Preparations are underway for the inauguration of the VI Lenin monument in Vinh City.

With the approval of the Central Party Secretariat and an agreement between the two provinces, Ulyanovsk province cast a statue of V. Lenin in the Russian Federation and transported it to Vinh city, Nghe An province for installation.

The grounds and pedestal for the statue in Vinh City were completed in June 2020, covering an area of ​​1,036.5 square meters. The statue's location is centrally situated at the intersection of Lenin Avenue and Nguyen Phong Sac Street in Vinh City.

During the period of 2020-2021, due to the impact of the Covid-19 pandemic, Ulyanovsk province was unable to allocate funds for casting the statue. On February 16, 2023, the Governor of Ulyanovsk province issued Official Letter No. 73-G-01/4181 announcing that the statue was ready for transport from the Russian Federation to Nghe An province. The statue weighs 4.5 tons, is 3.6 meters tall, and is made of pure copper.

Currently, Nghe An province is coordinating with Ulyanovsk province to prepare for a working meeting between the leaders of the two provinces and the inauguration ceremony of the VI Lenin statue in Vinh city, expected in mid-April 2024, to commemorate the 154th anniversary of VI Lenin's birth (April 22, 1870 – April 22, 2024).

The statue of VI Lenin in Vinh City symbolizes the friendship between Vietnam and Russia, and is also a cultural and artistic symbol, expressing the sacred feelings of the people of Nghe An and Ulyanovsk provinces. Cultural diplomacy activities will further strengthen bilateral cooperation in the fields of investment, trade, health, education and training, and tourism between the two provinces.

Nghe An province (Vietnam) and Ulyanovsk province (Russian Federation) established friendly cooperative relations in 2007. The two sides have organized many cooperative activities such as delegation exchanges, cultural exchanges, and educational exchanges.

Highlight: The government and people of Ulyanovsk province showed great interest and provided the best conditions for Nghe An province to construct and inaugurate the monument to President Ho Chi Minh in Ulyanovsk city, Ulyanovsk province in June 2017. This project is of immense significance, demonstrating the affection of the people of Nghe An province, Ulyanovsk province, and the Vietnamese community living in Ulyanovsk province towards President Ho Chi Minh.

The Ulyanovsk city government renamed High School No. 76 to Ho Chi Minh High School on June 5, 2017. Ho Chi Minh High School currently has 1,230 students. The school houses a memorial room showcasing the life and career of President Ho Chi Minh, as well as images of Vietnam and its people. A memorandum of understanding on educational cooperation was also signed between Ho Chi Minh High School in Ulyanovsk city and Phan Boi Chau Specialized High School in Nghe An province.

The Vietnamese Solidarity Association in Ulyanovsk Province, Russian Federation, was established in 2004. After nearly 10 years of operation, the Association was admitted by the Ulyanovsk Provincial government as a member of the Council of Ethnic Groups of Ulyanovsk Province and participates in exchange activities with other member associations. Currently, the Association has over 200 members and has carried out many charitable activities in Vietnam and the Russian Federation, such as: supporting the fund for the homeland's islands and seas, supporting people in Central Vietnam affected by natural disasters, assisting and helping members in difficult circumstances, providing legal advice to members, promoting Vietnamese national cultural identity, etc.
