In order to proactively ensure security and order, and traffic safety for the U23 Asian Cup 2026 semi-final match between U23 Vietnam and U23 China on the evening of January 20th, the Nghe An Provincial Police Department has issued a plan and directed units and localities to simultaneously implement measures to ensure security and order, and traffic safety throughout the province.
Following the plan of the Provincial Police, the police forces of communes and wards, based on the actual situation in their areas, developed and implemented plans to strengthen forces and mobilize local forces to participate in ensuring security and order. This included focusing on organizing armed patrols and control patrols before, during, and after the match, especially in public recreational areas, central areas, and key routes.

Authorities proactively detect, promptly prevent, and strictly handle reckless and extremist acts that violate the law; focusing on acts such as speeding, swerving, weaving, illegal racing, setting off firecrackers, and the indiscriminate use of the national flag that causes offense; as well as theft and robbery... They are determined to prevent traffic congestion and accidents caused by football cheering activities.
Simultaneously, local police are reviewing the number of delinquent teenagers and young adults who show suspicious behavior, frequently gathering, speeding, swerving, and reckless driving, in order to apply deterrent and preventive measures early on and proactively; preventing these individuals from gathering and venturing into central areas and key routes to disrupt public order or commit other violations of the law.

Traffic police forces were assigned and deployed appropriately, increasing patrols, controls, and checkpoints at key locations, especially on roads in the former Vinh City, central communes and wards of former districts and towns, and National Highway 1A, to ensure smooth and safe traffic flow during the time people were attending football matches.

In addition, the 113 Police, the Public Order Police, and the police of communes and wards have intensified patrols and controls of public order and traffic safety, setting up checkpoints in key areas, especially in the former Vinh City, to promptly detect, prevent, and strictly handle cases of exploiting cheering activities to disrupt public order and traffic safety; illegal racing, organizing illegal races, illegal fireworks, excessive and offensive cheering that violates traditional customs and morals.
The provincial police mobilized 100% of the 373 Task Force from the provincial to the grassroots level to organize patrols and inspections on the evening of January 20th, especially after the match ended, focusing on central areas and key routes of the former Vinh City and former districts and towns, in order to promptly detect, prevent, and handle violations.

All camera systems and software and data management systems are integrated, utilizing artificial intelligence (AI) technology for intelligent recognition and search, in line with the Industry 4.0 trend. Some of the system's key features and functions include: object tracking; integrated setup to support target protection, escorting, and other security and order maintenance plans; and monitoring based on license plates and vehicle characteristics.
In particular, the camera system not only assists in traffic regulation by counting vehicle volume and speed to assess congestion, but also has the feature of detecting traffic safety violations. Specifically, violations such as: failing to obey traffic lights; driving and changing lanes incorrectly; speeding; motorcycles carrying too many passengers; not wearing helmets, etc., can be detected.
All camera signals will be transmitted directly from the locations to the Provincial Police Command Center via fiber optic cable for processing, ensuring data security and integrity.
