Chairman of the Provincial People's Committee Vo Trong Hai requested accelerated preparations and a determination to commence construction of the Vinh - Thanh Thuy expressway on May 19, 2026.

On the afternoon of April 15th, Mr. Vo Trong Hai, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, held a meeting to hear and give opinions on the progress of the Vinh - Thanh Thuy Expressway construction project.

Attending the meeting were the Vice Chairmen of the Provincial People's Committee, along with leaders from relevant departments, agencies, and localities.

Thorough and decisive action in land clearance work.

The meeting focused on assessing the progress of land clearance for the project compared to the requirements.

The project involves a very large volume of land acquisition and clearance, affecting many types of land including: residential land, agricultural land, forest land, land for production and business, transportation land, water surface land, and national defense land.

According to the plan, agricultural and forest land must be handed over before April 30, 2026; residential land must be approved and payments made before June 30, 2026; and relocated households must complete demolition, handover of land, and relocation to 12 resettlement areas before August 30, 2026.

The relocation of technical infrastructure such as electricity, water, and telecommunications is required to be carried out synchronously according to the project schedule. The relocation of the gas station and the shooting range of Regiment 764 is expected to be completed in August 2026.

The total number of affected households is approximately 2,688, of which 331 households have residential land (including 198 households eligible for resettlement), and the remaining 2,357 households are involved in agricultural and forestry land…

Regarding the land demarcation process, previously the demarcation system was determined based on the basic design documents and handed over to the local authorities, serving as a basis for the 9 communes through which the project passes to conduct inventory and prepare compensation plans.

However, during the appraisal process, the project underwent several adjustments, including updating the planning for the Western Expressway (Ho Chi Minh Highway), increasing the design speed at interchanges from 40km/h to 50km/h, changing the tunnel dimensions, and adding service roads and a drainage system.

These adjustments resulted in changes to the GPMB boundaries in many sections compared to the original plan. On April 6, 2026, the Provincial Project Management Board for Transportation Works handed over the adjusted boundary demarcation documents to the localities; on April 7, the concrete boundary markers were put in place on the ground, aiming for completion before April 30, 2026.

The change in benchmarks has necessitated re-measurement, counting, and re-determination of the compensation scope for the affected area; these adjustments must be submitted to the relevant specialized agency for appraisal and supplementation.

During the meeting, local authorities proposed that, based on the officially defined route, the land clearance marker system should be finalized soon to serve as a unified basis for conducting supplementary surveys, counting, and compensation.

At the same time, some issues related to compensation policies for perennial crops arise due to the lack of a basis for determining the remaining harvest cycle and unharvested yield, making it difficult to set prices.

In addition, regarding agricultural land, in some cases where a portion of the land plot is reclaimed, the remaining area, exceeding 100m², is irregularly shaped and difficult to cultivate. Residents have requested compensation due to the inability to use the land effectively.

Leaders of departments and agencies, along with the Vice Chairmen of the Provincial People's Committee, delivered speeches and exchanged views on related issues.

Concluding the meeting, Chairman of the Provincial People's Committee Vo Trong Hai emphasized the need for high concentration, decisive and synchronized implementation, adherence to schedule, and ensuring quality, safety, and investment efficiency for the Vinh - Thanh Thuy Expressway Project.

This is a key national project with strategic significance in connecting regions and promoting socio-economic development of the province and the region.

Based on that, at the provincial level, he requested that relevant departments and agencies urgently complete the appraisal of the feasibility study report and the environmental impact assessment report of the project, as a basis for the Vice Chairman of the Provincial People's Committee, Hoang Phu Hien, to sign the approval of the feasibility study report on April 25th. After approval, the Department of Finance will organize the disbursement of project funds according to regulations.

Regarding compensation, land clearance, and resettlement, the Chairman of the Provincial People's Committee requested the Provincial Project Management Board for Transportation Works to complete the demarcation of boundaries before April 30, 2026. Local authorities must closely monitor the progress milestones, coordinate with relevant departments and agencies to effectively implement the project, and ensure transparency. The heads of units will be held responsible if any violations or lack of transparency occur during the implementation process.

At the same time, the Chairman of the Provincial People's Committee requested the Vice Chairmen of the Provincial People's Committee assigned to oversee the area to continue going directly to the grassroots level to resolve obstacles on-site; relevant departments and agencies should increase the number of staff to support localities and ensure the progress of project implementation.

In addition, the Department of Agriculture and Environment is tasked with ensuring the supply of construction materials such as soil, sand, and stone, and arranging disposal sites for the project. The police force will closely coordinate in controlling the exploitation and transportation of construction materials, ensuring they are used only for the project's purposes; promptly detecting and strictly handling cases of exploiting the project for illegal exploitation and consumption.

Regarding the accompanying technical infrastructure, especially the relocation of electricity and telecommunications systems, the Chairman of the Provincial People's Committee requested urgent implementation, ensuring synchronized coordination between the electricity sector, relevant departments, and localities.

Regarding contractor selection, the Government Resolution allows the investor to apply the direct contracting method for project packages. Therefore, the Chairman of the Provincial People's Committee requires that contractor selection must ensure genuine capacity and resolutely prevent bid rigging that could affect the quality and progress of the project.

At the end of the meeting, the Chairman of the Provincial People's Committee once again emphasized the need to tighten administrative discipline and order; units and individuals that are slow or fail to meet deadlines will be subject to strict disciplinary action.

The comrade requested that the entire political system focus its resources and resolutely implement the project effectively, ensuring that construction begins on May 19, 2026, and striving for completion and commissioning by the end of 2028, thereby shortening the timeline and finishing one year earlier than required by the Central Committee.

The Vinh - Thanh Thuy expressway has a total length of approximately 60 km; its starting point intersects with the Eastern North-South expressway section from Dien Chau to Bai Vot in Hung Nguyen commune; its end point connects to the Thanh Thuy Border Gate Economic Zone.

The route passes through 9 communes: Hung Nguyen, Kim Lien, Dai Hue, Van An, Nam Dan, Xuan Lam, Hoa Quan, Son Lam, and Kim Bang. In terms of scale, the project is invested with 4 lanes; the bridges along the route are designed for 6 lanes; the sections with deep excavations and high embankments are designed with a 6-lane roadbed; and the land acquisition scope is implemented according to the 6-lane scale.

The total investment is estimated at over 23,940 billion VND, to be implemented in the period 2025 - 2029. The project is divided into 10 sub-projects for implementation.
