Police clarify the case of a billion-dong savings and loan association in Vinh City

Previously, the Criminal Police Department (Nghe An Police) received a lot of information about the collapse of the hui guild in Vinh city and districts, including information related tosavings and loan associationby Ms. Vo Thi Thu Hien (born 1986), residing in Hung Binh ward as the ward head.

Under the direction of the Provincial Police Department, the Criminal Police Department has established a special investigation project. After verifying and collecting sufficient documents and evidence, the Criminal Police Department has initially clarified the case.

Accordingly, Ms. Vo Thi Thu Hien used the Facebook application named "Vo Hien" to make friends and create a group.(also called total group)There are many members participating in the Messenger application for the purpose of playing “phuong”. Before opening the eight guilds, Vo Thi Thu Hien posted on Facebook in the general group to call for participants. Hien established many eight guilds for everyone to play the guild, each eight guild is headed by Hien.

Before playing to receive ward money, players must pay ward money by transferring money to the ward owner's bank account via Internet Banking application. Because Vo Thi Thu Hien owns many ward bowls, the amount of money transferred is large, so ward players are required to take a screenshot of the successful transfer transaction after transferring money, then send it to the ward group so that the ward owner knows that the ward money has been paid.

From June 2, 2021 to September 24, 2021, Dao Thi Duyen (born in 1987), residing in Hung Phuc ward, Vinh city, participated in playing 23 dice games led by Vo Thi Thu Hien. Duyen used a bank account to deposit and receive money from the ward. During the game, knowing that Hien was the owner of many dice games, the amount of money going in and out of the account was very large during the day and difficult to control, so Duyen came up with the idea of ​​using fake bank transfer images on the Internet Banking application to appropriate money from ward players.

Thinking is doing, Dao Thi Duyen used the trick of creating fake information of money transfer messages from Internet Banking to make the recipient think that it was a real image from the bank. After creating the fake image, Dao Thi Duyen sent that image to the ward groups (eight ward groups) to trick them into paying the ward money. Ms. Vo Thi Thu Hien checked and saw that Duyen had sent the image of the money transfer to the ward, so she did not suspect anything and thought that Duyen had paid the ward money. When it was time to receive the ward money, Ms. Vo Thi Thu Hien transferred the ward money to Dao Thi Duyen.

On September 24, 2021, Vo Thi Thu Hien saw something unusual in her bank account, so she checked all the images of Dao Thi Duyen depositing money to the ward. On the other hand, Vo Thi Thu Hien went to the bank to check her account statement, and saw that Dao Thi Duyen's previous transfer images did not match the bank statement. Knowing that Dao Thi Duyen had used fake images to deceive her, Ms. Hien contacted Duyen to ask for clarification, and Dao Thi Duyen admitted that the bank transfer images to deposit to the ward were fake images. With the above trick, Dao Thi Duyen appropriated nearly 2.5 billion VND.

In addition to the above gambling groups, Dao Thi Duyen also participated in 26 other gambling groups led by Vo Thi Thu Hien and all used many sophisticated tricks to defraud and appropriate the assets of gambling players.

The above incident involved many victims, directly the ward owner Vo Thi Thu Hien was the victim because Dao Thi Duyen used fraudulent tricks to appropriate the ward's money, causing the ward to collapse, negatively affecting the security and order situation in the past time.

Through the above incident, Lieutenant Colonel Tran Duc Than - Head of the Criminal Police Department (Nghe An Provincial Police) recommended: Participation in hui has been regulated by law in Decree 19/ND-CP with quite strict regulations, however, most of the people's hui activities in the past have been violations of the law. Currently, thanks to the application of the internet, establishing hui via social networks is very simple and convenient, players can quickly transfer money to pay online, 1 person can stand up to establish many hui owners, even hundreds of hui and players can participate in corresponding wards, from which it is easy for hui to break up, leading to other violations of the law. Therefore, people should not participate in illegal hui, and at the same time, should not listen to the enticement of high profits to participate in hui, to avoid losing money, leading to violations of the law, even criminal law. Currently, the unit is concentrating its forces to continue the fight and expand the project.
