments to survey and upgrade the facilities, ensuring a clean and comfortable environment, and creating the best living conditions for war invalids.
Regarding the proposal to amend the criteria for recognizing severely wounded soldiers with a disability rate of 81% or higher who die due to a recurrence of their wounds as martyrs, the Chairman instructed the Department of Internal Affairs to compile a proposal and submit it directly to the Ministry of Internal Affairs and the Government to resolve the issue, ensuring that those who have contributed to the country do not suffer disadvantages. At the same time, the Chairman of the Provincial People's Committee requested the Health sector to ensure adequate medication and direct care for wounded soldiers.

The comrade highly appreciated the dedicated service spirit of the center's staff and requested the center to continue treating the wounded soldiers as family members, caring for, protecting, and living them in a loving environment; emphasizing the importance of organizing educational activities for the younger generation about history, about the sacrifices of wounded soldiers, so that they may appreciate peace and development and remember the contributions of previous generations.
