Making the best preparations for organizing the 14th Provincial Military Party Congress, term 2025-2030.

Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - presided over the meeting.

Also attending were members of the Provincial Party Standing Committee: Le Duc Cuong - Head of the Provincial Party Organization Department; Ho Le Ngoc - Head of the Provincial Party Internal Affairs Department; and Pham Trong Hoang - Chairman of the Provincial Party Inspection Committee. Also present were Nguyen Dinh Hung - Member of the Provincial Party Committee, Chief of the Provincial Party Office, and representatives from specialized agencies advising and assisting the Provincial Party Committee.

Representing the Provincial Military Command were: Colonel Nguyen Van An - Deputy Secretary of the Party Committee, Political Commissar of the Provincial Military Command; Colonel Dinh Bat Van - Member of the Standing Committee of the Party Committee, Commander of the Provincial Military Command. Also present were members of the Standing Committee of the Party Committee and heads of the Provincial Military Command.

Preparations for the Congress are proceeding according to plan.

In preparation for the 14th Provincial Military Party Congress, term 2025-2030, the Standing Committee of the Provincial Military Party Committee has drafted a Political Report structured in accordance with the directives and guidelines of the General Political Department and Military Region 4.

The draft political report fully and comprehensively reflects all aspects of the Party Committee's work in leading the implementation of political tasks, building a strong and comprehensive provincial armed forces that are "exemplary and outstanding," and building a strong Provincial Military Party Committee in terms of politics, ideology, ethics, organization, and personnel in accordance with the spirit of the Party's 13th National Congress Resolution. At the same time, it seriously points out three areas of weakness and draws five lessons learned from practical experience in the process of leadership, guidance, and implementation.

Based on the characteristics, task requirements, and practical situation of the locality; the system of State legal regulations on military and national defense tasks, and the task of protecting the Fatherland; and the goals of building the Army and the provincial armed forces to meet the requirements in the new situation, the draft political report specifically identifies the general direction and goals for the 2025-2030 term, and also sets out 8 groups of specific goals and targets, 13 groups of tasks, and 1 main solution to be implemented in the new term.

To date, preparations for the congress are being carried out urgently and with high quality. Regarding the preparation of congress documents, the draft political report has been approved and revised seven times; the Party Committee's review report has been drafted; and other documents have been drafted and approved by the Standing Committee of the Provincial Military Party Committee according to plan.

The Provincial Military Party Committee is also preparing the conditions for conducting personnel nomination conferences in accordance with regulations. In addition, preparations to ensure the necessary conditions, as well as propaganda and security measures to welcome the Congress, are being focused on and implemented according to the set schedule and plan.

At the conference, delegates offered suggestions regarding the congress documents, personnel plan, and the congress's motto and theme. Delegates argued that the draft political report needed a better balance; the section on shortcomings, limitations, and their causes needed clearer analysis; the report should elaborate on the results of streamlining the organizational structure; it should include more information on the achievements of the Border Guard Force; and the goals and tasks for the new term should be more aligned with the practical context and new requirements.

Delegates also gave opinions on personnel matters for the Party Committee of the Provincial Military Command for the 2025-2030 term; and noted several issues related to forecasting the situation, preparing necessary conditions, and publicizing the congress.

Prepare well the plans for organizing the congress.

In his concluding remarks at the conference, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - expressed his agreement and highly appreciated the serious and thorough preparation for the congress, as well as the preparations for organizing the Provincial Military Party Congress.

The Standing Committee of the Military Party Committee has closely followed the guidelines, while proactively and regularly reporting to the Standing Committee of the Provincial Party Committee, Military Region 4, and the Border Guard Command on the progress of preparations for the congress.

The Provincial Military Command has thoroughly disseminated and implemented directives, circulars, and guidelines from higher levels. In particular, they closely followed the guidelines to draft the political report and resolution. The drafts were meticulously prepared, highly comprehensive, and well-structured; the targets and solutions closely reflect the practical tasks of the new period. The theme and motto of the congress are clearly and comprehensively expressed, encompassing the entire term and demonstrating the determination of the entire Party Committee.

The Standing Committee of the Provincial Military Party Committee proactively and promptly included in the draft document all tasks for implementing the major policies and guidelines of the Party and State, according to the functions of the provincial armed forces, in relation to the four resolutions of the Politburo, which are considered the current "four pillars".

Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - emphasized that the Party Congresses at all levels leading up to the 14th National Congress of the Party are taking place in a very special context, marking a historical milestone on the path of development, opening a new era, an era of national progress, and at the same time, a time to vigorously carry out a comprehensive and synchronized revolution in restructuring and streamlining the organizational apparatus, improving the efficiency and effectiveness of the political system.

On behalf of the provincial leadership, the Standing Deputy Secretary of the Provincial Party Committee requested the Provincial Military Party Committee to promptly incorporate the feedback received to revise and finalize the content for the congress, closely aligning it with the implementation of the Central Party Committee's policies and resolutions on streamlining the organizational structure throughout the entire political system.

At the same time, the Standing Deputy Secretary of the Provincial Party Committee also requested the specialized agencies responsible for advising and assisting the Provincial Party Committee.Regularly coordinate and guide the Provincial Military Party Committee in preparing for the congress; promptly take measures to handle and resolve difficulties, obstacles, or complex issues that arise; ensure the quality and effectiveness of the preparation and successful organization of the Provincial Military Party Committee Congress..
