The Chairman of the People's Committee of Nghe An province requested the development of a double-digit economic growth scenario for 2025.
On the afternoon of February 5th, the People's Committee of Nghe An province held its regular monthly meeting for January 2025. Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - presided over and conducted the meeting.
Co-chairing the meeting were comrades: Bui Thanh An - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Bui Dinh Long - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; and Nguyen Van De - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee.
Attending the working session were leaders of the Provincial National Assembly Delegation, the Standing Committee of the Provincial People's Council, the Standing Committee of the Provincial Fatherland Front Committee; and representatives from provincial departments and agencies.
Actively and proactively implement tasks right from the first day and the first month.
In January 2025, the Provincial People's Committee and all levels, sectors, and localities will seriously implement the directives of the Party Central Committee and the directives and official dispatches of the Prime Minister regarding the organization of Tet celebrations.
At the same time, focus on and proactively implement the resolutions of the Provincial People's Council related to the 2025 plan on socio-economic development, public investment, state budget revenue collection in the province, local budget expenditure, and local budget allocation plan.
The Provincial People's Committee has issued a Decision on the implementation of Resolution No. 01/NQ-CP dated January 8, 2025, of the Government on the main tasks and solutions for implementing the socio-economic development plan and the State budget estimate for 2025, including 6 key areas of direction and management, 12 groups of main tasks and solutions, and 177 specific tasks assigned to departments and agencies.
The Provincial People's Committee has also established 5 working groups to direct and promote various sectors and fields, aiming to accelerate the implementation of the plan and tasks from the very first days and months of the year with the highest spirit and determination.
Therefore, overall, over the past month, despite fewer working days compared to the same period last year due to the extended 9-day Lunar New Year holiday, the socio-economic situation continued to achieve many important and positive results in various fields.
The Lunar New Year of the Snake 2025 will take place in a joyful, warm, harmonious, healthy, safe, and economical atmosphere; everyone and every family will have a happy New Year.
During the working session, members of the Provincial People's Committee discussed and gave opinions on key tasks for the coming period, especially addressing outstanding issues in the organizational restructuring plan of relevant departments and agencies.
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Bui Thanh An raised concerns regarding the organization and arrangement of the administrative apparatus; requested a review and unification of the list of resolutions submitted by the Provincial People's Committee to the Provincial People's Council sessions in 2025; and asked relevant departments and agencies to support the Southeast Economic Zone Management Board in working with relevant ministries and agencies to promptly finalize and submit the Southeast Economic Zone Expansion Plan to the competent authority for promulgation.
Regarding preparations for Party congresses at all levels, especially the 20th Provincial Party Congress for the 2025-2030 term, Vice Chairman of the Provincial People's Committee Bui Thanh An requested that departments and agencies finalize their respective projects soon for submission to the Document Subcommittee.
Focus intensely on achieving the goals and tasks of the year, aiming for "acceleration and breakthroughs".
In his concluding remarks, Chairman of the Provincial People's Committee Le Hong Vinh highly appreciated the proactive and responsible approach of the departments and agencies in implementing the tasks for January 2025.
Looking ahead, the comrade requested that departments and agencies avoid prolonging the Tet holiday mentality; focus on reviewing and urging the implementation of key tasks to achieve the goals and objectives of 2025 - a year of acceleration and breakthroughs.
In particular, sectors need to develop specific plans to contribute to achieving double-digit growth this year and budget revenue of 26,000 billion VND or more, meeting the targets of the Resolution of the 19th Provincial Party Congress, term 2020 - 2025.

Based on that, Comrade Le Hong Vinh emphasized several key tasks for the coming period, first and foremost completing the restructuring and streamlining of the apparatus according to the province's plan, along with the arrangement of personnel, offices, finances, assets, and equipment.
Departments and agencies are implementing solutions to promote growth; continuing to significantly improve the investment and business environment; especially emphasizing the role of the 5 working groups established by the Provincial People's Committee; focusing on preparing and finalizing the content of their respective sectors to build the documents for the Provincial Party Congress, along with developing an action program for implementation.
The Chairman of the Provincial People's Committee also requested the acceleration of public investment disbursement and the implementation of three national target programs; advising competent authorities on the implementation of mechanisms and policies in accordance with Resolution 137 of the National Assembly on supplementing pilot projects of some specific mechanisms and policies for the development of Nghe An province; and promoting administrative reform and digital transformation.
Noting some key issues in the cultural and social fields, the Chairman of the Provincial People's Committee requested a review of eligible recipients to ensure the completion of support for building new houses or repairing existing ones for poor households and households with housing difficulties throughout the province before August 30, 2025.
The head of the Nghe An Provincial People's Committee also requested continued direction and effective implementation of measures to ensure national defense and security; at the same time, the Provincial Military Command should organize the recruitment and handover of troops in 2025 effectively, ensuring sufficient numbers and quality. The Provincial Police should effectively carry out the reorganization of district and commune-level units; and the foreign affairs sector should prepare and effectively implement a number of key foreign affairs activities in the coming period.
During the meeting, the Chairman of the People's Committee of Nghe An province, Le Hong Vinh, directed several issues related to attracting investment to most effectively exploit the tourism potential of Cua Lo beach; preparing for the implementation of the Vinh - Thanh Thuy expressway; and proactively reviewing and developing specific solutions for projects that are behind schedule, including both public and private sector investment projects.
