(Baonghean) - An interview with Comrade Ho Duc Phoc - Member of the Central Committee of the Party, Auditor General of the State, and candidate for the 14th National Assembly - on his action program if he receives the voters' trust.
PV:As a native of Nghe An province, having worked there for a long time in various positions, and now being nominated as a candidate for the 14th National Assembly, what are your thoughts, Comrade?
Comrade Ho Duc Phuoc:I am honored to have been born and raised in the Soviet homeland. After graduating from university, I returned to work in my hometown, rising through the ranks from the grassroots. Throughout my career, I have always strived to do my best, working alongside the team to develop Nghe An. This included, together with the Standing Committee of the Cua Lo Town Party Committee, proposing to the Standing Committee of the Provincial Party Committee Resolution 05 on the development of tourism in Cua Lo and establishing the "5 No's" policy, effectively implementing poverty reduction and income improvement for the people. As a result, Cua Lo has become a type 3 urban area and has been recognized by the Government as the first coastal city in Vietnam.

In my capacity as a provincial leader, I, along with my colleagues in the Provincial Party Standing Committee, proposed to the Politburo the issuance of Resolution 26 on the direction and tasks for socio-economic development of Nghe An province until 2020. Thanks to this, Nghe An has achieved many important accomplishments, creating a new image for itself.
Attracting investment is also one of the breakthroughs that has propelled Nghe An's economy forward in the context of the country's deep integration into the international community, opening its doors to investors with abundant economic and technological resources. Many large corporations and businesses are now present in Nghe An. Many promising projects are expected to yield positive results in the near future. The fields of culture and society, security and defense, and foreign relations have all seen positive changes... The construction of new rural areas is a remarkable achievement; by the end of 2015, 114 communes had met the standards for new rural areas (leading the country)...
PV:Now that you've moved on to a new role, do you still have many plans, concerns, and directions for the development of Nghe An, Comrade?
Comrade Ho Duc Phuoc:Due to work requirements, I have moved to a new position, but many plans and projects remain unfinished. My biggest goal is to work with the Provincial Party Standing Committee to lead the development of Nghe An into a prosperous province in the North, developing in the direction of industrialization and modernization, becoming a center for finance, trade, tourism, education and training, science and technology, healthcare, culture, sports, and high-tech industries in the North Central region.
This includes developing Vinh City into an economic and cultural center of the North Central region in several areas, working together with Cua Lo to become a growth pole and a leading economic growth engine of the province. Developing the Southeast Economic Zone into a key multi-sectoral, multi-functional economic zone of the country, linked with Vinh City to become a breakthrough development area of the province. Completing infrastructure and creating favorable mechanisms for the investment and development of the VSIP Nghe An Industrial, Service and Urban Zone. Developing the districts adjacent to Vinh City into important satellites connecting with Vinh - Cua Lo. Developing the Hoang Mai - Quynh Luu region in conjunction with the Southern Thanh Hoa - Northern Nghe An region. Developing the economy of Western Nghe An into a growth pole of Nghe An province.
PV:In your new role, if elected by the voters as a representative to the 14th National Assembly, what program and action plan do you have to meet the expectations of the people, Comrade?
Comrade Ho Duc Phuoc:If elected by the voters to the National Assembly in this new position, first and foremost, I will strive to fulfill the responsibilities and duties entrusted to me by the Party, the State, and the people. In my role as Auditor General, I will lead the State Audit Office to develop strongly, as an independent agency of the National Assembly, to audit the management and use of public finances and assets, and to advise the National Assembly on leading, managing, and controlling the national finances and assets transparently, contributing to building and developing a prosperous and civilized country.
To fulfill my duty as a representative of the people, I will actively and responsibly participate in contributing ideas to the drafting of laws and resolutions of the National Assembly that are consistent with the practical conditions of the country, and policies that promote the rapid and sustainable development of the country.
In particular, I will regularly maintain contact with constituents, actively engaging with them to understand their thoughts, feelings, suggestions, pressing issues, and legitimate aspirations. This will allow me to direct, supervise, and resolve these issues, and to propose solutions to relevant agencies. At the same time, I will have a strong voice in the National Assembly to ensure that the National Assembly establishes mechanisms and policies to address difficulties at the grassroots level. Simultaneously, I will actively work with central ministries and agencies, and together with provincial leaders, find development directions for my homeland, Nghe An.
