Prepare well for the organization of the First Congress of the Party Committee of the Party Agencies of Nghe An Province, term 2025 - 2030.

On the afternoon of April 18th, the Standing Committee of the Party Committee of the Provincial Party Agencies held its regular monthly meeting for April 2025.

The conference was chaired by Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Secretary of the Party Committee of the Provincial Party Agencies.

Attending the conference were members of the Provincial Party Standing Committee: Pham Trong Hoang - Chairman of the Provincial Party Inspection Committee, Permanent Deputy Secretary of the Party Committee of Provincial Party Agencies; Nguyen Nam Dinh - Permanent Vice Chairman of the Provincial People's Council, Chairman of the Party Inspection Committee of Provincial Party Agencies.

Also attending were members of the Standing Committee of the Party Committee of the Provincial Party Agencies.

The conference focused on discussing the following topics: Draft detailed outline of the Political Report for the First Congress of the Party Committee of the Provincial Party Agencies, term 2025-2030; Content of the implementation of activities of the Subcommittees of the Congress of the Party Committee of the Provincial Party Agencies, term 2025-2030; Plan for organizing Party Congresses at the grassroots level and the Congress of the Party Committee of the Provincial Party Agencies, term 2025-2030.

According to the plan, the congresses of Party branches directly under the grassroots Party committees will not exceed 1 day, the congresses of grassroots Party committees and branches will not exceed 2 days, and must be completed before June 30, 2025; the Congress of Delegates of the Party Committee of the Provincial Party Agencies will not exceed 2 days, and must be completed before August 31, 2025.

Delegates provided feedback on the Plan for implementing the Notice of Conclusion No. 1759 dated April 4, 2025, of the Standing Committee of the Provincial Party Committee; the Regulations on some regimes and policies of the Party Committee of the Provincial Party Agencies; and the work program of the Trade Union and the Youth Union of the Provincial Party Agencies for 2025. The conference also focused on discussing personnel organization and inspection and supervision work according to regulations.

Concluding the meeting, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Secretary of the Party Committee of the Provincial Party Agencies - emphasized: The Standing Committee of the Party Committee highly appreciates the preparatory work of the specialized agencies advising and assisting the Party Committee, and the mass organizations of the Party Committee. They have proactively studied new policies, guidelines, directives, conclusions, and regulations of the Party to promptly advise on draft plans, outlines, and activity programs, ensuring quality and progress.

Comrade Hoang Nghia Hieu noted that the draft Political Report of the First Congress of the Party Committee of the Provincial Party Agencies, term 2025-2030, must be concise, easy to understand, easy to implement, and include specific programs and projects, with an appendix for monitoring and guidance, and should be prepared early to send to the grassroots for comments.

Regarding the motto and theme of the congress, the Standing Deputy Secretary of the Provincial Party Committee suggested that the drafting committee, based on the feedback from the delegates, should review and adjust the phrases "motto" and "theme" of the Congress before sending them to the delegates for further comments.

Comrade Hoang Nghia Hieu noted several issues regarding personnel work, age standards, procedures, etc., emphasizing the need to adhere closely to the guidelines of the Central Government and the province.

At the same time, it was unanimously agreed to select the Party Committee of the Provincial Political School as the pilot unit (the first congress) to gain experience. The congresses will adhere to the prescribed timeframe, completing the congresses of grassroots party committees and branches before June 30th.

Based on the regulations regarding the functions and duties of specialized agencies advising and assisting the Party Committee; the subcommittees and working groups assisting the Subcommittee of the Provincial Party Committee's Delegates Congress should proactively and promptly implement the work according to the prescribed schedule.

Concurring with the draft work plan for the Trade Union and Youth Union, Comrade Hoang Nghia Hieu requested that the organizations and associations implement the plan ensuring it is on schedule, feasible, practical, high-quality, and effective.

Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Secretary of the Party Committee of the Provincial Party Agencies - suggested that, based on the opinions of the comrades attending the meeting, the Standing Committee of the Party Committee should incorporate each specific content, and request the specialized agencies, support staff, and mass organizations of the Party Committee to finalize and issue the documents promptly, ensuring the correct progress and quality.
