BUDGET REVENUE REACHED NEARLY 6,000 BILLION VND
At the meeting, the leader of the Provincial People's Committee Office presented a report on the implementation of the conclusions of the Provincial People's Committee Chairman at the April 2020 meeting and the conclusions of the Provincial People's Committee Chairman and Vice Chairmen at the thematic working sessions in April 2020.

In May, the Industrial Production Development Index increased by 6.59% compared to April 2020 and equal to 95.7% compared to the same period in May 2019. Total export turnover in 4 months is estimated at 321 million USD, down 9.07% over the same period, of which export turnover of goods is estimated at 230 million USD, down 6.12% over the same period.
Agricultural production activities are generally not much affected, but the epidemic situation has limited the trade of agricultural products. Businesses and tourism establishments are facing many difficulties, many hotels have been put up for sale, travel agencies have announced to stop operations, and return business licenses. It is estimated that in May 2020, the number of guests staying is estimated at 100,000, equal to 16.9% compared to the same period; tourism revenue is estimated at 80 billion VND.
State budget revenue in the area in May is estimated at 774.6 billion VND, accumulated in the first 5 months of 2020 reaching 5,977 billion VND. Total budget revenue has not reached the assigned plan and the revenue is not sustainable. The structure of some revenue items has decreased compared to the same period and the budget revenue situation in the following months is expected to face many difficulties.

The disbursement rate as of April 30, 2020 has reached 30.5% of the total plan. The province's disbursement rate is higher than the national average (the whole country only reached 18.98% of the Prime Minister's plan), and is evaluated by the Ministry of Finance as one of the 10 localities nationwide with a disbursement rate of over 30%.
GROWTH SCENARIO MUST BE PROGRESSIVE
Based on the 2020 socio-economic development plan and the expected economic growth in 2020 according to the data reviewed by sectors and fields up to the end of April 2020, the Department of Planning and Investment projects the economic growth scenarios in 2020 under the impact of the Covid-19 epidemic:

Concluding this content, Chairman of the Provincial People's Committee Nguyen Duc Trung said that the results of implementing the socio-economic development tasks in May have begun to have bright spots.
Agricultural production has been achieved, industrial production has shown signs of recovery; service and tourism activities have begun to recover; budget revenue has increased compared to April; the rate of public investment disbursement has been good; social security work has been implemented quickly...
Regarding the tasks and solutions in the coming time, the Chairman of the Provincial People's Committee requested departments and branches to review the growth scenario because the current offensive scenarios are not strong.
Nghe An has the ability and basis to achieve a higher level, demonstrating the province's determination. There must be a scenario with a growth rate of 6.5 - 7%, which is an offensive scenario. Therefore, the Chairman of the Provincial People's Committee assigned the Department of Industry and Trade to be the focal point, coordinating with departments and branches to advise the Provincial People's Committee to remove difficulties for 12 large-scale projects preparing to go into production to achieve higher goals.
“We must accelerate policies to create an environment to attract investment. Nghe An still has many conditions to attract foreign investment. Infrastructure has been invested in basically. Therefore, firstly, we need to pay more attention to land policies to attract more investment, create better revenue, create jobs, create income, a better economic ecosystem... Second is the issue of investment procedures, the simpler the better, we must accompany businesses."

The head of the provincial People's Committee also requested to step up promotion activities and create tourism stimulus policies. The Department of Planning and Investment will take the lead and regularly and promptly update the results of public investment disbursement so that sectors and investors know and, if there are any problems, they will be resolved immediately.
From June 2020, review projects that are unable to disburse or have low disbursement and consider adjusting them to ensure the progress of public investment disbursement.
For 8 urgent projects newly approved by the Provincial People's Council for investment policy, we will try to arrange planned capital in 2020 for implementation.
In addition, the Chairman of the Provincial People's Committee requested to proactively synthesize and review the public investment plan for the coming period to be prepared. Accordingly, in the period of 2021 - 2025, focusing on truly key projects, creating momentum, the province's viewpoint is not to spread investment.
"Departments, sectors and localities must all pay attention to the implementation of public investment projects. Any agency that is late, in addition to having its capital transferred, will be reviewed," emphasized Chairman of the Provincial People's Committee Nguyen Duc Trung.

The Department of Labor, Invalids and Social Affairs also needs to continue to effectively implement social security work such as Resolution 42 of the Government; job creation policies for Nghe An workers who have just returned during the epidemic to ensure social stability.
