No tolls will be collected on the North-South expressway through Nghe An province in December.
Businesses investing in the North-South expressway project section through Nghe An province have stated that the Ministry of Transport has not yet approved the plan, therefore toll collection will not begin in early December 2024 as planned.
According to a representative from the Nghe An Department of Transport, as stipulated in Articles 45 and 47 of the 2024 Road Traffic Law, for a road project, including expressways, to be officially put into operation and toll collection to begin, all technical items must be fully completed, confirmed, and handed over by the local authorities.
The Dien Chau – Bai Vot section of the North-South Expressway was put into operation latest among the expressway packages (July 1, 2024). Over the past period, although contractors have made efforts to construct items at toll stations as well as connecting roads for local residents, some requests related to connecting roads for local residents remain unfulfilled.
The People's Committee of Hung Nguyen district also stated: As they are preparing to enter the Winter-Spring crop season, the people hope that Phuc Thanh Hung Investment Joint Stock Company will soon complete the repair and renovation of some of the issues raised by the people.
Similarly, in Nghi Loc and Dien Chau districts, representatives from the Economic and Infrastructure Departments of the two districts, through which the Dien Chau-Bai Vot section of the North-South Expressway passes, also stated that some items, based on previous and newly proposed recommendations, remain incomplete. Specifically, Nghi Loc district has 4 out of 17 recommendations, and Dien Chau district has 2 out of 5 recommendations that are still unfinished. Therefore, the districts are requesting that the project enterprises promptly supplement and complete the requirements.
On the part of the construction companies, they stated that some new items arose in the districts during the review in November 2024. Any additional capital after the project is completed must be approved by the Ministry of Transport. Therefore, the companies will implement the recommendations on issues within their authority. Regarding recommendations for adding access roads within the fields and local roads, the companies will report to the Ministry of Transport and Steering Committee 6 for proper resolution of the arising requests...
It is highly likely that toll collection on the Dien Chau - Bai Vot section of the North-South Expressway, as well as some other sections from Ninh Binh to Nghe An, will begin in January 2025. This is when the 2024 Road Traffic Law officially comes into effect.
