(Baonghean.vn) - The Criminal Police Department of the Provincial Police, in collaboration with the Cyber ​​Security and High-Tech Crime Prevention Department and other relevant units, successfully dismantled a gambling ring operating through binary options (BO) on the Kinance5.Net trading platform.

Accordingly, 12 individuals were arrested in various provinces and cities nationwide, and the amount of money involved in gambling was determined to be over 200 billion VND. The police identified Ha Van Hieu (born in 1999), currently residing in Xuan Tho commune, Xuan Loc district, Dong Nai province, as the ringleader of the operation.

Through intelligence gathering, in early January 2023, the Criminal Police Department of Nghe An Provincial Police and the Cyber ​​Security and High-Tech Crime Prevention Department of Nghe An Provincial Police discovered a group involved in "Gambling" using binary options (BO) on the Kinance5.Net trading platform, operating in Nghe An province and several other provinces and cities nationwide, managed by Ha Van Hieu with one master account.

After creating accounts, Hieu established subordinate agent groups to discuss and find ways to introduce new players to gamble on his system so that he could earn commissions.

In Nghe An, the ringleader of the gambling operation was Le Cong Tuan Anh (born in 1996), residing in Nghia Thai commune, Tan Ky district. Assisting Tuan Anh were Phan Trong Huy (born in 1996), residing in Nghi Lien commune, Vinh city; and Truong Van Cong (born in 1997), residing in Chau Quang commune, Quy Hop district. Besides these four individuals, Hieu's gambling ring also had many smaller agents in numerous provinces and cities nationwide.

Recognizing this as a new and sophisticated criminal group operating with high-tech gambling methods, primarily committing crimes online, with perpetrators spread across the country, possessing complex social connections, frequently changing phone numbers, and using disposable SIM cards for their criminal activities, the Criminal Police Department of Nghe An Provincial Police reported to the Board of Directors and established a special task force to combat this crime.

Following a coordinated implementation of operational measures, from January 28, 2024 to February 3, 2024, the Criminal Police Department of Nghe An Provincial Police, in collaboration with the Cyber ​​Security and High-Tech Crime Prevention Department and other professional departments of the Provincial Police and local police forces, mobilized dozens of officers and soldiers to simultaneously deploy 12 task forces to arrest and search suspects in this network at 12 locations in the provinces of Nghe An, Ha Tinh, Vinh Phuc, Thanh Hoa, Quang Binh, Thua Thien Hue, Dong Nai, and the cities of Hanoi and Ho Chi Minh City... including the residences of key suspects, while also expanding the investigation and arresting related individuals.

In addition to the four individuals arrested, the police also apprehended eight other individuals involved in the ring: Nguyen Van Dai (born in 1990, residing in Dong Xoai City, Binh Phuoc Province, currently living in District 12, Ho Chi Minh City); Nguyen Trong Chung (born in 1993, residing in Nong Cong District, Thanh Hoa Province); Nguyen Van Toan (born in 2004, residing in Vinh Yen City, Vinh Phuc Province); Le Minh Huynh (born in 1995, residing in Bo Trach District, Quang Binh Province); Le Van Minh Hieu (born in 1999, residing in Hue City, Thua Thien Hue Province); Nguyen Van A (born in 1990, residing in Bac Tu Liem District, Hanoi); Nguyen Van Quan (born in 1992, residing in Huong Son District, Ha Tinh Province); and Phuong Van Tung (born in 1996), residing in Ba Vi District, Hanoi.

The seized items included: 16 mobile phones of various types, 2 desktop computers, 3 laptops, and 1 CPU. Initially, the investigating agency has proven that the total amount of money transacted by the suspects in online gambling from the beginning of 2023 to the present is approximately 200 billion VND. The investigation is ongoing and being expanded.
