Chairman of the Provincial People's Committee Vo Trong Hai worked with the communes of Nam Dan, Kim Lien, Van An, Dai Hue, and Thien Nhan.

On the morning of May 6th, Mr. Vo Trong Hai, Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Nghe An province, worked with the leaders of the communes of Nam Dan, Kim Lien, Van An, Dai Hue, and Thien Nhan on the results of implementing socio-economic development, national defense and security tasks in 2025 and the first quarter of 2026; and future orientations.

Attending the working session were members of the Provincial Party Standing Committee: Duong Dinh Chinh - Standing Vice Chairman of the Provincial People's Council; Ngoc Kim Nam - Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department; Pham Hong Quang - Director of the Department of Construction; and leaders of various departments and agencies.

Quickly stabilize the organizational structure and ensure orderly operation.

After nearly 10 months of implementing the two-tiered local government system, despite many difficulties, especially the severe impact of natural disasters, storms, and floods in 2025, the political system in the communes has quickly stabilized its organizational structure, operating in an orderly, smooth, and effective manner.

The Party Committees, People's Councils, People's Committees, and Vietnam Fatherland Front Committees of the communes have focused on consolidating their organizations and ensuring their operations comply with legal regulations. The arrangement and placement of cadres have gradually stabilized, meeting the requirements of the new phase and contributing to improving the effectiveness and efficiency of local government operations.

The Public Administrative Service Centers in communes have received investment and upgrades, coupled with the appropriate placement of officials and civil servants according to their expertise and professional skills, contributing to improving the quality of administrative reform and facilitating administrative procedures for organizations and individuals; at the same time, increasing the level of satisfaction of the people with the activities of state agencies.

Along with the stabilization of the organizational structure, the socio-economic situation in the area continued to achieve many positive results. The economic growth rate in 2025 was quite high, with 4 out of 5 communes achieving over 8.6%; the highest was Van An commune with a growth rate of 10.4%.

The economic structure continues to shift in line with the overall development orientation; in which, the proportion of agriculture, forestry, and fisheries is gradually decreasing, while industry, handicrafts, and trade and services are gradually increasing, contributing to raising production value and income for the people.

In its development orientation, Kim Lien commune focuses on building itself into a modern new rural commune; Van An commune implements criteria for building urban areas and civilized urban areas; and Nam Dan, Dai Hue, and Thien Nhan communes continue to promote the construction of new rural areas and modern new rural areas. As a result, the appearance of rural areas is increasingly changing, and the material and spiritual lives of the people continue to improve.

However, despite the achievements, the implementation of the socio-economic development plan for 2026 still faces some difficulties and limitations.

In particular, the management, exploitation, and effective utilization of public assets after mergers remain inadequate, lacking a synchronized mechanism for their use, leading to the deterioration of some facilities and causing waste.

The pumping station and canal system, built a long time ago, has been severely degraded due to the effects of storms and floods, and no longer meets the requirements for agricultural production.

Localities are also facing a shortage of specialized personnel in the fields of healthcare, education, and land management. The qualifications and capabilities of some officials and civil servants do not meet the requirements of the new situation; while the workload in specialized departments, especially the Economic Department and the Culture and Social Affairs Department, is increasing and becoming more complex.

Complete the planning early to create a foundation for development.

After listening to the opinions of local leaders and members of the working group, Comrade Vo Trong Hai - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - acknowledged 5 outstanding achievements that the communes have made in the past period; at the same time, he pointed out 3 shortcomings and limitations that need to be addressed soon to create significant changes in the future.

Emphasizing the development orientation for the five localities, the Chairman of the Provincial People's Committee affirmed that the top priority for these localities is to focus on doing a good job of planning.

According to him, sustainable development first requires well-structured, clear planning with a long-term vision. Local authorities need to specifically define the development areas for industry, services - tourism, and culture; and at the same time, develop effective land management and utilization plans, creating a foundation for attracting investment and socio-economic development.

In the planning process, the Chairman of the Provincial People's Committee requested that communes focus on four key areas: industrial development; tourism, service, and trade development; high-tech agricultural development; and urban development.

He emphasized: "It is unacceptable for Party Secretaries and Chairmen to fail to create a plan. By the end of the third quarter of 2026, any locality that has not completed its plan will hold the Party Secretary and Chairman of the People's Committee of the commune accountable."

Through planning, localities must have a breakthrough mindset in development, maximizing their unique potential and advantages. In particular, the Chairman of the Provincial People's Committee stated that this area is not only of special significance to Nghe An but also a region of interest to the whole country and international friends and tourists because it is the birthplace of President Ho Chi Minh. Therefore, it is necessary to leverage this advantage to develop tourism effectively.

Regarding personnel matters, Comrade Vo Trong Hai assessed that the current team of officials and civil servants are basically well-trained and have professional competence. The important issue is that leadership, guidance, and task assignment must be truly scientific, practical, and ensure the right person with the right capabilities.

The comrade requested that the Party Secretaries provide comprehensive guidance; the Chairmen and Vice-Chairmen of the People's Committees of the communes must be closely involved with the grassroots, directly grasping the difficulties of cadres and civil servants in order to promptly resolve them; assign tasks according to expertise; clearly assign responsibilities to specific individuals and tasks, and monitor the progress of implementation.

The Chairman of the Provincial People's Committee also clearly outlined specific tasks in each field, requiring localities to focus on effectively implementing four key tasks: promoting economic growth; increasing budget revenue; accelerating the disbursement of public investment; and ensuring social security. According to him, these are four closely related pillars that directly impact the comprehensive development of each locality.

At the same time, communes must resolutely promote digital transformation, improve the efficiency of management, administration, and services for people and businesses.

Further emphasizing political responsibility, Chairman of the Provincial People's Committee Vo Trong Hai affirmed that currently the Central Government, the National Assembly, and the province are all paying great attention to the five localities in the Nam Dan region.

Therefore, he emphasized that during this term, if localities fail to achieve significant, comprehensive development commensurate with their potential and advantages, the responsibility will primarily rest with the heads of the Party committees and governments at that level.

Therefore, each locality must be truly determined, act decisively, innovate its thinking, effectively utilize all resources, and maximize the unique value of President Ho Chi Minh's homeland to develop to its full potential.

Prior to the working session, the Chairman of the Provincial People's Committee and the delegation inspected the production activities at the Haivina Kim Lien garment factory in Kim Lien commune and the agricultural model in Van An commune.

The Haivina Kim Lien factory currently employs 2,100 workers, with an average income of 8.8 million VND per person per month. By 2025, the company aims to achieve revenue exceeding 434 billion VND and contribute 23.4 billion VND to the state budget. The factory operates 32 production lines for gloves, sportswear, and protective workwear for export to Europe; it also prioritizes the well-being and support of workers facing difficulties.

In Van An commune, the Chairman of the Provincial People's Committee visited a 71-hectare concentrated melon cultivation model in Thien Tan and Minh Tan hamlets. The model has proven highly economically effective, with red melons yielding profits of 160-180 million VND/hectare/season and cantaloupes 180-200 million VND/hectare/season, contributing to increased income and promoting local commodity production.
