Police explain how to distinguish fake vehicle registration papers.

The police have pointed out a number of signs that can be used to distinguish fake vehicle registration certificates with the naked eye.

The Traffic Police Department (PC67) of the Hanoi City Police announced that it recently organized a training course on distinguishing genuine from fake documents in the registration and management of motor vehicles for traffic police and police forces in 30 districts and counties.

Sophisticated tactics

Recently, the Hanoi City Police have continuously uncovered cases of vehicles using fake license plates and documents. Most recently, authorities discovered a group of individuals smuggling vehicles and colluding with domestic businesses to sell them.

Notably, these individuals exploited loopholes in the management of import and export of goods, colluding with authorized officials to falsify documents and certificates of origin for vehicles.

Or, as previously reported, authorities in one province prosecuted four individuals for organizing the collection of light trucks and new model scooters from various sources that lacked vehicle registration papers. This group then created falsified documents to legalize the vehicles and colluded with officials from the provincial PC67 department to register license plates.

Colonel Le Xuan Duc, Deputy Director of the Traffic Police Department (C67, Ministry of Public Security), stated: The methods used by those forging documents are becoming increasingly sophisticated. Through monitoring, the police have discovered several emerging tactics such as erasing blurry marks, forging documents; altering original vehicle documents and factory inspection certificates; forging even vehicle registration fee documents; erasing chassis and engine numbers, etc.

Visual distinguishing features

Captain Le Thi Kim Tuyen, Head of the Document Examination Team, Criminal Technical Department, Hanoi City Police, points out some basic signs to distinguish fake vehicle registration papers with the naked eye.

Accordingly, genuine vehicle registration certificates have a protective fiber that fluoresces under a spot light, while counterfeit certificates do not. Genuine vehicle registration certificates also have police badges that fluoresce under a UV light, while counterfeit certificates do not.

When a genuine vehicle registration certificate is magnified 30 times, the background pattern remains continuous and sharp. In contrast, with a fake registration certificate, when magnified 30 times, the pattern appears broken and fragmented, revealing numerous interwoven ink particles.

Fake vehicle registration certificates with serial numbers are not created using the direct stamping method. The serial number on a genuine registration certificate is stamped directly, clearly showing ink bleeding at the edges, while the serial number on a fake registration certificate is created using digital color printing, so there are no ink bleeding marks, and the edges have many different ink particles interwoven...
