Attracting and retaining high-quality human resources is fundamental to Nghe An's sustainable industrial development and enhanced competitiveness in attracting investment. However, to build a sufficiently large and sustainable labor supply system and an attractive working environment for skilled workers, comprehensive policies, mechanisms, and concerted efforts are needed.

Attracting and retaining high-quality human resources is fundamental to Nghe An's sustainable industrial development and enhanced competitiveness in attracting investment. However, to build a sufficiently large and sustainable labor supply system and an attractive working environment for skilled workers, comprehensive policies, mechanisms, and concerted efforts are needed.

Each year, Nghe An province has approximately 40,000 to 45,000 people entering the workforce, thus the province has a large labor supply. In addition, over 800,000 Nghe An workers are currently living and working outside the province; this is also a significant source of human resources for businesses in the province, especially FDI enterprises, to attract workers back home when appropriate wage, income, and benefits policies are in place.

Another statistic worth considering for employers is that Nghe An's training institutions train over 60,000 skilled workers annually, ranging from basic and intermediate to college-level qualifications. Many of these workers have chosen to apply to businesses within the province. Many businesses highly value this trained workforce and are eager to meet their needs.

Mr. Nguyen Quang Minh, Head of Human Resources at Luxshare-ICT, stated: "Every year, we need to recruit tens of thousands of skilled workers and approximately 1,500 high-quality personnel. Once we recruit skilled workers, most of them quickly meet the requirements of the employers. In particular, workers from Nghe An have the characteristic of always wanting to learn, having a good memory, and being meticulous and eager to meet production targets. Luxshare-ICT recruiters also believe that if we know how to properly cultivate and train the workforce in terms of work ethic, skills, and especially foreign languages, the workforce from Nghe An can fully meet the high technical criteria that FDI enterprises are currently looking for."

Typically, in honor ceremonies for outstanding and talented workers, skilled workers and engineers from Nghe An province consistently rank among the top with their innovative ideas and expertise, mastering multi-million dollar production lines and generating hundreds of billions of dong in profits for their companies. At the TH Milk Factory, engineer Tran Van Manh (born in 1994) was assigned the important responsibility of leading a production line. There, he consistently demonstrated leadership and inspired his colleagues in the production line system. The project of an automated robot for loading milk cartons into boxes is a project he researched and completed from the very beginning (implemented in September 2022). This innovation not only won the prestigious WIPO award but also generated over 13 billion dong in revenue for the company.

For example, the numerous initiatives of Mr. Pham Nguyen at Minh Anh - Kim Lien Garment Joint Stock Company (Bac Vinh Industrial Park) have benefited the company by billions of dong over many years. And there are many other creative engineers and skilled workers such as Mr. Sam Van Vinh and Ms. Tran Thi Kim Hong at Everwin Precision Co., Ltd. Ms. Nguyen Thi Thu Trang - President of the Trade Union of Everwin Precision Co., Ltd. said: "Highly skilled and competent workers who choose their hometown as their place of work demonstrate their desire to contribute and showcase their abilities. Therefore, the company's management always prioritizes selecting high-quality workers from Nghe An."

Ms. Tran Thi Tra Giang (born in 1993 - Head of Import-Export Department, Everwin Precision Co., Ltd.) shared: “Recently, some employees have been returning to their hometowns to work for the company. Among the applicants, many are graduates from top universities, possess high-level English and Chinese language certificates, and some have even pursued master's degrees… Although they lack experience, with their youthful energy and desire to contribute, I believe they will be a valuable source of human resources.”

Besides the labor resource ecosystem, creating a favorable working environment is also a priority for all levels of government. Since the beginning of the year, the Employment Service Center has organized 130 job fairs, facilitating access to the provincial labor market for workers in Nghe An. Of these, 113 were organized in 2025 and 17 in the first quarter of 2026. Through these job fairs, 5,466 workers have been provided with job placement services. The Center has also provided career guidance and job placement services to 20,168 unemployment benefit recipients, helping them quickly return to the labor market. Furthermore, job vacancies are regularly updated on the Center's website, software, QR code, Zalo OA, and Fanpage to support businesses in reaching potential workers and recruiting effectively.

To create a connection between labor supply and demand, the Southeast Economic Zone Management Board, the Department of Home Affairs, the Department of Education and Training, the Employment Service Center, local authorities, and businesses have coordinated to organize many direct connection activities, including job fairs at VSIP Industrial Park, WHA Industrial Park, and recruitment sessions in areas with large labor resources.

In 2025, in coordination with the People's Committee of Hung Nguyen District (formerly), the People's Committee of Nghi Loc District (formerly), VSIP Nghe An Co., Ltd., and WHA Industrial Zone Nghe An Joint Stock Company, the first Job Fair was held at VSIP Industrial Park on February 8, 2025, and the second Job Fair was held at WHA Industrial Park on April 27, 2025, with 50 businesses participating in recruitment. Following these fairs, over 9,000 workers were successfully placed in jobs.

In 2026, in coordination with the People's Committee of Hung Nguyen commune, VSIP Nghe An Co., Ltd. successfully organized the first Job Fair at VSIP Industrial Park with 20 participating businesses; after the event, it attracted 4,403 workers.

According to the Department of Interior Affairs' report, the wage policies of businesses in the province are currently showing quite positive upward trends. The average wage paid by businesses to employees in the province in 2025 is 7.5 million VND/person/month (an increase of 6.38% compared to the average wage in 2024). The highest wage paid by businesses for certain job positions is 87 million VND/person/month, while the lowest is 3.45 million VND/person/month.

In the first quarter of 2026, the wage policy received many positive developments; at job fairs, FDI enterprises offered salaries and bonuses ranging from 15-40 million VND for high-quality human resources. At the labor supply and demand conference held in mid-April 2026, members of the steering committee stated that creating an environment to attract labor was a priority and significant progress had been made.

Typically, the social housing system has been rapidly improved by the Department of Construction. Currently, 4,095 social housing units and worker accommodation for industrial zones have been completed in the province. By 2025 alone, 2,420 units will be completed, providing housing for nearly 9,000 industrial zone workers.

It is expected that in 2026, investors will implement and complete 4 projects with 2,133 apartments for workers. According to Mr. Ho Ba Thai - Deputy Director of the Department of Construction: The Department of Construction will continue to implement the Project "Invest in the construction of at least 1 million social housing apartments for low-income earners and industrial park workers in the period 2021-2030".

Specifically, during the period 2025-2030, Nghe An province will implement 12 social housing and worker accommodation projects in industrial zones; it is expected that by 2030, approximately 18,184 units will be completed, providing housing for more than 60,000 workers.

However, to build a professional working environment that provides a quality workforce for industrial zones in the province, the most important thing is the strong involvement of businesses themselves in employee benefits, and a proactive mechanism for coordinating with vocational training institutions, which provide a quality workforce.

Mr. Phan Dong Hoa, Human Resources Director of Everwin Precision Co., Ltd., shared: "Our biggest desire is to find a workforce that is young, qualified, and eager to commit long-term. However, due to the current supply not meeting the demand, the company has to continuously open training courses in soft skills, management skills, team leader skills, etc., considering this as a welfare benefit to upgrade the skills of our employees. Simultaneously, we offer Chinese language classes for Vietnamese people and Vietnamese language classes for Chinese experts to overcome language barriers. In 2026, after successfully piloting two large projects, we expect to need approximately 3,000 workers to complete our workforce, including both general laborers and core positions such as management experts, operations technicians, and CNC technicians.”

From a different perspective on employee engagement, Ms. Lang Thi Thanh Hoa, Chairwoman of the Trade Union of VSIP Nghe An Co., Ltd., stated: “Currently, the company has 300 employees, and most have been with the business since its inception. As a representative of the trade union, I believe that building a civilized working environment coupled with adequate compensation policies is the most important ‘key’ to attracting and retaining employees, especially high-quality human resources, in the context of fierce competition today.”

Addressing the root cause of attracting high-quality human resources, Mr. Thai Van Thanh – Vice Chairman of the Provincial People's Committee – affirmed: To meet the recruitment needs of businesses, develop a high-quality, efficient, and sustainable human resource base to serve production and business activities, and meet the requirements of attracting investment, in the coming time, there needs to be more breakthrough and stronger mechanisms and policies to attract workers from within and outside the province to work in Nghe An, especially in economic zones and industrial parks. Therefore, the province needs to review, update, and promptly share labor supply and demand data.;Strengthen communication, counseling, career guidance, and employment services at the grassroots level; diversify communication methods on digital platforms, grassroots information systems, and official social media; fully disclose recruitment information, salaries, benefits, and working conditions so that workers can easily access and choose.

Regularly monitor labor fluctuations, resignations, job hopping, and localized labor shortages; promptly advise the Provincial People's Committee on directing solutions to support recruitment, stabilize labor relations, and improve the working environment in enterprises. Develop mechanisms and policies to provide incentives for high-quality vocational training alongside foreign language training at universities, colleges, and vocational schools to meet the needs of a flexible, modern, sustainable, and integrated labor market.

Financial and material support is provided through various forms of scholarships for students, consulting contracts, scientific research, construction of practice areas, lecture halls, laboratories, and equipment for teaching and learning. Experts, specialists, and skilled workers are assigned to directly teach or guide students during their internships.
