Action plan of Ms. Thai Thi An Chung - candidate for the 16th National Assembly representing Nghe An province.

In 2021, I was honored to be elected by voters as a representative to the 15th National Assembly. Over the past period, I have strived to fulfill my duties as a National Assembly representative, maintaining regular contact with constituents, listening to their concerns and aspirations, and promptly conveying them to the relevant authorities for consideration and resolution. Regarding difficulties and obstacles encountered during the implementation of laws in my locality, I promptly reported them to the Government and the National Assembly during the law-making process, and many of my suggestions have been acknowledged and incorporated into the law's provisions by the National Assembly.(for exampleLaw on Grassroots Democracy, Law on Prevention and Control of Domestic Violence, Law on Cooperatives, Law on Water Resources, Law on Geology and Minerals, Land Law, Public Investment Law, State Budget Law....

I am deeply honored to be nominated by the leadership of my agency, the voters at my workplace and place of residence, the Standing Committee of the Provincial Party Committee, and the Vietnam Fatherland Front Committee of Nghe An province as a candidate for the 16th National Assembly, term 2026-2031. With the knowledge I have acquired and the experience I have accumulated in parliamentary activities over the past terms, if elected by the voters to the 16th National Assembly, I believe I will fulfill my duties well. However, whether or not I become a National Assembly representative is entirely up to the voters to consider, choose, and decide. Regardless of my position, I will strive to use all my abilities and intellect, listen to the thoughts and aspirations of the people, and fulfill the assigned tasks well.

If elected by voters as a representative to the 16th National Assembly, for the term 2026-2031, I will clearly define my action plan as follows:"Stay close to the people - See things through to the end - Partner with the province for development"And I will implement an action plan consisting of the following five points:

The first,I will maintain close contact with voters and regularly engage with them to promptly understand their thoughts and aspirations; I will synthesize and truthfully and fully reflect the legitimate opinions and suggestions of voters to the National Assembly and competent state agencies; I will fully carry out citizen reception, receiving and processing complaints, denunciations, suggestions, and feedback from citizens in accordance with the law; I will proactively urge and follow up on the resolution of voters' opinions and suggestions; and I will propose solutions to relevant agencies to further enhance the responsibility and effectiveness of resolving legitimate opinions and suggestions of voters and the people.

Monday,I will proactively and responsibly participate in improving institutions and building laws in a way that removes bottlenecks and unlocks resources for development. Based on local realities and the opinions of voters, I will actively propose amendments and additions to regulations that are still inadequate, especially in the fields of science, technology, innovation, digital transformation, land, environment, public investment, business support, and protection of people's rights... so that policies, when issued, are truly feasible and quickly implemented, meeting the requirements of rapid and sustainable national development in the new era. I will participate in deciding important national issues with a long-term mindset, balancing growth and development, and integrating economic, social, and environmental aspects with national defense, security, and foreign affairs...

Tuesday,As a full-time member of the National Assembly, I will dedicate more time to overseeing the implementation of key projects in the area.(North-South high-speed railway, Vinh-Thanh Thuy expressway, Hoang Mai 2 Industrial Park, N factory)heatelectricityLNGQuynh Lap...); the implementation of projects related to fisheries logistics and irrigation infrastructure; the implementation of policies related to protecting fishermen and combating illegal, unreported, and unregulated (IUU) fishing; monitoring the implementation of the new model of the state apparatus and ensuring the regimes, policies, and working conditions for officials at the grassroots level; monitoring the implementation of national target programs on cultural development for the period 2025-2035, on improving the quality of education and training, and on healthcare and population for the period 2026-2035.

Wednesday,As a representative of the voters of my province, I will actively participate and coordinate with the government and the Vietnam Fatherland Front Committees at all levels to realize the targets, tasks, and breakthroughs for development identified by the 20th Provincial Party Congress, striving to make Nghe An a relatively prosperous province in the country by 2030, and a high-income, comprehensively developed, civilized, and modern province by 2045. At the same time, I will regularly monitor the implementation of Resolutions 36 and 137 of the 15th National Assembly on piloting some specific mechanisms and policies for the development of Nghe An province, in order to summarize and propose new policies for the new period.

Thursday,As a female candidate, I will focus on building a legal framework to address social policies, ensuring security, welfare, safety, and well-being for the people, especially women, children, policy beneficiaries, vulnerable groups, and the workforce in the informal sector…

Finally, I would like to express my sincere gratitude to the Vietnam Fatherland Front Committee of the province, the Vietnam Fatherland Front Committees of the communes, and all relevant agencies and units for creating the conditions for me to meet with voters and present my action program if elected as a representative to the 16th National Assembly, term 2026-2031. I hope that voters and the people will contribute their opinions, support, choose, and vote for me so that I can implement this program in the best way possible.
