In the election for the 16th National Assembly, term 2026-2031, I was nominated by the Standing Committee of the National Assembly, supported by my workplace and voters in my place of residence, and through consultation with the Vietnam Fatherland Front Committee, I was nominated to run for National Assembly representative in Nghe An province, electoral district No. 5 - comprising the wards of Hoang Mai, Quynh Mai, Tan Mai; and the communes of Yen Thanh, Binh Minh, Dong Thanh, Hop Minh, Giai Lac, Quan Thanh, Quang Dong, Van Du, Van Tu, Quynh Luu, Quynh Anh, Quynh Phu, Quynh Son, Quynh Tam, Quynh Thang, and Quynh Van.
Let me introduce myself: my name is Pham Phu Binh, born in 1973, from Vu Phuc ward, Hung Yen province (formerly Vu Thu district, Thai Binh province). I received my university education in the former Soviet Union and then pursued my doctoral studies in the United Kingdom. I have worked for 12 years at the Ministry of Natural Resources and Environment; since 2021, I have been a Member of Parliament, a Standing Member of the Foreign Affairs Committee (before the streamlining of the state apparatus); and currently, I am a full-time Member of Parliament working on the National Assembly's Committee on National Defense, Security and Foreign Affairs, specializing in the National Assembly's foreign affairs. Throughout my 31 years of service, I have continuously strived to improve myself, readily undertaking and successfully completing all assigned tasks.
Having been elected as a National Assembly representative by the voters of Hoang Mai, Quynh Luu, and Yen Thanh in the 15th term, and now being nominated to run for the 16th National Assembly in the same communes and wards, I feel honored, but at the same time aware of my responsibility to the voters and people here.
I feel honored to have served as a National Assembly representative for Nghe An province during the past term. Nghe An is a land rich in historical and cultural traditions; the birthplace of many national heroes, patriotic intellectuals, and cultural figures; the cradle of the revolution and the Nghe Tinh Soviet; and especially - the homeland of President Ho Chi Minh.
During the 2021-2025 period, Nghe An's socio-economic development achieved impressive results with an estimated average GRDP growth rate of 7.45% per year. Attracting FDI was a highlight, placing it among the top 10 localities nationwide. The economic structure shifted strongly towards industry and services, and the size of the economy increased 1.7 times compared to 2020.
During our term of office, together with other National Assembly Deputies in the Nghe An Provincial Delegation, we are proud to have made a certain contribution to these results through our participation in the National Assembly's policy and law-making activities; in particular, some unique and outstanding policies for Nghe An, such as: Resolution No. 36/2021 and Resolution No. 137/2024 on some specific mechanisms and policies for the development of Nghe An province, Resolution of the 6th Session supplementing 1,275 billion VND for Nghe An province to resolve compensation for land clearance for the National Highway 1A project, Resolution No. 255/2025 on the investment policy for the Vinh - Thanh Thuy Expressway Project.
Nevertheless, I am still deeply concerned to see that many difficulties still exist for the local people, especially natural disasters, epidemics, and a lack of investment resources for socio-economic development.
Therefore, while I feel honored and proud, I am also aware of the heavy responsibility placed on the shoulders of those who represent the people here.
If entrusted by the voters and re-elected as a Member of Parliament, I will strive to fulfill the role and responsibilities of a representative in this supreme power body of the people, with the following action plan:
First and foremost, as a representative of the people.My most important task is to listen to and understand the thoughts and aspirations of the people; to be a trustworthy representative to receive, synthesize, and truthfully and promptly reflect the opinions and suggestions of the people to the National Assembly and relevant agencies.
To achieve this, I will always maintain close contact with voters, regularly interact with them, be subject to their oversight, fully participate in voter outreach events in my constituency as scheduled by the National Assembly and local authorities; engage with voters on specific topics, fields, target groups, and geographical areas; and fully participate in National Assembly sessions, discussing and voting on issues within the National Assembly's duties and powers.
In the process of drafting legislationI will actively participate in the process of building and perfecting the country's legal framework; promulgate legal documents that fully regulate all aspects of social life; amend existing legal documents to align with the country's development trends and international integration process; and implement policies and guidelines that are in line with the people's will.
To achieve this, based on my position, I will focus on reviewing and contributing to draft laws to ensure their compatibility with international treaties and Vietnam's international commitments, aligning with the country's international integration orientation in the new development phase, while simultaneously protecting the sovereignty, sovereign rights, and legitimate interests of the country and its people.
In carrying out the task of supreme oversight.I will actively participate in the oversight activities of the National Assembly, proposing that the National Assembly pay attention to effectively overseeing issues of greatest concern to the people, ensuring that the law is implemented strictly and transparently.
To fulfill this task, in addition to voter outreach activities, I will always be ready to receive citizens in accordance with the law; upon receiving complaints, denunciations, and petitions from citizens, I will study them and promptly forward them to the competent authorities for consideration and resolution; monitor and urge the resolution process; when necessary, I will question the heads of central government agencies on issues that voters and the public are concerned about and have petitioned for; when I discover any violations of the law that cause damage to the interests of the State, the legitimate rights and interests of organizations and individuals, I will request the relevant agencies to take necessary measures to promptly stop the violations of the law.
In making decisions on important national issuesI will propose to the National Assembly and relevant agencies to carefully consider and implement reasonable policies and measures to resolutely protect national sovereignty; effectively combat corruption and waste; ensure the efficient management and use of the country's resources; prioritize the construction of infrastructure serving the people's lives and sustainable national development; protect the ecological environment and improve the quality of life for the people; promote poverty alleviation programs and support and care for those who have rendered meritorious services.
In the foreign affairs work of the National Assembly,I will leverage my expertise and years of experience in the field of foreign affairs within the National Assembly to further promote the role, position, and contributions of the Vietnamese National Assembly through parliamentary diplomacy, both in bilateral relations and within multilateral inter-parliamentary frameworks; coordinate and complement Party diplomacy, State diplomacy, and people-to-people diplomacy; and elevate the country's foreign affairs work to a crucial and ongoing level.
Furthermore, as a full-time Member of Parliament elected by the people of Nghe An.I will fully participate in all activities of the Nghe An Provincial Delegation to the National Assembly and in my home province; fulfill the role of supporting connections between the province and the central government; and work alongside the government and people of Nghe An in...Efforts are being made to promote the historical and cultural traditions and people of Nghe An, their self-reliance and aspiration for progress, and their proactive innovation; to develop Nghe An rapidly and sustainably, striving to become a relatively prosperous province of the country by 2030, a national-level growth pole, and a center of the North Central region; with a vision to become a high-income, comprehensively developed, civilized, and modern province by 2045., as set out in the Resolution of the 20th Provincial Party Congress.
The above is my action plan if I am elected by the voters as a representative to the 16th National Assembly. I sincerely hope to receive the attention, support, and trust of the esteemed voters.
