Driver's license brokers in Nghe An run out of space
(Baonghean.vn) - Instead of having to go to the Department of Transport, people only need to go to the post office to make a profile, take photos, and have their fingerprints taken. The profile will then be sent to the Department of Transport for appraisal and issuance via postal service, and delivered directly to the people. This method is considered a solution to prevent "brokers" in issuing and renewing driver's licenses by the Department of Transport.

Issuing and renewing driving licenses through the postal system has created many conveniences for people and strengthened public administrative reform. Currently, all post offices in urban districts have driver license issuance and renewal services. This model has been assessed by the Vietnam Road Administration and Nghe An has been selected as a model for nationwide replication.
Nghe An is the leading locality in the country to issue and renew driving licenses through the postal system. Accordingly, from September 2014 to present, the Department of Transport in coordination with the Nghe An Province Postal System has issued and renewed nearly 120,000 driving licenses.

In particular, since July 2016, Nghe An Department of Transport has a creative approach of applying automatic queue numbering software with images. After dialing the queue number, citizens will be given a queue number slip with the image of the person who directly comes to do the transaction. When completing the procedures for issuing and exchanging a driver's license, the one-stop staff will compare the person who gets the queue number with the printed image to the profile of the person who registered. This is the first and only new approach in the whole country of Nghe An Department of Transport.
According to Mr. Dinh Van Nam - Head of Vehicle and Driver Management Department of Nghe An Department of Transport, "This method has contributed to reducing the situation of "brokers" coming to get the number tickets to resell to people. To do this, the Department is interested in investing in equipment to best serve people."

“Pressing the queue number with the image of the transaction person printed on it has helped people from far away districts like us not to be fooled by brokers and have to spend extra money to buy a queue number” - Mr. Nguyen Tien Dung - Thanh Lam, Thanh Chuong said.
In addition, from June 1, 2015, Nghe An Department of Transport will issue driving licenses directly at the Road Motor Vehicle Testing Center. After the test results are available, the secretariat of the Testing Council will review and summarize data and transfer the list of graduates via the internet. The Director of the Department of Transport will sign the admission decision. Authorized by the Director of the Department, the Head of the Vehicle and Driver Management Department will sign the issuance of driving licenses and organize the printing of driving licenses right at the Road Motor Vehicle Testing Center. After only about 1 hour, students can receive their driving licenses right at the Road Motor Vehicle Testing Center. This administrative procedure reform has created maximum conditions for people to receive and use driving licenses.

Up to now, Nghe An Department of Transport has deployed direct printing and issuance of driving licenses for 100 training courses with nearly 1,500 students at Nam Dan Road Motor Vehicle Testing Center. Up to now, this is the first and only method in the country.
According to Circular 58/2015/TT-BGTVT of the Ministry of Transport regulating thechange old driver's license to plastic cardwithout distinguishing the time of issuance (according to Article 57). Thus, the time limit for changing driving licenses is only divided into 2 basic types as follows: · - For types of driving licenses with a term: A4, B1, B2, C, D, E, and class F, the final term is December 31, 2016. · - For unlimited driving licenses (motorbikes): A1, A2, A3, the final deadline is December 31, 2020. |
