On May 8th, the first driver's license examination organized by the Public Security sector will officially take place, marking a significant shift in examination management. After a long wait, many candidates shared that they have been counting down the days to participate in the examination and officially receive their driver's licenses. Meanwhile, the Traffic Police force stated that all preparations have been completed, ready for a serious and smooth examination.

While submitting her health certificate as required by the authorities, Ms. PTT (residing in Vinh City) said: "I'm so happy to see the exam schedule. I've been waiting for so long."
Ms. T. said that she started learning to drive at the end of last year and completed the course at the beginning of this year, but has had to wait more than two months for her driving test. During that time, her initial health certificate also expired according to regulations, forcing her to get re-examined to complete her paperwork.
“I recently received a call informing me that my health certificate was no longer valid because it had expired. Hearing that, I immediately rushed to the hospital to get a new one in time. I'm happy because I'm about to take the exam, but also a little flustered because I didn't think the wait would be so long.”
As a first-time B1 driver's license test taker, Ms. T. couldn't hide her nervousness. For her, the driver's license is not only a personal goal but also a necessary condition for independent travel and caring for her young child. "Every time I take my child to school on rainy days, or when I need to go to the hospital, having to rely on someone else to drive is very inconvenient. Now that the test schedule is out, I just hope everything goes smoothly."
Mr. PXH, a freelance driver residing in Nghi Loc district, is one of those who had to retake the driving test because his Class C driver's license expired nearly two months ago and he couldn't renew it through the usual procedures. He said: "I've stopped driving for several months now, and I've been waiting for the test to open. Now that the test schedule is out, I'm so happy. I've been reviewing the theory for a whole month, just hoping this time I'll go smoothly so I can get back to driving and earning a living."
Despite having many years of driving experience, having to retake the test from scratch still put some pressure on him. According to Mr. H., "The regulations are stricter now; getting a few questions wrong on the theory test means failing. But anyway, I'm happy to even get to take the test, because if the testing period were extended, I don't know how I would manage."
According to a representative of a driving school, the delay in organizing the driving test not only causes difficulties for training facilities but also directly affects the rights of students.
For beginners, the extended time frame means they cannot yet take the driving test and obtain a driver's license as required, resulting in them not being allowed to drive. Significantly, for professional drivers who need to retake the test or upgrade their license for work, this delay seriously impacts their income and personal plans. Therefore, the resumption of driving tests from May onwards is something both students and training centers have been waiting for.
Preparations are complete.
Taking over the state management responsibilities in the field of driver's license testing and issuance is one of the five key tasks that the Provincial Police Department received from other departments and agencies since March 1st. In particular, the issuance and renewal of driver's licenses has been implemented smoothly since the first day of taking over.
Lieutenant Colonel Nguyen Ham Thang, Deputy Head of the Traffic Police Department of the Provincial Police, said that to ensure uninterrupted reception, the Traffic Police Department proactively coordinated with the former Department of Transport (now the Department of Construction) to organize training for examiners for officers and soldiers. Simultaneously, preparations regarding infrastructure and equipment were also fully, promptly, and comprehensively implemented.
In the early days of implementation, the Traffic Police Department received support from officials of the Department of Construction to ensure the smooth processing of driver's license renewal applications. The Traffic Police force increased its personnel and resources, prioritizing the deployment of additional officers to ensure timely service to the public. Each step in the process, from obtaining a queue number and submitting documents to paying fees, was guided attentively, helping people complete the procedures quickly and efficiently.
From March 1st to the present, the "One-Stop" Service Department of the Traffic Police Division, Provincial Police, has received and processed a total of 8,613 applications for driver's license renewal, including 6,520 applications submitted in person and 2,093 applications processed online.
Regarding the examination process, immediately after the handover, traffic police forces nationwide, including the traffic police of Nghe An province, quickly began training personnel, advising on the development of legal documents related to driver's license examinations and issuance, consolidating the organizational structure, and assigning specific tasks. Simultaneously, data systems and management software were upgraded and supplemented… Notably, just 26 days after the handover, on March 26, 2025, the traffic police launched a new system for receiving applications on the public service portal, addressing many errors compared to the old system.
According to the plan, in May, the Traffic Police Department of the Provincial Police will organize 19 driving test sessions, with one session scheduled daily starting from May 15th. The Provincial Police have completed the installation of the driving test management software transferred by the Traffic Police Department of the Ministry of Public Security to the testing centers in the area. The centers will be responsible for providing the facilities, while the examiners and the examination board will be directly managed by the traffic police force.
Due to the transition period, the driving test process was interrupted for two months, resulting in nearly 24,000 people across the province who have completed motorcycle and car driving training programs or whose driver's licenses have expired but have not yet been able to take the test.
In the first driving test, scheduled for May 8th, 423 trainees will participate, including 223 new trainees and 200 retakers whose driver's licenses have expired. To ensure the smooth running of the first test, the Traffic Police Department has coordinated with training centers to thoroughly review trainee records and conducted a trial run of the testing procedure on May 2nd at the No. 1 Driving Test Center in Thinh My commune, Hung Nguyen district, Nghe An province - where the first test will take place.
With comprehensive preparations in terms of human resources, facilities, and operational procedures completed, in May and June, the Traffic Police Department will organize examinations and issue driver's licenses to trainees who have completed the training program at driver training centers in the province.

On February 28, 2025, the Ministry of Public Security issued Circular No. 12/2025/TT-BCA regulating the examination and issuance of driver's licenses and international driving permits, effective from March 1, 2025. According to the Circular, the Traffic Police Department is the unit responsible for issuing driver's licenses within 7 working days after a candidate passes the examination. Electronic driver's licenses will be integrated into the identification account within 3 working days.
Regarding the renewal of expired or lost driver's licenses (including military or police licenses), applicants must be registered in the management system and participate in the examination according to the following expiration dates: Less than 1 month due to force majeure (illness, natural disasters, epidemics): No theoretical examination required. Less than 1 year: Theoretical examination required. 1 year or more: Theoretical and practical examinations (on the driving course and on the road) are required.
Those who need to review for the driving test can register with a training facility or testing center. If they fail the test, they can register to retake it at the Traffic Police Department. Furthermore, driving license tests are not being conducted for those who have violated traffic regulations and safety but have not yet completed the administrative processing of their violations as required by the authorities.
