The practice of brokering driver's license exchanges in Nghe An has lost its business.
(Baonghean.vn) - Instead of having to go to the Department of Transport, people only need to go to a post office to complete the application, have their photo taken, and provide fingerprints. The application will then be sent to the Department of Transport for assessment and issuance/renewal via postal service, delivered directly to the applicant. This method is considered a solution to combat "brokers" in the issuance/renewal of driver's licenses by the Department of Transport.

The issuance and renewal of driver's licenses through the postal system has created many conveniences for citizens and strengthened public administrative reform. Currently, all post offices in districts and cities offer driver's license renewal services. This model has been evaluated by the Vietnam Road Administration and Nghe An has been selected as a pilot area for nationwide replication.
Nghe An is a leading locality nationwide in implementing the renewal of driver's licenses through the postal system. Accordingly, from September 2014 to the present, the Department of Transport, in coordination with the Nghe An Provincial Post Office system, has renewed nearly 120,000 driver's licenses.

Particularly since July 2016, the Nghe An Department of Transport has implemented an innovative approach: using automated queue numbering software with photo recognition. After receiving a queue number, citizens are issued a queue number slip with their photo printed on it. When processing applications for driver's license renewals, the one-stop service officer will verify that the photo on the queue number matches the applicant's profile. This is a pioneering and unique approach nationwide, implemented by the Nghe An Department of Transport.
According to Mr. Dinh Van Nam, Head of the Vehicle and Driver Management Department of the Nghe An Department of Transport, "This method has contributed to minimizing the situation of 'brokers' obtaining queue numbers to resell to the public. To achieve this, the Department has invested in equipment to best serve the people."

"The system of assigning queue numbers with the picture of the person handling the transaction printed on them has helped people from remote districts like us avoid being scammed by touts and having to pay extra money to buy queue numbers," said Mr. Nguyen Tien Dung from Thanh Lam, Thanh Chuong.
Furthermore, from June 1st, 2015, the Nghe An Department of Transport has been issuing driver's licenses directly at the Road Motor Vehicle Testing Center. After the test results are available, the examination board's secretariat reviews and compiles the data, then sends the list of graduating students online. The Director of the Department of Transport signs the decision on successful candidates. Authorized by the Director, the Head of the Vehicle and Driver Management Department signs and prints the driver's licenses right at the Road Motor Vehicle Testing Center. In just about an hour, students can receive their driver's licenses at the testing center. This administrative procedure reform has created maximum convenience for citizens in obtaining and using driver's licenses.

To date, the Nghe An Department of Transport has implemented the direct printing and issuance of driver's licenses for 100 training courses with nearly 1,500 trainees at the Nam Dan Road Motor Vehicle Testing Center. Currently, this is the first and only such method in the country.
