Nghe An Provincial Police Department implements its work plan for 2025.

Attending and directing the conference, on behalf of the Ministry of Public Security were: Lieutenant General Pham The Tung - Deputy Minister of Public Security; and other leaders of the professional departments of the Ministry of Public Security.

Representing Nghe An province were: Nguyen Duc Trung - Secretary of the Provincial Party Committee; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; along with members of the Provincial Party Standing Committee, leaders of departments and agencies, and Secretaries of the Party Committees of 20 districts, cities, and towns.

For the 10th consecutive year, the company has been awarded the Excellent Emulation Flag by the Prime Minister.

In 2024, the Provincial Police advised the Provincial Party Committee and government to issue many strategic, long-term documents, ensuring uniformity and consistency, and mobilizing the combined strength of the entire political system in carrying out tasks to ensure security and order.

The provincial police have implemented comprehensive and decisive measures to firmly protect national security, preventing any sudden or unexpected incidents or the emergence of "hot spots".

Implementing comprehensive and decisive preventive measures resulted in a 10.4% reduction in crimes against social order compared to the same period in 2023; 329 special cases were established, investigated, and solved, including 120 major cases that generated significant attention, contributing to enhancing the prestige of the Nghe An Public Security force.

The prevention, attack, and suppression of all types of crime have been strongly and effectively implemented. As a result, the number of criminal offenses decreased by 10.4%; the crime detection rate reached 92.29%; the rate for serious crimes reached 100%; and organized crime did not exist or emerge.

In 2024, the Provincial Police implemented a comprehensive set of measures, focusing on "Reducing and eliminating drug-related crime and social vices in communes." This initiative has been expanded to 282 communes and 6 districts, resulting in drug-free areas. Notably, the Provincial Police advised the Provincial People's Committee to issue and implement a plan to build Vinh City into a "drug-free" city.

Leadership in administrative management of security and order is becoming increasingly systematic and effective, with many decisive, fundamental, and creative approaches, especially in advising and directing the successful implementation of Government Project 06; and implementing many solutions to reduce labor accidents across all three criteria.

In 2024, the Provincial Police Department achieved its highest administrative reform score ever (99.17/100), was ranked Excellent by the Ministry of Public Security, and ranked first in administrative reform among all forces for 9 consecutive years; for the 10th consecutive year, it was awarded the Excellent Emulation Flag by the Prime Minister.

The "National Movement for Protecting National Security" has been led, directed, and implemented with many outstanding and comprehensive results, becoming increasingly in-depth and substantive. 3,600 models and exemplary cases have been developed and maintained; including 2 models that have been commended by the Ministry of Public Security for nationwide replication.

On February 7, 2024, the Nghe An Provincial Police Department was honored to receive Decision No. 158 signed by the President of Vietnam, awarding it the title of Heroic Unit of the People's Armed Forces.

Ensuring security and safety for major events of the province and the country.

In his remarks at the conference, Lieutenant General Pham The Tung, Deputy Minister of Public Security, congratulated the Party Committee, government, and people of Nghe An province on the achievements and results they have attained in 2024.

The Deputy Minister of Public Security also acknowledged, commended, and congratulated the Nghe An Provincial Police on the achievements in 2024; and sincerely thanked the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee for their leadership and guidance; the close coordination of departments, agencies, localities, and armed forces; and the care, love, assistance, and support of the people for the Nghe An Provincial Police in the past.

To continue maintaining security and order amidst complex and unpredictable developments in the world and the region, the Deputy Minister of Public Security requested the Nghe An Provincial Police to proactively grasp, assess, and accurately predict the situation, and promptly direct the Party Committee and local authorities to address emerging complex security and order issues early, from afar, and at the grassroots level.

Implement comprehensively, decisively, and synchronously all plans and measures to ensure absolute security and safety for the Party Congresses at all levels of the province, ensuring security from afar, maintaining a secure and safe environment, and contributing to the preparation for the 16th National Party Congress and other important political events of the country.

Simultaneously, efforts will be intensified to ensure border security and prevent illegal immigration; focus will be placed on improving religious and ethnic security, as well as internal security; efforts will be made to neutralize the activities of extremist groups, prevent and stop the activities of unorthodox sects, and focus will be placed on reviewing and advising on the resolution of 15 cases of disputes and complaints...

Lieutenant General Pham The Tung also requested the Nghe An Provincial Police to effectively implement measures to ensure internal political security, review and identify agencies, departments, public service positions, and officials at high risk of moral decay, "self-evolution," "self-transformation," or officials who are easily manipulated or influenced; and to advise on resolving complaints and denunciations definitively. He also called for the development of a comprehensive and robust security system for workers; and proactively advising on and handling disguised and illegal labor organizations.

In addition, focus on intensifying attacks, suppression, and reduction of all types of crime, with prevention as the main priority; strike hard and accurately with the motto of no forbidden zones, no exceptions, and not allowing the existence or emergence of organized crime.

Maintain and further develop drug-free areas at the commune and district levels, effectively implement the Vinh City Drug-Free Project, and create a sustainable foundation to strive to soon remove Nghe An from the list of key drug hotspots.

The Nghe An Provincial Police need to continue consolidating and building the movement of the entire population protecting national security to achieve practical results; consolidate and expand cooperative relations with police agencies at the same level; and promote foreign relations in ensuring security and order from early on, from afar, from outside, and from the border.

In his address to the conference, Provincial Party Secretary Nguyen Duc Trung provided an overview of the province's outstanding achievements and highlights in socio-economic development, national defense and security, Party building, and the political system. He affirmed that the Provincial Police Department played a crucial and positive role in achieving these results.

Further highlighting the outstanding achievements of the Provincial Police, the Provincial Party Secretary emphasized that coordination with Party committees, governments, departments, and agencies at all levels has become increasingly close, flexible, and linked to specific tasks and measures to ensure security and order.

The Provincial Police are a leading, pioneering, and active force in social welfare work. The spirit of solidarity and unity within the Standing Committee of the Party Committee and the Board of Directors has spread throughout the entire force. The implementation of emulation movements within the Provincial Police is characterized by innovation, creativity, breakthroughs, and many outstanding achievements...

Discussing the major policies and guidelines of the Party and the State, Provincial Party Secretary Nguyen Duc Trung stated that 2025 is the final year of the term, a crucial year with many significant political events for the country.

Nghe An province is determined to accelerate and make breakthroughs to achieve and complete the targets and objectives of the 2020-2025 term at the highest possible level. By 2025, Nghe An aims for economic growth of no less than 10%.

While acknowledging this as a challenging goal, the Provincial Party Secretary stated that the province believes it has the basis to achieve it. This includes the mechanisms and policies that the Central Government has prioritized for Nghe An, especially the specific ones; the more flexible mechanisms and laws enacted by the Central Government; the resources that Nghe An has attracted in recent years; and the maintained security and order, creating stability and peace in the province.

In 2025, the province will focus on the particularly important task of organizing Party congresses at all levels, leading up to the 20th Provincial Party Congress and the 14th National Party Congress. The province is also determined to effectively and successfully implement the revolution in restructuring and streamlining the organizational apparatus as directed by the Central Committee.

Provincial Party Secretary Nguyen Duc Trung expressed his hope and requested that the Provincial Police pay attention to ensuring absolute security and safety for major events in 2025, and proactively grasp and predict the situation, prevent potential risks and factors that could lead to complex issues in the area early and from afar, avoiding passivity and surprises, and maintaining stability so that the province has the conditions and environment for development.

In addition, the Provincial Police need to implement comprehensive and decisive measures to ensure national security, religious security, worker security, and rural security. In particular, the police force must not be negligent or complacent under any circumstances or at any time.

Provincial Party Secretary Nguyen Duc Trung also requested the Provincial Police to pay attention to effectively implementing Government Decree 06, and to accelerate digital transformation. He also urged them to continue replicating exemplary models in the nationwide movement to protect national security; and to advise the Party Committee and government on Party building and the development of the provincial police force to meet the requirements and tasks in the new situation.
