Nghe An Provincial Police Department implements its 2024 work program.

Lieutenant General Le Quoc Hung, Member of the Central Committee of the Communist Party of Vietnam and Deputy Minister of Public Security, attended and chaired the conference. Leaders from various agencies and units of the Ministry also participated.

The leaders of Nghe An province attending the conference included: Thai Thanh Quy - Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial Delegation to the National Assembly; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Council; and the secretaries of the Party committees of 21 districts, cities, and towns.

The leaders of the Nghe An Provincial Police Department included Colonel Bui Quang Thanh - Secretary of the Party Committee and Director, along with other members of the Party Committee and Board of Directors, and leaders of various units, districts, and cities.

EXCELLENTLY COMPLETED ALL OBJECTIVES AND TASKS

In 2023, under the close and comprehensive guidance of the Central Party Committee of Public Security, the leadership of the Ministry of Public Security, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, and with the attention and support of all levels, sectors, and people, the leaders, officers, and soldiers of the Nghe An Public Security force were determined, united, and made efforts to overcome all difficulties and continue to innovate and improve the quality of all aspects of their work.

Adhering closely to the action slogan "building a truly clean, strong, professional, elite, and modern Nghe An Provincial Police force, serving the people," the Provincial Police launched the "For National Security" emulation movement, developing both in breadth and depth with many decisive, creative, and breakthrough measures and solutions, contributing to the excellent achievement of the 3 goals and 10 key tasks set for 2023.

Notably, the Nghe An Provincial Police have successfully cracked and dismantled many major cases, earning praise and commendation from the Ministry of Public Security and the Provincial People's Committee; the rate of investigation and resolution of cases is high, with very serious and especially serious cases reaching 100%.

The Nghe An Provincial Police have implemented a comprehensive set of measures to effectively carry out the "Drug-Free Border Communes" project. To date, 27 out of 27 border communes and 4 district-level units (Hoang Mai town, Cua Lo town, Anh Son district, and Nghia Dan district) have been drug-free, and the project has been expanded to 195 communes, wards, and towns.

The fight against economic crimes, corruption, abuse of power, and environmental crimes has been decisively and effectively directed, with many targets exceeded. Specifically, 269 cases involving 298 defendants were arrested and prosecuted for economic crimes; 30 cases involving 129 defendants for corruption and abuse of power; and 36 cases involving 49 defendants for environmental crimes. This is the year that Nghe An Provincial Police have achieved the highest results in the fight against economic crimes, corruption, abuse of power, and environmental crimes to date.

2023 marked the eighth consecutive year that the Nghe An Provincial Police Department was ranked first by the Ministry of Public Security in administrative reform within the entire force. In addition, the Provincial Police Department successfully controlled and reduced traffic accidents across all three criteria. Fire prevention, firefighting, rescue, and relief efforts were also carried out effectively.

The nationwide movement to protect national security continues to be emphasized and promoted with many effective models, including two models: "Effective public mobilization in eliminating key areas with complex security and order issues" in Dien Bich commune, Dien Chau district, and the model of building "Drug-free border communes," which the Ministry of Public Security has announced will be replicated nationwide.

The provincial police have consistently maintained hundreds of programs of gratitude, social charity, and contributing to helping the poor; a notable achievement is the effective role played in "speeding up" the construction of more than 3,553 houses for the poor and those with housing difficulties in the border districts of the province.

With those achievements, in 2023, the Nghe An Provincial Police Department continued to be the unit that received the Prime Minister's Excellent Emulation Flag for nine consecutive years.

"PROACTIVE SECURITY", "EARLY AND REMOTE PREVENTION OF VARIOUS ACTIVITIES"RISKS AND FACTORS THAT CAN CAUSE INSTABILITY

Speaking at the conference, the Secretary of the Nghe An Provincial Party Committee, Thai Thanh Quy, reviewed the outstanding results of the province's economic and social situation in 2023, thereby assessing and acknowledging the direct and important contributions of the provincial police force.

In particular, the Provincial Police have provided timely and high-quality advice on policies and solutions to ensure security and order throughout the province, including fundamental, comprehensive, and long-term issues that are unprecedented; proactively using professional methods and launching intensive campaigns to attack and suppress various types of crime with high effectiveness.

At the same time, by closely adhering to practical realities, thoroughly understanding the local area, accurately analyzing the situation, and taking advantage of guidance from superiors, the Provincial Police have focused on selecting key areas, priorities, and tasks to build many effective concentrated leadership models, creating positive and clear changes in all areas of work.

In 2023, the Standing Committee of the Provincial Public Security Party Committee maintained and promoted a spirit of unity, cohesion, thoroughness, decisiveness, and high responsibility; spreading this spirit to officers and soldiers throughout the entire force. In addition, coordination with various sectors and levels in carrying out tasks was given attention and emphasis, resulting in high efficiency in resolving assigned tasks.

Analyzing the context, situation, and key tasks for 2024 – a pivotal year for implementing the resolutions of the Party Congresses at all levels for the 2020-2025 term, preparing for the Party Congress for the 2025-2030 term, and also a year in which the province will focus on implementing many major and key tasks; while simultaneously accelerating the progress of key projects.

Based on that, Provincial Party Secretary Thai Thanh Quy requested the Provincial Police to pay close attention to forecasting, synthesizing, analyzing, and proposing effective solutions to ensure security and order with the motto: "Proactive security," and "preventing risks and factors that could cause instability early and from afar."

In particular, this is a time when Nghe An has been and continues to be an attractive destination for many investors, especially foreign investors, who will concentrate a large number of experts, engineers, business owners, and workers, creating significant pressure on security; therefore, it is necessary to be proactive, avoid unexpected incidents, and prevent the risk of exploitation that could disrupt security and order.

The provincial police force needs to continue implementing preventive measures, combating, and decisively suppressing all types of crime, especially emerging crimes, drug crimes, cybercrimes, fraud, and illegal lending; and to advise and coordinate in effectively resolving complex and unique cases in the province.

The Provincial Party Secretary also requested the Provincial Public Security force to continue building on the achievements already made, promote the movement of "All People Protecting National Security," and continue to build and consolidate a solid foundation of "people's hearts" and people's security. At the same time, they should continue to build and maintain solidarity and unity, uphold discipline and order, and promote the spirit of setting a good example, especially by leaders.

In his remarks, on behalf of the Central Party Committee of Public Security and the leadership of the Ministry of Public Security, Lieutenant General Le Quoc Hung - Deputy Minister of Public Security - congratulated the achievements of the Party Committee and people of Nghe An province in 2023; and acknowledged the important contribution of the Nghe An Public Security force to the overall achievements of the Party Committee and people of Nghe An province.

In strong agreement with the remarks of the Secretary of the Nghe An Provincial Party Committee, the Deputy Minister of Public Security emphasized that 2024 is a year of acceleration and breakthrough in the term. Therefore, the Nghe An Public Security force needs to closely follow the breakthrough contents identified by the Central Public Security Party Committee to carry out its tasks; at the same time, it must organize the dissemination of the tasks and requirements set forth by the provincial leadership at the Conference on the Implementation of Tasks in 2024 to all leaders, cadres, party members, and soldiers in the entire force to ensure practical and effective implementation.

Lieutenant General Le Quoc Hung emphasized that the Nghe An Provincial Police need to continue focusing on creating significant changes in Party building and the development of the Nghe An Provincial Police force; maintaining, consolidating, and promoting the spirit of unity and cohesion; conducting preliminary reviews and evaluations of resolutions that have been submitted to the Provincial Party Committee; paying attention to building a regular, elite, and modern force by 2030, initially focusing on a number of forces that the Ministry has identified as priority to be modernized by 2025.

The Deputy Minister of Public Security also requested that the Nghe An Provincial Police tighten discipline and order; focus on building up the commune police force; strengthen the work of monitoring and controlling the situation at the grassroots level; and effectively carry out the work of ensuring local security and combating all types of crime.

The Nghe An Public Security force also needs to continue to strongly innovate and improve the effectiveness of state management in security and order, especially in administrative reform and digital transformation; building on the achievements to create more exemplary communes, districts, towns, and cities in the movement of "All People Protecting National Security".

First and foremost, Deputy Minister Le Quoc Hung requested the Nghe An Provincial Police to effectively implement the intensified campaign to combat and suppress crime, ensuring security, order, and social safety.So that the people can celebrate the traditional Lunar New Year in peace and joy.

On this occasion, authorized by the Prime Minister, Lieutenant General Le Quoc Hung presented the Prime Minister's Certificate of Commendation to Colonel Le Van Thai, Deputy Director of the Provincial Police, and the title of Emulation Soldier of the entire People's Police Force to Colonel Tran Hong Quang, Deputy Director of the Provincial Police; and presented the Emulation Flag of the Ministry of Public Security to three professional departments of the Provincial Police and the Ky Son District Police unit.

Chairman of the Nghe An Provincial People's Committee Nguyen Duc Trung presented the Provincial People's Committee's Emulation Flag to 3 professional departments of the Provincial Police and units including the police of the districts of Quy Hop, Thai Hoa town, and Quynh Luu.
