I am deeply honored and moved to be nominated by the National Election Council and the Vietnam Fatherland Front Committee to run for election as a representative to the 16th National Assembly in electoral district No. 4 (including the wards and communes of: Cua Lo, Phuc Loc, Than Linh, Hai Loc, Nghi Loc, Van Kieu, Dong Loc, Trung Loc, An Chau, Tan Chau, Minh Chau, Dien Chau, Hai Chau, Quang Chau, Duc Chau and Hung Chau).

Dear voters!

The Constitution of the Socialist Republic of Vietnam clearly stipulates:"The National Assembly is the highest representative body of the people, the highest organ of state power."At the same time, Article 79 of the Constitution affirms:"Members of Parliament represent the will and aspirations of the people in their constituencies and of the people of the entire country.".

Deeply aware of that sacred position and role, I have always believed that becoming a Member of Parliament is not about holding the position, but about fulfilling a purpose."loyal agent"They serve as a strong bridge, carrying the voices, concerns, and grievances from the grassroots to the highest power forum of the country. Delegates must excel in three core tasks: legislation, supreme oversight, and participation in making decisions on important national issues.

Through my thorough understanding of the local situation, I am deeply impressed by the efforts and unity of the Party Committee, government, and people of the communes and wards of Cua Lo, Phuc Loc, Than Linh, Hai Loc, Nghi Loc, Van Kieu, Dong Loc, Trung Loc, An Chau, Tan Chau, Minh Chau, Dien Chau, Hai Chau, Quang Chau, Duc Chau, and Hung Chau. However, I also deeply understand the difficulties and challenges our locality is facing after the merger. These include the pressure of managing a large area with a large population; the hardships faced by people in transitioning to new documents and administrative procedures; the arrangement of surplus staff; and especially, how to realize the aspirations and goals set forth by the First Party Congress of the commune.

If elected by the voters to the 16th National Assembly, I pledge to implement an action program with the following three practical priorities:

First, fully fulfill the promise of "being close to the people, respecting the people, and listening to the people."In accordance with Article 79 of the Constitution, I pledge to maintain regular and close contact with voters. I will be someone who listens to the legitimate concerns and aspirations of farmers, workers, and the business community in the communes of electoral unit No. 4; and from there, I will honestly, frankly, and strongly reflect them to the National Assembly, the Government, and relevant State agencies.

Secondly, to exercise supreme oversight to protect the legitimate rights and interests of the people.I will actively monitor and urge relevant agencies to resolve complaints, denunciations, and urgent petitions from voters. In particular, I will focus on supervising the implementation of administrative procedure reforms and digital transformation to support citizens in quickly and efficiently handling paperwork after the merger. At the same time, I will closely monitor issues related to land management, environmental sanitation, and social welfare policies, resolutely ensuring that legitimate voter requests are not delayed in consideration and resolution.

Third, contribute to building institutions and policies that are closely aligned with local realities.Based on the vivid experience of a large-scale commune that has just been merged, I will actively participate in discussions and propose to the National Assembly and the Government the issuance of specific mechanisms and policies to support the investment of resources for the synchronized infrastructure development of newly formed administrative units; and policies to adequately address the welfare of grassroots officials who are under immense work pressure, contributing to the rapid stabilization and sustainable development of the communes in the area where I am running.

Dear voters!

Among the candidates on the list in our constituency today, I believe that each of you possesses the ability, dedication, and a desire to contribute to our homeland. Regardless of the election results, being here, being entrusted by the Party and the State, and listening to the heartfelt opinions of the voters is a great honor and responsibility for me personally.

But if the voters entrust me with their faith through their ballots, I promise to do my utmost, with all my intellect, courage, and dedication, to be a worthy and loyal representative of the electorate.

We wish all delegates and voters good health, peace, and happiness. May the election day on March 15, 2026, in the wards and communes of Cua Lo, Phuc Loc, Than Linh, Hai Loc, Nghi Loc, Van Kieu, Dong Loc, Trung Loc, An Chau, Tan Chau, Minh Chau, Dien Chau, Hai Chau, Quang Chau, Duc Chau, and Hung Chau be a resounding success!
