Functions and responsibilities of the Commune-level Military Command

The Government issued Resolution No. 66.12/2026/NQ-CP dated January 26, 2026, on the organization and operation of the Military Command Boards of communes, wards, and special zones directly under the Military Command of provinces, centrally-administered cities, the Hanoi Capital Command, and the Ho Chi Minh City Command.

The commune-level Military Command is responsible for building up the standing forces, the militia and self-defense forces, and the reserve mobilization forces.

This Resolution stipulates the organization and operation of the Military Command Boards of communes, wards, and special zones (collectively referred to as the Commune-level Military Command Boards) under the Provincial Military Command, the Military Command of centrally-administered cities, the Hanoi Capital Command, and the Ho Chi Minh City Command (collectively referred to as the Provincial-level Military Command Boards) during the period before amendments, supplements, or new laws containing provisions related to the Commune-level Military Command Boards are enacted.

Position and functions of the Commune-level Military Command

According to the Resolution, the Commune Military Command is a local military agency directly under the Provincial Military Command.

The Commune Military Command has the function of advising the Party Committee and higher-level commanders; the Party Committee and local government at the same level on the implementation of State management functions regarding military and national defense in the locality; organizing the building, management, command, and operation of units and armed forces under its authority to be strong, ready for combat, and to carry out military and national defense tasks in the commune.

The commune-level Military Command has legal personality, its own seal, bank account, and headquarters.

Responsibilities of the Commune-level Military Command

The resolution states that the Commune Military Command is tasked with advising the Party Committee and higher-level commanders; the Commune Party Committee and government on leading the building of a national defense system, a national defense posture integrated with a people's security posture, building defense zones, and building a strong and comprehensive foundation; and advising the Commune People's Committee on the organization, building, and deployment of militia forces in accordance with the law.

Advising the Party Committee and the local government at the commune level on the implementation of State management of local defense; directing, managing, and overseeing the implementation of defense and military tasks in the locality; and providing unified command of the armed forces in defense situations as prescribed by law.

Regarding training and combat readiness, the Commune Military Command is responsible for advising the Commune Party Committee and government on organizing training, drills, and combat exercises in the defense zone, civil defense, search and rescue; it is also responsible for coordinating with relevant agencies at the same level to develop operational documents and carry out combat readiness and combat tasks; and it develops plans and organizes training for the standing forces and militia according to the combat training plan of the Provincial Military Command.

Organizing competitions and sports events; participating in competitions and sports events at all levels;Maintain the combat readiness, combat support, and combat capabilities of local armed forces and militia under their command;Coordinate with police, military, and other forces in the area in drills, competitions, and combat support; participate in preventing and combating terrorism, sabotage, disturbances, and riots; and maintain political stability, order, and social security.

Regarding force building, the Commune Military Command is responsible for building the standing force, the militia and self-defense force, and the reserve mobilization force; presiding over and advising the Commune Military Service Council on recruitment; carrying out military enrollment; and coordinating with relevant agencies and organizations to receive and provide career guidance for demobilized soldiers.

Regarding the construction of defense zones, the Commune Military Command takes the lead, coordinating with relevant agencies and units at the same level to advise on and develop defense zones, build potential within the defense zone, and oversee the operations of forces within the defense zone;The unified command of the armed forces ensures the defensive zone is held firm under all circumstances.

In addition, the Commune Military Command presides over and coordinates with relevant agencies and units at the same level to advise the Commune People's Committee on the establishment of the National Defense and Security Education Council; manages and organizes training in national defense and security knowledge for eligible individuals as prescribed by law; disseminates national defense and security knowledge to the entire population; and coordinates with functional agencies to implement national defense and security education in the area...

Organization of the Commune-level Military Command

The commune-level Military Command consists of a Commander, a Political Commissar (who is also the Secretary of the commune-level Party Committee), a Deputy Commander, a Deputy Political Commissar, assistants, and technical specialists.

The Minister of National Defence decides on the organization, staffing, duties, and positions of the Commune-level Military Command, ensuring that the total staffing does not increase as decided by the competent authority.

This resolution shall be effective from January 26, 2026 until February 28, 2027.

During the period this Resolution is in effect, the provisions of Article 20, point d, clause 1, Article 23 of the Militia and Self-Defense Law No. 48/2019/QH14, as amended and supplemented by Law No. 98/2025/QH15, and other relevant legal documents that differ from the provisions of this Resolution shall be implemented in accordance with this Resolution.
