Despite having two previous convictions, he continued to traffic drugs and received a heavy sentence.
(Baonghean.vn) - Despite having two previous convictions and being HIV positive, Lang Van Tuan (residing in Que Phong, Nghe An) still trafficked drugs. As a consequence, this young man received a harsh sentence from the law.
On the morning of May 16th, the Provincial People's Court opened a first-instance criminal trial to hear the case against defendant Lang Van Tuan (born in 1982), residing in Cam Muoi commune, Que Phong district, for the crime of "illegally trading narcotics".
Tuan previously had two convictions for "theft of property" and "illegal possession of narcotics".
According to the indictment, around mid-November 2018, Lang Van Tuan was working in Hanoi when a woman named Hoi (from Quynh Luu district) called to inquire about buying drugs. Tuan arranged to meet her in Nghe An to discuss the "business." On November 21, Tuan took a bus to Thai Hoa town to meet Hoi. There, the woman gave Tuan 10 million VND to buy heroin and said she would pay a higher price for more.

On the morning of November 23rd, Tuan took his father's motorbike to Chau Thon commune, Que Phong district, to meet a Hmong man and buy a block of drugs for 14 million VND. Tuan paid 10.5 million VND upfront, promising to pay the remaining amount after selling the drugs.
Subsequently, Tuan called Hoi to inform him of the drug delivery location. At Tuan intersection, in Quynh Chau commune, Quynh Luu district, seeing Hoi standing across the road, Tuan approached with the drugs. However, before the transaction could be completed, he was apprehended by a task force from the Quynh Luu district police. The seized evidence included 36.895 grams of heroin.
In court, the defendant confessed honestly, admitting to all his crimes. Tuan stated that he trafficked drugs "because of illness and a need for money."
The panel of judges determined that the defendant's actions were dangerous to society. The fact that the defendant committed the crime as a repeat offender is an aggravating circumstance. Considering all aspects of the case, the panel of judges sentenced Lang Van Tuan to 16 years in prison.
