Chairman of the Nghe An Provincial People's Committee Vo Trong Hai and candidates for the Provincial People's Council met with voters in Thien Nhan commune.
On the afternoon of March 2nd, Comrade Vo Trong Hai - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province, and candidate for the 19th term of the Provincial People's Council (2026-2031), along with 5 other candidates from electoral unit No. 8, met with voters in Thien Nhan commune.

Electoral unit No. 8 comprises 5 communes: Van An, Kim Lien, Nam Dan, Dai Hue, and Thien Nhan. On March 15, 2026, voters in these localities will cast their ballots to elect 4 representatives from a total of 7 candidates to the 19th Provincial People's Council.
The list includes the following candidates: Vo Trong Hai - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Thi Hong Hoa - Member of the Provincial Party Committee, Deputy Head in charge of the Provincial Party Committee's Inspection Committee; Nguyen Xuan Duc - Member of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Council of Kim Lien commune; Venerable Thich Tho Lac (Tran Van Duan) - Standing Member of the Executive Council, Head of the Central Culture Committee of the Vietnam Buddhist Sangha, Deputy Head of the Standing Committee of the Provincial Buddhist Sangha, Member of the Provincial Fatherland Front Committee; Venerable Thich Chau Phong (Ho Sy Bien) - Head of the Legal Affairs Committee of the Provincial Buddhist Sangha; Nguyen Thi Hong - Deputy Chief of the Office of the Provincial Party Committee's Inspection Committee; (1 candidate absent).

At the conference, the candidates briefly introduced their biographies and work experience; presented their action programs, clearly stating their understanding of the position and role of the Provincial People's Council - a state power body at the local level, representing the will, aspirations, and right to self-governance of the people; with the function of deciding on important issues of the province and supervising compliance with the Constitution and laws in the area.



The candidates affirmed that, if elected as representatives to the Provincial People's Council, they would seriously fulfill their duties as stipulated by law; fully participate in all sessions and discussions; carefully study documents and contribute quality opinions to resolutions on socio-economic development, national defense and security, public investment, social welfare, and policies that directly impact people's lives.



At the same time, the candidates promised that if elected, they would strengthen monitoring and supervision of the resolution of voters' petitions; promptly report emerging issues from the grassroots level to the competent authorities; and maintain close contact with and be subject to the supervision of voters.
Voters place high expectations on candidates if they win the election.
In a democratic and frank atmosphere, voters in Thien Nhan commune expressed their hope that the elected representatives would fulfill their representative role, truthfully reflect the voice of the people in the assembly, and make correct and relevant decisions on practical issues.
Many specific recommendations were put forward regarding infrastructure, people's livelihoods, and local development orientation.

Voter Nguyen Van Trung requested that the province pay attention to upgrading the Co De 5 Nam road and some other transportation routes in the area. Voter Dang Van Luc reported that the commune does not yet have a centralized clean water system and requested that the province consider investing in a water supply plant to serve the people.
Thien Nhan is identified as a flood diversion zone between Nghe An and Ha Tinh provinces when the Lam and La rivers exceed alarm level 3; currently, four hamlets outside the dike are frequently flooded. Voters propose building a sturdy, two-story community center to serve as an evacuation center during floods, especially for the elderly, children, and single-person households; and also raising the ground level of some roads to reduce flooding and ensure traffic flow.
Voters also requested the early implementation of the planned saltwater intrusion prevention and freshwater retention project on the Lam River; and to accelerate investment attraction for the construction of the Nam Nghe - Bac Ha Industrial Park to create jobs and provide impetus for local development.

On behalf of the candidates, Chairman of the Provincial People's Committee Vo Trong Hai thanked them for their insightful opinions and directly discussed and clarified each point. Regarding the Co De 5 Nam road project, he requested the commune leaders to complete the procedures and submit the proposal to the Department of Construction for the province to consider and allocate resources.
Regarding clean water, the Provincial People's Committee is working with the Ministry of Finance to borrow funds from the World Bank to implement a water supply plant for four communes, including Thien Nhan commune; the province has sent a document to the Ministry of Finance and the Ministry has discussed the matter with the World Bank.

Regarding flood-resistant cultural centers, the Chairman of the Provincial People's Committee affirmed that social mobilization will be called for to build them in four frequently flooded villages, ensuring safe shelter for people during the rainy season. The Lam River saltwater intrusion prevention sluice gate project has been included in the public investment list for the 2026-2030 period and submitted to the competent authorities for consideration.
Regarding industrial park development, the Chairman of the Provincial People's Committee outlined the direction for industrial development linked to job creation and promoting economic restructuring in the province. The province will also strengthen vocational training, guide students after high school into appropriate career paths, and coordinate with businesses to prepare human resources to meet the needs of factories.

In addition, the province continues to focus on developing tourism and trade associated with the advantages of President Ho Chi Minh's hometown; upgrading infrastructure and connecting Cua Lo with Kim Lien; and assigning specialized agencies to research and plan for the effective exploitation of agricultural potential in the area.
