Old age, while experienced and worldly, may also present limitations in health, conservatism, and a lack of creativity.

The aforementioned common characteristics have become established rules. Our ancestors succinctly stated: "Wisdom in youth, strength in old age," or "At thirty, one establishes oneself; at forty, one is free from doubt; at fifty, one understands the will of Heaven,"... However, some people, due to circumstances, genetics, health, intelligence, training, etc., are able to "talent without waiting for age," mature early, have good health, are highly creative, and maintain their youth for a long time. They are old but "very young." Conversely, due to various reasons, some people are young but "already old"—aging prematurely.

Based on these common characteristics, every country has a defined working age. The prescribed age varies between countries. Specific regulations are also established for each profession, but generally, it starts from youth and extends to approximately 60 years of age.

They find every way to cling to their positions for as long as possible, because the longer they stay, the more they benefit. They "buy degrees," "manipulate age," "manipulate planning," "manipulate transfers," and they make maximum use of the 5Cs and "4Es" (being descendants of influential people; money, connections, lineage, and intelligence). Many cases of younger people being older than older people, many "paper PhDs," many cases of "parachute jumps," many "princelings" who rose "miraculously" are very concrete evidence of this.

In reality, there are outstanding scientists and excellent managers who are truly exceptional, superior in intellect, character, and integrity. The longer they contribute, the more the country benefits and the people appreciate. However, for officials who engage in bribery, "bid rigging," corruption, "paper doctorates," and group interests, each day they remain in power only adds to the injustice in the country and fuels public resentment. Many of these individuals have character inferior to that of ordinary citizens. Some people, without high positions of power, accomplish many good things, while many others sit in high seats but possess dark hearts, greed, and corrupt character; the longer they stay, the more taxpayers' money is wasted.

Shouldn't this be better: Whichever sector or agency has truly outstanding individuals should submit a proposal for approval by the competent authority, not just for 5 years, but possibly longer (for example, leading scientists, doctors, educators, dedicated managers with outstanding achievements and high credibility, etc.)? As long as regulations are based on job titles, it will only create opportunities for "deer to run rampant"?
