Despite having two previous convictions, he still sells methamphetamine.
(Baonghean.vn) - Kha Van Phong bought many packages of methamphetamine on credit to resell to customers. Before going to conduct transactions, Phong also carried weapons including a gun and ammunition.
On December 29th, the People's Court of Nghe An province held a first-instance criminal trial to hear the case against defendant Kha Van Phong (born in 1969), residing in Huu Lap commune, Ky Son district, for the crimes of "Illegal trafficking of narcotics" and "Illegal possession of military weapons".
Phong is a defendant with a bad criminal record, having previously served two prison sentences for drug-related offenses. Specifically, in 2013 and 2019, Phong was sentenced to 8 years and 16 months in prison, respectively, for the illegal buying, selling, and possession of narcotics.
In September 2020, Phong completed his prison sentence, but shortly afterward he relapsed into drug trafficking.
According to the indictment, around July 2022, Phong was at his family's cattle farm when a man approached him and asked, "Do you know where I can buy red pills?"

Phong understood the red pills to be methamphetamine, so he asked, "How much do you want to buy?" The customer ordered more than ten packages of methamphetamine, each costing 3 million dong.
The following day, Phong went to see Ca (an acquaintance) to buy 13 packets of methamphetamine (weighing over 251 grams) for 30 million dong. Since he didn't have enough money, Phong paid 17 million dong upfront and asked to defer payment for the remaining amount. Phong took the drugs home and hid them at his cattle and buffalo farm.
After several contacts, on August 2nd, Phong and the buyer agreed on a time and place to deliver the "goods". Before leaving, Phong took a homemade handgun and 18 rounds of sporting ammunition, which he put in his pants pocket.
However, en route, Phong was caught red-handed by the police with drugs, guns, and ammunition.
At the trial, the defendant admitted to the crime. The defendant confessed that he bought methamphetamine to resell out of greed. He stated that if the deal was successful, he would "profit" 10 million dong.
Regarding the gun and ammunition seized by authorities, Phong confessed that he had bought them about two months earlier from a Khơ Mú ethnic man for 700,000 VND to use for hunting.
Considering the defendant's criminal conduct as a dangerous recidivism, the court sentenced Kha Van Phong to life imprisonment for two offenses.
