Attending the conference were Comrade Dang Thanh Tung - Chief of the Provincial People's Committee Office; leaders and representatives from the Provincial Party Committee's Organization Department, Internal Affairs Department, Mass Mobilization Department, Provincial Party Committee Office, Provincial Party Committee's Inspection Committee, and Provincial Party Committee's Propaganda Department.

EXCELLENTLY COMPLETE ALL ASSIGNED TASKS

In 2023, the Standing Committee of the Provincial Public Security Party Committee strictly adhered to the principles of organization and operation, especially the principle of democratic centralism, collective leadership, and individual responsibility; paying attention to building and strictly implementing working regulations, and emphasizing the responsibility of the head of the organization. The Standing Committee of the Provincial Public Security Party Committee demonstrated high levels of unity, cooperation, and consensus.

The Provincial Police proactively advised the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee to issue 205 documents to effectively lead, direct, and implement the work of ensuring security and order and building the People's Police force. They focused on decisively and comprehensively implementing measures to firmly protect national security, preventing any sudden or unexpected incidents or the formation of "hot spots" of security and order issues.

The provincial police have successfully completed the key breakthrough task: "Proactively advising and ensuring security and safety in the implementation of key projects and maintaining peace in religious, border, and ethnic minority areas," in conjunction with strengthening grassroots security.

Strengthening leadership and direction to implement comprehensive and decisive preventive measures, coupled with numerous intensive campaigns to combat and suppress crime, preventing the formation of organized crime, mafia-style activities, and complex social vice hotspots, has resulted in the successful resolution of many high-profile cases and investigations, earning praise and commendation from all levels and sectors, ensuring peace and security for the people.

As a result, crimes against social order decreased by 11.8% compared to the same period in 2022; the crime investigation and discovery rate reached 91%; of which very serious and especially serious cases reached 100%, exceeding the target set by the Ministry of Public Security by 10%.

The provincial police have focused on combating and reducing crime and drug-related problems in communes. The fight against economic crimes, corruption, abuse of power, and environmental crimes has been directed with fierce and effective action.

In addition, the Provincial Police have decisively and effectively implemented their role as the standing agency for the Government's Project 06; directing the implementation of many solutions to ensure traffic safety and fire prevention and control. They have also performed well in managing temporary detention, custody, execution of criminal sentences, and judicial assistance in accordance with State regulations.

The Standing Committee of the Provincial Public Security Party Committee has directed the promotion of the nationwide movement to protect national security and mass mobilization work, contributing to ensuring security and order at the grassroots level; focusing on comprehensively leading all aspects of Party building, force building, and logistics; strictly implementing the principle of democratic centralism; strengthening the fight against corruption, negative phenomena, and waste...

In particular, the Provincial Police Department has made strenuous efforts to complete ahead of schedule the construction of 3,553 houses for the poor and those facing housing difficulties, and 17 medical treatment facilities for health stations in border communes. For the eighth consecutive year, the Provincial Police Department has been ranked first by the Ministry of Public Security in administrative reform within the People's Police force; and ranked second out of 63 provincial-level police departments in the level of application of information technology in its work.

At the conference, members of the Standing Committee of the Provincial Public Security Party Committee focused on discussing achievements, shortcomings, limitations, and proposing solutions to overcome them. Leaders and representatives of the Provincial Party Committee's departments assessed and further clarified the results, and offered suggestions on the direction and solutions for the Standing Committee of the Provincial Public Security Party Committee in 2024.

ENSURING SECURITY AND ORDER, CONTRIBUTING TO THE PROVINCE'S DEVELOPMENT

In his remarks at the conference, Comrade Nguyen Duc Trung, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, highly appreciated the preparation and content of the self-criticism session conducted by the Standing Committee of the Provincial Public Security Party Committee; the self-criticism session was conducted seriously, in accordance with regulations, frankly, and responsibly.

Chairman of the Provincial People's Committee Nguyen Duc Trung assessed that in 2023, the work of advising the Standing Committee of the Provincial Party Committee, the Provincial People's Committee, and the Provincial People's Committee on effectively implementing the Party's guidelines and policies, the State's laws and regulations, and the Ministry of Public Security's directives on ensuring security and order was carried out very proactively, thoroughly, promptly, creatively, and with high quality by the Provincial Police.

The Standing Committee of the Provincial Public Security Party Committee has focused on directing the synchronized and decisive implementation of measures and solutions, promptly and effectively addressing issues related to ensuring security and order in the province.

The fight against crime has been carried out systematically and effectively; all types of criminal offenses, including drug-related crimes, economic crimes, and corruption, have been resolutely combatted and dealt with; and the task of protecting major political events of the province, as well as delegations of Party and State leaders visiting and working in Nghe An, has been successfully performed.

The Standing Committee of the Provincial Public Security Party Committee directed the movement of all citizens protecting national security and the work of mass mobilization, contributing to ensuring security and order at the grassroots level; successfully implementing two models: skillful mass mobilization in eliminating key areas with complex security and order issues in Dien Bich commune (Dien Chau district) and "Border commune free from drugs"...

In addition, the provincial police force has performed well in various aspects of state management, especially in implementing the Government's Project 06, helping the province rank among the top in the country. For eight consecutive years, the provincial police force has been ranked first by the Ministry of Public Security in administrative reform within the People's Police force.

Party building, force building, logistics, and technical work have achieved many outstanding results and created breakthroughs; political and ideological education for officers and soldiers has been consistently done well; participation in protecting the Party's ideological foundation has been active; and training, development, and recruitment of cadres have been carried out effectively.

In particular, Chairman of the Provincial People's Committee Nguyen Duc Trung highly appreciated the spirit, responsibility, and dedication of the officers and soldiers of the Provincial Police in pioneering and leading the way in social welfare work, especially in the program to mobilize and support the construction of houses for the poor and those with housing difficulties in the province, with 3,553 houses built.

On the other hand, the Provincial Police have effectively coordinated with departments, agencies, and localities, contributing to the province's socio-economic development. The spirit of solidarity, unity, and consensus within the Standing Committee and leadership of the Provincial Police is very high, especially the role of the commanding officers and heads of departments; this is a crucial factor in the Provincial Police's many significant achievements.

On behalf of the Standing Committee of the Provincial Party Committee, the Provincial Party Committee, and the leadership of the Provincial People's Committee, Comrade Nguyen Duc Trung acknowledged, commended, and congratulated the achievements of the Standing Committee of the Provincial Party Committee, the leadership of the Provincial Police, and all officers and soldiers of the Provincial Police in 2023.

The Chairman of the Provincial People's Committee also expressed his sincere gratitude for the important and meaningful contributions of the Provincial Police to the cause of protecting national security, contributing to creating stability for the province to successfully carry out its socio-economic development tasks in 2023.

Looking ahead, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Nguyen Duc Trung, agreed with the six directions and tasks outlined in the report and emphasized that 2024 is expected to continue to present many difficulties in implementing socio-economic tasks, thus potentially leading to complex developments in security and order, posing new requirements and challenges for the work of protecting security, order, and national security in the province.

The head of the Provincial People's Committee requested the Standing Committee of the Provincial Public Security Party Committee to continue building on the achievements, overcoming shortcomings and limitations to effectively carry out its tasks. First and foremost, they should continue to advise and decisively and effectively implement tasks and solutions to ensure security and order, maintaining stability as in the past, especially during the end of the year and the beginning of the new year.

Continue to effectively carry out preventive measures and combat the conspiracies, intentions, and subversive activities of hostile forces, reactionary organizations, and opposition groups, avoiding passivity and surprise in all situations; firmly grasp and predict the situation early, stay close to the grassroots; proactively and promptly advise on and effectively handle emerging issues related to security and order in the area.

Chairman of the Provincial People's Committee Nguyen Duc Trung requested the Provincial Police to pay attention to supporting localities with key projects in land clearance work, especially the Tho Loc Industrial Park (phase 1) and Hoang Mai II Industrial Park projects.

On the other hand, the Provincial Police continued to effectively carry out state management work, especially implementing the Government's Project 06, managing immigration and emigration, ensuring traffic safety, fire prevention and control, and rescue operations; strengthening the building of a clean and strong Party, promoting the exemplary role of cadres and Party members, especially the leaders in the Provincial Police.

Chairman of the Provincial People's Committee Nguyen Duc Trung requested the Standing Committee of the Provincial Public Security Party Committee to do a good job in ideological and political education; continue to effectively implement the movement of all people protecting national security; promote activities focused on the grassroots, staying close to the people and the local area; effectively implement the project to build commune-level police headquarters; and continue to play a core role in the program to mobilize and support the construction of housing for the poor and those with housing difficulties in the province.
