Closing 2022 - the "pivotal" year of the 13th National Party Congress, it can be affirmed that, with the solidarity and outstanding efforts of the entire Party, the entire people and the entire army to continue to innovate, proactively overcome the enormous, fierce and dangerous challenges in the country's reconstruction after the Covid-19 pandemic, we continue to reap important achievements, of a comprehensive nature and with a growth rate that is very much worth cherishing.

Vietnam's position and power are constantly being strengthened, and the country's status and prestige in the region and in the international arena are constantly being affirmed and honored.

Vietnam's economy is recovering after Covid-19 and is highly appreciated by the world.

The main targets for socio-economic development have all been achieved and exceeded: The growth rate reached a high level in the past decade (over 8.0%); the economic structure continued to shift towards industrialization and modernization, major and important balances were ensured and kept stable on the macro level... The development of science - technology, education - training, culture and society all made important strides.

According to the scale, speed and depth of the innovation process, we proactively and actively innovate, arrange and perfect the leadership and management apparatus; continue to innovate administrative and judicial work; strengthen the fight against corruption, waste, negativity and practice thrift; constantly maintain the security and defense posture; proactively promote foreign affairs activities and international integration more comprehensively, deeply and effectively.

That is the result of innovation, of the spirit of great national unity, of international support and cooperation... All of these converge and crystallize into the strength, prestige and position of the country!

Currently, the new period of competition and development of the world, with the 4th industrial revolution in flat space and the speed of globalization, has been opening up unprecedented new development opportunities, with a breakthrough scale and speed, but also posing intractable challenges of backwardness for all countries and peoples, on a global scale in a volatile world, and at the same time opening up a new era of integration and fierce competition for Vietnam in the international community.

We must continue to innovate not only our vision and policies, but also rectify and improve our fundamental foundations, long-term strategies, and strategic development mechanisms suitable for the country and the times: Innovate our strategic vision, rise comprehensively, synchronize the strength of national unity, take advantage of the strength of the times to build the foundation for a prosperous and sustainable society, with the aspiration for Vietnam to become a powerful and humane nation, holding a worthy position in the international community.

Vietnam must be independent, unified, democratic, free and powerful.

That is the only correct development path if we want to ensure the success of the comprehensive and synchronous innovation process in line with the development trend of the world. We cannot wait, be perfectionist in a "horizontal" way or have a hesitant and halting attitude, and we cannot accept half-hearted and patchwork actions. At this time, the country can only fall behind or develop; in today's world, we cannot stand still, because more than ever, standing still, in any aspect, is falling behind, in today's unpredictable world.

Without a strategic positioning for industrialization and modernization, the country will certainly find it more difficult to find a worthy place in the international arena, and it will be more difficult to have the opportunity to contribute to the development of the world with humanity. We must create national socio-economic development centers and national value chains in a unique way "Make in Vietnam" in accordance with global common values. That is the face, the destiny and the honor of the nation!

Institutions! Institutions! And, institutions must be the command for innovation and creativity; the breakthrough step at the same level to liberate internal strength and proactively and actively integrate comprehensively and deeply into the international community in that direction.

Cultural institutions and policies must be created for revival and development.

As the world becomes more globalized, the national issue for each country emerges as an important and essential proposition. Therefore, dealing with the national issue for global development and proactively anticipating and grasping the overall global movement to specifically and practically resolve the nation's affairs must and are becoming a natural and inevitable dual command of action. There is no other development strategy than that, on the cultural path, Vietnamese nationalism, under the Party's banner, must become the fundamental and great driving force in the country's current and future development process. That is the destination of economics or politics, of diplomacy or defense, of economics with the environment... imbued with Vietnamese humanism. We go our own way independently and creatively with our own methods and measures on the great road of humanity. If we ignore culture in development, we will pay the price for many generations. If we let go and lower our culture, we will “lose ourselves”, which is to ensure failure from the foundation and from our identity and advantage. In the end, there will be nothing sustainable!

Therefore, in the vision to 2045, and looking forward to 2030, with the cause of innovation, creation, construction and protection of the Fatherland, Vietnam must become a developed, modern, industrialized country, for a rich people, strong country, democracy, fairness, civilization, with Vietnamese spirit; a place where faith, knowledge and a heart of utmost loyalty, humanity, and harmony with international friends converge; a member of the humane, peaceful and progressive world in the global whole.

It is a strategic choice, a political trust of international significance of the country in today's world.

The innovation process in the 2045 vision is challenging. If we do not courageously innovate and create, do not promote the spirit of great solidarity, do not cherish and develop people, for the happiness of the people, there will definitely not be any breakthrough to liberate all potentials and development capabilities as desired, and it will be very difficult to have any successful acceleration as aspired. Accordingly, any reform, innovation or any aspiration for leapfrogging development, no matter how good and legitimate, will ultimately be just an illusion, if there is no great solidarity, no respect for talent. That is the dignity of our nation!

As a leader and ruler, the Party must be an exemplary model of solidarity from within, worthy of being the nucleus of great solidarity in the political system, consolidating the entire nation and international solidarity. Without successfully preventing and combating corruption, waste and negativity, Vietnam will certainly be weakened, the national vitality will be damaged and the country will definitely not have any development as desired.

Firmly entering 2023, proactively, on the foundation of important achievements of 2022, with the country's new development acceleration after more than 36 years of innovation, the country proactively seizes opportunities, resolves challenges, unites, turns opportunities and potentials into greater realities, with higher quality and stronger, more humane and sustainable development.

From the vision of 2045, we welcome the new year 2023, with the iron belief of continued success, with a system of feasible solutions planned, the whole nation united, the whole country striving, under the Party's flag, we will definitely succeed, for the honor and prestige of an independent, unified, democratic, fair, civilized and powerful Vietnam./.
