Chairman of the Provincial People's Committee Vo Trong Hai receives citizens at the regular April 2026 session.
On the morning of April 15th, Comrade Vo Trong Hai - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - held a regular monthly meeting with citizens for April 2026, reviewing and directing the resolution of many long-standing complaints and petitions related to land, compensation for land clearance, policies, and people's livelihoods.

Resolving land disputes definitively in accordance with the law.
Chairman of the Provincial People's Committee Vo Trong Hai personally listened to feedback and requests from many citizens and groups of citizens regarding land issues. Among them, Ms. Tran Thi Chau, residing in Truong Vinh ward, complained about the land plot in Da Son commune (formerly), now part of Do Luong commune, being confiscated without compensation.
According to records, in 2022, the People's Committee of Da Son commune announced the construction of a public playground on this land. Ms. Chau accused the commune leaders of coercive actions and property destruction. However, the People's Committee of Do Luong district (formerly) concluded that the accusation was unfounded, determining that the land was under the management of the commune's People's Committee, and that her family only received the land under a contract; the leveling work was carried out in accordance with regulations.
Disagreeing with the conclusion, she continued to file complaints against the Chairman of the District People's Committee, but the Provincial Inspectorate advised and the Provincial People's Committee issued a notice stating that the case would not be accepted due to a lack of basis for determining violations.

Concluding this discussion, the Chairman of the Provincial People's Committee emphasized that the State always protects the legitimate rights and interests of citizens, but the exercise of these rights must be within the framework of the law. The case has been investigated and clearly concluded by the competent authorities based on legal regulations.
Therefore, if citizens disagree, they should exercise their right to complain in accordance with the proper procedures; if the administrative agency has exhausted its authority but the citizen is still not satisfied, they can file a lawsuit in court for consideration as prescribed by law.
Also in the field of land, Ms. Vu Thi Dung, residing in Nghi Loc commune, requested to be allocated resettlement land and to be paid interest after the land is reclaimed for the implementation of the DKC Petroleum Storage Depot project in Nghi Thiet commune (formerly), now Hai Loc commune.
At the same time, she requested an inspection of the electricity meter at the place of worship for her parents, which had been cut off, and petitioned for the return of money related to her father, Mr. Vu Huu Minh's, pre-revolutionary cadre benefits.
According to the previous resolution of the People's Committee of Nghi Loc District (formerly), at the time of land reclamation, the relevant land plots registered under the names of Mr. Vu Huu Minh and Mr. Vu Huu Cat (both deceased) were vacant and unoccupied. The heirs had submitted documents for land division, but these did not comply with legal regulations.
Based on current regulations, these cases are not eligible for resettlement because they did not have housing on the land at the time of acquisition and the landowner had passed away. The compensation plan has been approved and the family has received the money.

Therefore, the request for continued resettlement land allocation is unfounded. Regarding the electricity request, the authorities determined that the power outage was due to a long period of inactivity; the family only needs to re-register with the electricity company to have it reconnected. Concerning the pre-revolution cadre benefits for her father, the head of the Department of Internal Affairs specifically stated that the payment process was in accordance with regulations.
In conclusion, the Chairman of the Provincial People's Committee instructed the Provincial Citizen Reception Board to provide specific responses to the citizens regarding the three requests. Regarding the two requests arising during the citizen reception session – namely, that among the heirs of the land plot there is a mentally ill person, a poor household without housing who is renting, and that Ms. Vu Thi Dung's family lacks a place of worship for her father, a pre-revolutionary cadre – Mr. Vo Trong Hai instructed the Hai Loc Commune People's Committee to review and verify the information and report to the Provincial People's Committee.
Another issue considered at the public consultation session was the petition from Mr. Vuong Chi Thuan, residing in Vinh Loc ward. Mr. Thuan requested a re-measurement and re-issuance of his land use rights certificate, claiming discrepancies and even suspecting that relevant officials may have taken his family's land to sell to neighboring households.

Given that the case has been reviewed by various levels of authority but has not yet reached a consensus with the citizens, the Chairman of the People's Committee of Nghe An province requested that the citizens hire an independent surveying unit to compare the data, as a basis for further consideration according to regulations.
Regarding the case of Mr. Le Duy Tu, residing in Hung Nguyen commune, concerning compensation for agricultural land confiscated since 2019 for the VSIP project but not yet received, authorities have determined the reason is that family members have not yet agreed on a plan for dividing the inheritance.
Therefore, the head of the People's Committee of Nghe An province affirmed that the State's responsibility has been fulfilled, and the remaining task is for family members to reach an agreement among themselves as a basis for the State to disburse compensation money; if the family does not agree on the inheritance plan, they can file a lawsuit in court to resolve the matter.

Ms. Nguyen Thi Binh, residing in Anh Son commune, requested the return of her blank forest land certificate issued in 1994 and reported that her family's land was being used by other households. Upon review by the authorities, the case was found to be a land dispute between her family and three other households.
Authorized by the Chairman of the Provincial People's Committee, Comrade Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council - concluded this matter by requesting citizens to submit their applications and provide relevant documents to the People's Court of Region 9 - Nghe An to resolve land disputes in accordance with the law.
Consider various proposals regarding business, planning, and policy.
Business, planning, and policy issues were also considered at the public consultation session. Specifically, in the business sector, Mr. Nguyen Quang Lan and several households doing business in the area of Canal No. 2, Nguyen Tai Street, Truong Vinh Ward, requested permission to continue operating in the pedestrian zone or to receive support if they have to cease operations.
The Chairman of the Provincial People's Committee emphasized that contracts would not be renewed with the business households; at the same time, he instructed Truong Vinh ward to study a reasonable transition plan that would both facilitate the people and ensure security, order, traffic safety, food safety and hygiene, and environmental protection.

Regarding the rights of residents in the planned area, Mr. Nguyen Van Cau, representing 43 households in hamlets 1, 2, 3, and 4 of Hung Chinh commune, Thanh Vinh ward, requested the land to be reclaimed and compensated for the area of land included in the plan to expand Ngo Duc Mai road.
According to reports, during the VSIP project implementation, a portion of the households' agricultural land was confiscated, while the remaining land, located outside the project boundaries, was cut off from the irrigation system, rendering it unsuitable for production due to water shortages and flooding; this area is also included in the plan for expanding Ngo Duc Mai road.
Sharing the citizens' concerns, Chairman of the Provincial People's Committee Vo Trong Hai instructed the People's Committee of Thanh Vinh ward to submit a report, and relevant departments to provide advice so that the province can consider and handle the matter promptly.

Mr. Dinh Quang Dung and other residents with land in the Pham Hong Son street area (formerly Vinh Tan ward, now Truong Vinh ward) have complained that the slow implementation of the project has affected their lives, preventing them from building houses and causing frequent flooding in the area.
Comrade Vo Trong Hai instructed the People's Committee of the ward to submit a detailed report, and relevant departments to assess and propose solutions. He also stated that the province is currently focusing resources on urban beautification and expanding development space, and will prioritize addressing this issue.

Regarding the implementation of policies and regulations, Mr. Nguyen Xuan Niem, residing in Truong Vinh ward, requested the Department of Internal Affairs to refer him for an assessment of the remaining injury from a fractured femur (after surgical removal of the intramedullary nail) in order to upgrade his war invalid status. The Chairman of the Provincial People's Committee assigned the Department of Internal Affairs to coordinate with the Provincial Military Command to review the regulations and report to the competent authority for consideration, with the view that all responsibilities must be fulfilled and the best conditions created for meritorious individuals if the regulations are met.
