Vinh City police arrest suspect who stole 4 phone top-up cards.
(Baonghean.vn) - The suspect who stole four phone scratch cards on the afternoon of September 15th was arrested by Vinh City police this afternoon (September 17th).
Regarding the incident in which a phone card shop in Vinh City, Nghe An province, was robbed of phone cards by an unknown individual a few days ago, the Vinh City Police announced that on the afternoon of September 17, 2022, detectives successfully apprehended the suspect and brought him to the investigative agency.

Accordingly, at approximately 5:30 PM on September 15, 2022, at the phone card shop owned by Mr. Le Quang Huy (No. 26 Le Viet Thuat Street, Hung Loc Commune, Vinh City), a young man entered and requested to buy 4 phone top-up cards, each with a face value of 500,000 VND.
After getting his hands on the prepaid phone cards, the young man "stalled" by pretending to pay via the Smart Banking app. Taking advantage of the shop owner's inattention, he snatched the prepaid cards and escaped on his motorbike.
Upon receiving information from the public, the Vinh City Police launched an investigation and verification process.
At 1 PM on September 17, 2022, law enforcement officers apprehended the suspect while he was hiding in a hotel in Vinh City.

The suspect is Cao Xuan Hoang (born in 1990, residing in Hamlet 6, Cao Son Commune, Anh Son District, Nghe An Province). At the investigative agency, the suspect confessed that due to his gaming addiction, he stole phone scratch cards to top up his account.
Reportedly, Hoang is a repeat offender with a criminal record, having recently been released from prison after serving a sentence for robbery, and has already reverted to his old ways.
Currently, the Vinh City Police are holding Cao Xuan Hoang in custody for further investigation.
Previously, according to information posted on social media, at 5:45 PM on September 15th, a young man came to a kiosk to buy four phone top-up cards, each worth 500,000 VND, but then ran away without paying. The vendor immediately rushed out into the street to chase after him; however, the young man managed to get on his motorbike and speed away.
