Is it possible to transfer land that is currently in use to another person?

Article 117 of the 2024 Land Law stipulates:

The decision to allocate or lease land that is being managed or used by someone else to another person shall only be made after the competent state agency has decided to reclaim the land and must complete compensation, support and resettlement in accordance with the provisions of law, except in cases where real estate projects are transferred in accordance with the provisions of law on real estate business.
