After two days of urgent, serious, and highly responsible work, the 20th Congress of the Nghe An Provincial Party Committee, for the 2025-2030 term, successfully completed all the planned agenda items.

The Congress engaged in lively and frank discussions on the Political Report and the Review Report of the Provincial Party Committee's Executive Committee, 19th term, 2020-2025. The Congress unanimously adopted the Resolution and agreed with the Draft Action Program to implement the Resolution, with groundbreaking goals, targets, and tasks demonstrating the strong determination of the Provincial Party Committee, government, and people in the new term, striving to achieve the highest possible goal: by 2030, Nghe An will become a relatively prosperous province and a national-level growth pole in the new era of national development.

The Congress discussed and contributed many heartfelt opinions to the draft documents to be submitted to the 14th National Congress of the Party. The Congress elected the 20th Provincial Party Committee, consisting of 68 members who meet the standards, structure, qualities, qualifications, and dedication required to successfully lead and implement the Congress's Resolution; and elected 30 official delegates and 3 alternate delegates representing over 200,000 Party members of the Provincial Party Committee to attend the 14th National Congress of the Party.

The first meeting of the Provincial Party Committee's Executive Board, 20th term, elected the Standing Committee of the Provincial Party Committee consisting of 17 members, elected the Secretary and Deputy Secretaries of the Provincial Party Committee, and elected the Provincial Party Committee's Inspection Committee. The results of the election at the Congress and at the first meeting of the Provincial Party Committee's Executive Board basically achieved a high and concentrated number of votes, demonstrating high trust, unity, and consensus throughout the entire Party Committee.

The Congress was honored to have Comrade Phan Dinh Trac, Member of the Political Bureau, Secretary of the Central Committee of the Party, and Head of the Central Internal Affairs Commission, attend on behalf of the Political Bureau, offer encouragement, and deliver a guiding speech. He acknowledged and praised the significant achievements of the Party Committee and people of Nghe An province during the past term; and at the same time, provided specific and insightful guidance on the key tasks, both immediate and long-term, that the Party Committee needs to focus on leading and implementing in the new term.

The Congress entrusts the new Party Committee with seriously and fully incorporating the guiding remarks of Comrade Phan Dinh Trac and the suggestions of the delegates, finalizing and officially issuing the Congress documents as soon as possible.

The success of the Congress marks a significant turning point, demonstrating unity of will, consensus in action, and a renewed belief and aspiration for development. This serves as a tremendous spiritual impetus for the entire Party Committee, government, business community, and people of all ethnic groups in the province to work together to successfully implement the Congress's Resolution.

The success of the Congress is the result of the attention and guidance of the Politburo and the Secretariat of the Central Committee of the Party, the valuable assistance of the Central Committee of the Party, the National Assembly, the Government, central committees, ministries, branches, political and social organizations, the Party Committee and Command of Military Region 4, and friendly localities towards the Party Committee and people of Nghe An province throughout the past period and during the days of the Congress. The Congress sincerely thanks them for that valuable support and assistance.

The Congress expressed its profound gratitude to the leaders and former leaders of the Party and State, the Heroic Vietnamese Mothers, Heroes of the People's Armed Forces, and Labor Heroes; the intellectuals, artists, businesspeople, and all strata of the people in the province who have always shown concern and made important contributions to the development of Nghe An over the years.

The Congress respectfully thanks the provincial leaders of all periods, and the sons and daughters of Nghe An who are working or have retired in all parts of the country and abroad, for their continuous support, encouragement, and dedication to the development of the province.

The Congress respectfully acknowledges and thanks the responsible and active contributions of the comrades who were members of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee of the 19th term but were not re-elected, as well as those who transferred to other positions or retired during the past term. We wish you all good health, happiness, and continued support for the development of our province.

The Congress respectfully thanks the leaders, delegates, and distinguished guests who attended and sent congratulatory messages and letters to the Congress; and thanks the central and local press agencies for actively informing and disseminating the spirit and content of the Congress to cadres, Party members, and the people throughout the past period.

The Congress wholeheartedly commends and acknowledges the Party organizations, socio-political organizations, all cadres, Party members, soldiers, and people of the province for their affection, concern, and enthusiastic contributions of effort and intellect to the success of the Congress.

The success of the 20th Congress of the Nghe An Provincial Party Committee is of great significance in the context of the whole country striving to achieve the goals and tasks of the Resolution of the 13th National Congress of the Communist Party of Vietnam, and preparing for the 14th National Congress of the Communist Party of Vietnam.

The political system has undergone revolutionary changes towards streamlining, efficiency, and effectiveness. The two-tiered local government system has officially come into operation, becoming increasingly stable and fulfilling its new roles and responsibilities.

Furthermore, practical realities are also presenting numerous challenges, especially regarding the ability of officials and civil servants at all levels to meet task requirements; the operational mechanisms in the context, space, and demands of new development; and the need for higher levels of initiative, creativity, flexibility, responsibility, pioneering spirit, and exemplary conduct from officials and Party members throughout the Party organization, in order to meet the demands of reality and the increasingly legitimate and high expectations of the people and businesses.

Therefore, immediately after the Congress, it is requested that Party committees, government agencies, the Fatherland Front, and political and social organizations in the province urgently and seriously organize the study and understanding of the Congress Resolution among all cadres, Party members, and the people, creating high unity in understanding, consensus in will, and decisiveness in action.

Develop and issue timely and high-quality programs, projects, and plans to implement the Congress Resolution, clearly assigning responsibilities, tasks, timelines, authority, resources, and expected results, creating a vibrant atmosphere of emulation right from the beginning of the term.

It is suggested that each delegate attending the Congress should play a key role in disseminating the spirit, will, and determination of the Congress within their respective agencies and units, reaching cadres, Party members, and the general public; and should be exemplary and proactive in implementing the resolutions adopted, contributing to the early implementation of the Congress's resolutions.

Immediately after the Congress, it is requested that leaders of all sectors, organizations, and local authorities and units throughout the province urgently and decisively direct and mobilize all available resources to promptly and comprehensively implement solutions to overcome the severe damage caused by Typhoon No. 10, ensuring that no one goes hungry, no family is left homeless, and that people's lives and all activities related to learning, work, production, business, and socio-economic development are quickly stabilized.

With enthusiasm, pride, and a high sense of responsibility, the 20th Congress of the Nghe An Provincial Party Committee, for the 2025-2030 term, calls upon all cadres, Party members, armed forces, business community, and people of all ethnic groups in the province to continue to uphold the fine traditions of their homeland, unite, seize opportunities, unleash potential, make greater efforts, and demonstrate higher determination to build a clean and strong Party Committee and political system; striving to make Nghe An a prosperous province and a national-level growth pole in the new development era, contributing to the country's achievement of development goals by 2030 and realizing the aspiration of a strong and prosperous Vietnam by 2045.

With that in mind, on behalf of the Presidium of the Congress, I declare the closing of the 20th Congress of the Nghe An Provincial Party Committee, term 2025-2030.
