PEOPLE'S POLICE FOR THE PARTY, FOR THE PEOPLE

The 7th Party Congress of the Central Public Security Party Committee (2020-2025) was a successful term, leaving many significant marks in the 80-year history of the People's Public Security Force's establishment, struggle, growth, and development. Throughout the five years, the global and regional situation witnessed rapid, widespread, and complex developments, with some issues exceeding predictions and unprecedented. Domestically, numerous difficulties and challenges, from natural disasters and epidemics to supply chain disruptions, international trade competition, and tax policies, significantly impacted socio-economic development. However, with strong will, under the wise and correct leadership of the Central Committee and the Politburo, and with the unanimous support of the people, we focused on accelerating progress, making breakthroughs, and continuing to decisively and resolutely carry out the reform process, exemplified by the revolution in restructuring and streamlining the organizational apparatus of the political system; We implemented a two-tiered local government model and restructured the socio-economic development space. As a result, we have fundamentally overcome difficulties and obstacles to achieve and surpass the targets and goals set by the 13th National Congress of the Communist Party of Vietnam, with the People's Public Security Force making a significant and commendable contribution.

The Party Committee of the Central Public Security Ministry and the entire People's Public Security force have set an exemplary example and taken the lead in implementing the Resolution of the 13th National Congress of the Party. In particular, the Party Committee of the Central Public Security Ministry is considered the "leading flag" in implementing Resolution 18 of the Central Committee on "continuing to innovate and reorganize the organizational structure of the political system to be streamlined, effective, and efficient." Its function of providing strategic advice to the Party and State on political security and social order and safety has been significantly enhanced. The security, territorial sovereignty, and political standing of the country have been firmly protected, creating positive changes in social order and safety, marking a turning point in security governance and management, and creating a peaceful, secure, safe, and stable environment and space for people throughout the country. The Party Committee of the Public Security Ministry has led the completion of the basic goal of building a People's Public Security force that is "truly clean, strong, regular, elite, and modern, meeting the requirements and tasks in the new situation," as set forth in Resolution No. 12, dated March 16, 2022, of the Politburo. Digital transformation, disaster relief, and the elimination of temporary and dilapidated housing are also bright spots achieved by the People's Public Security force during the term of the 7th Party Congress of the Central Public Security Ministry. These achievements not only vividly demonstrate the absolute loyalty of the People's Public Security to the Party, the Fatherland, and the People, but also provide practical examples, create a foundation, provide motivation, and inspire the entire political system to implement similar initiatives.

Adhering closely to and effectively implementing the Party's guidelines and policies on national security, the People's Public Security Force has played a leading and core role in maintaining domestic stability and international peace, affirming Vietnam's position among the most peaceful and secure countries in the world, attracting international friends and partners to do business with Vietnam. At the same time, the Public Security Force always keeps abreast of emerging trends and issues in international relations, as well as advanced experiences, technologies, and knowledge from around the world, helping the Party formulate appropriate policies for national development.

Under the leadership of the Party, the Public Security forces have successfully fulfilled their role as the frontline force in the fight against the Covid-19 pandemic, while simultaneously achieving a remarkable feat in building the National Population Database, opening a new chapter in security and order management towards modernization, maximizing administrative reform, and creating the greatest convenience for citizens and businesses. Crime has been continuously curbed and reduced year after year; the number of drug-free communes and exemplary wards in security and order across the country is increasing; traffic safety and fire safety have seen many innovations, simultaneously fostering development and consolidating a society of order, discipline, safety, and health, leading to happier lives for citizens and enhanced human security.

International cooperation on security and order, along with international cooperation on defense, has become a pillar in Vietnam's relations with many countries. Active participation in United Nations peacekeeping forces and international search and rescue operations, as well as the political trust built through security and order cooperation, facilitates the expansion and development of cooperation in many other fields, contributing to "making more friends and fewer enemies," and strengthening relations between Vietnam and other countries, making them increasingly deep, comprehensive, and effective.

The image of police officers and soldiers of the People's Public Security Force, participating in protecting security and order at the grassroots level, always present in critical, difficult, and dangerous places, selflessly protecting the lives and property of the people; at all times and in all places with the spirit of "when the people need us, when the people are in difficulty, the police are there" affirms the effectiveness of studying and following the thoughts, ethics, and style of Ho Chi Minh and the Six Teachings of Uncle Ho for the People's Public Security Force; further strengthening the close and inseparable relationship between the police and the people, building a people's security posture, a people's security system linked to the all-people national defense posture, a national defense system based on a solid "people's hearts" foundation, and enhancing the people's trust in the Party, the State, and the socialist regime.

After a term marked by numerous milestones, miraculous achievements, turning points, and groundbreaking innovative thinking, the Party Committee of the Central Public Security Ministry has led the entire People's Public Security force to "surpass itself" for the Party and the people, achieving remarkable growth and maturity, firmly affirming its role as the "sharp sword" and "steel shield" protecting the Party, the people, and the socialist regime, shining brightly with the revolutionary qualities of a police officer.

The 8th Party Congress of the People's Public Security Force, covering the period from 2025 to 2030, marks a time when the entire country enters a new era of strong, prosperous development, with fundamental opportunities and advantages, but also facing many difficulties and challenges. New developments in the world and regional situation; traditional and non-traditional security issues; and a series of contemporary issues directly and multifacetedly impact national construction and development, with difficulties and challenges continuing to increase. Hostile and reactionary forces are seeking to exploit loopholes and shortcomings in the initial stages of operating the two-tiered local government model and the implementation of recent Party resolutions to undermine, distort, and sow discord and internal disunity. They are even attempting to sabotage the success of the 14th National Congress of the Party.

Our Party shoulders the historical responsibility of leading the entire Party, people, and army to successfully achieve two strategic goals: 100 years under the Party's leadership, 100 years since the founding of the nation, and by the middle of the 21st century, Vietnam becoming a developed, high-income country. The highest and most consistent goal today is "peace and stability; rapid and sustainable development; and improvement in all aspects of the people's lives," so that the people truly live in independence, freedom, and happiness. The People's Police must be one of the core forces in achieving these goals.

The demands and tasks of building and defending the Fatherland in the new revolutionary period place a very glorious responsibility on the People's Public Security force. Regardless of the circumstances, the People's Public Security must be absolutely loyal to the Party, the Fatherland, and the People; maintain a close, inseparable bond with the people; thoroughly understand the principle that "the people are the foundation," and that the people are the center and subject in all policies, security, and order work; and always embody and implement the motto "The People's Public Security sacrifices themselves for the nation and serves the people." They must continue to lead in movements of gratitude and repayment, building schools, providing medical care and support to the people, especially the poor and ethnic minorities in remote areas.

Identifying the highest goal of security and order maintenance in the coming period, in order to strongly innovate thinking and elevate all aspects of work, is to not only maintain a peaceful and stable environment, uphold security and order, and build a society that is orderly, disciplined, safe, and healthy, but also, through security and order maintenance, to make a significant contribution to creating, promoting, and seizing opportunities, and creating all favorable conditions for the successful implementation of the Party's strategic goals; protecting security and order must create a foundation for the success of sustainable, high-quality development.

Proactively grasp and accurately assess the situation, seamlessly and closely combine tradition and modernity, strengthen the protection of the Party, the socialist regime, and the people, absolutely preventing any passive or unexpected situations; focus on identifying and firmly protecting security in new spaces and fields (national digital sovereignty, border economic security, cybersecurity, information security and data safety during the digital transformation process). Closely coordinate with the People's Army, the diplomatic sector, and relevant ministries, departments, and localities to maintain a peaceful and stable environment in all situations.

Continue to sustainably reduce crime, build crime- and drug-free communes/wards, and create a foundation for building socialist administrative unit models. Build a society that is orderly, disciplined, safe, and healthy, strengthen the spirit of "respect for the law," and promote law compliance among the people, enhancing human security for the peaceful and happy lives of the people.

Expand international cooperation on security and order, proactively establish a security buffer zone, effectively address challenges threatening national security and interests early, from afar, and beyond territorial borders, and establish a comprehensive security posture both domestically and internationally. Increase the contribution of the People's Public Security Force in maintaining international peace and security; ensure that wherever national interests, ethnic interests, and the legitimate rights of the people are protected, security and order must be safeguarded.

Focus on building a clean, strong, comprehensive, exemplary, and leading Party Committee within the Central Public Security Ministry; building Party organizations within the People's Public Security, especially grassroots Party organizations, with high combat effectiveness. Building a revolutionary, professional, elite, and modern People's Public Security force.

To create a breakthrough in the development of a self-reliant, self-sufficient, dual-use, and modern security industry, laying the foundation for strengthening security and order capabilities to meet requirements and tasks; while actively participating in socio-economic development.

Above all, the Party Committee of the Central Public Security Department and the entire People's Public Security force must continue to affirm their exemplary role and lead the implementation of the Resolution of the 14th National Congress and other strategic resolutions of the Party with concrete results and products, with a spirit of daring to think, daring to act, daring to break through, daring to innovate and create for the common cause.

The Party, the State, and the People place absolute trust in the People's Public Security Force. Building on the 80-year tradition of development, combat, and growth, with significant achievements during the 2020-2025 term, the Central Public Security Party Committee and the entire People's Public Security Force will undoubtedly achieve many more victories and accomplishments in the coming period, continuing to create new miracles and advancements in all aspects of their work, effectively implementing the theme of the 8th Congress of the Central Public Security Party Committee."Following Uncle Ho's teachings - Innovate thinking - Enhance knowledge - Be professional and modern - For the Party and the people."
