Attending and directing the conference, on behalf of the Ministry of Public Security were: Lieutenant General Pham The Tung - Deputy Minister of Public Security; and other leaders of the professional departments of the Ministry of Public Security.

Representing Military Region 4 was Major General Hoang Duy Chien - Deputy Commander of Military Region 4. Leaders from Nghe An province included: Nguyen Khac Than - Secretary of the Provincial Party Committee; Vo Trong Hai - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; along with members of the Provincial Party Standing Committee and leaders of various departments and agencies.

For the 11th consecutive year, the company has been awarded the Excellent Emulation Flag by the Prime Minister.

In 2025, the Provincial Police will proactively and actively advise the Provincial Party Committee and government to issue many strategic, long-term documents, ensuring uniformity and consistency, and mobilizing the combined strength of the entire political system in carrying out tasks to ensure security and order.

The provincial police have implemented comprehensive and decisive measures to firmly protect national security, preventing any sudden or unexpected incidents or the emergence of complex "hot spots" related to public order and security. All emerging incidents have been promptly addressed and resolved at the local level.

Typically, this involves proactively coordinating, advising, and resolving obstacles and bottlenecks related to land clearance for key projects in the area. It also includes effectively implementing plans and ensuring security and order during Party Congresses at all levels, especially the 20th Provincial Party Congress, term 2025-2030.

Strengthen prevention, continuously attack, and effectively suppress all types of crimes and violations of the law. Reduce social order crimes by more than 9.1% compared to 2024; achieve a high crime detection rate (91.41%), with serious crimes reaching 100%, preventing the existence and emergence of organized crime gangs, "mafia-style" activities, and complex areas of social vices.

The unit has successfully investigated and solved many major cases and special investigations, receiving numerous commendations and awards from the leaders of the Ministry of Public Security and Nghe An province. It has effectively implemented the plan to achieve the goal of having 20% ​​of communes and wards drug-free by 2025. Currently, the entire province has 34 commune-level units meeting the drug-free criteria, reaching 26.1%, exceeding the assigned target.

The investigation and handling of crimes are carried out in strict accordance with the law, ensuring that no innocent people are wrongly convicted, no criminals escape justice, and no procedural violations occur.

Administrative management of security and order is closely linked to administrative reform; the work of building a nationwide movement to protect national security is carried out synchronously, systematically, and rigorously, with many good and creative approaches.

Actively participating in social welfare programs and charitable activities; especially focusing efforts on building houses for households and schools for children of ethnic minorities affected by Typhoon No. 3. The emulation movement is constantly innovating and creating, reaching many peaks and contributing to the overall achievements of the Provincial Police.

With exceptionally outstanding achievements, in 2025, the Nghe An Provincial Police Department received 778 commendations for collectives and 3,148 commendations for individuals from various levels. For 11 consecutive years, the Nghe An Provincial Police Department has been honored with the Prime Minister's Excellent Emulation Flag.

Ensuring security and order contributes to the development of the province.

In his address to the conference, Provincial Party Secretary Nguyen Khac Than informed attendees about the province's outstanding achievements in 2025 and affirmed that the Nghe An Public Security force had made a very important contribution to those results.

Against the backdrop of complex developments in the world and the region, Provincial Party Secretary Nguyen Khac Than urged the Party Committee, the leadership of the Provincial Public Security Department, and all Party branches and cells within the Nghe An Public Security force to continue to unite, cooperate, and resolutely strive with great effort to ensure good security and order, truly acting as a sharp "sword" and "steel shield" protecting the Party, the regime, and the peaceful and happy lives of the people.

Successfully completing assigned tasks, contributing to the successful achievement of the province's socio-economic development goals. In particular, thoroughly understanding and effectively implementing the viewpoints, objectives, tasks, and solutions outlined in the Resolution of the 20th Provincial Party Congress, term 2025-2030.

Closely integrate the implementation of new Resolutions and Directives of the Politburo, the Central Party Committee of Public Security, and the Ministry of Public Security in the province with the fulfillment of economic, social, and cultural development tasks in the province.

Provincial Party Secretary Nguyen Khac Than requested the Provincial Police to mobilize measures to maintain national security, proactively identify potential risks and conflicts that could impact political security and social order in the province.

The immediate tasks include ensuring the security and safety of the 14th National Congress of the Party; the election of deputies to the 14th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term; and ensuring security and order during the New Year and Lunar New Year (Year of the Horse) in 2026.

Continue to vigorously and effectively suppress all types of crimes and violations of the law; build a society that is orderly, disciplined, safe, and healthy. Maintain the goal of controlling, containing, and reducing social order crimes. Continue to effectively implement the plan to build drug-free communes and wards, striving to soon remove Nghe An from the list of key areas with complex drug problems.

Strengthening state management of security and order, including continuing to promote digital transformation, applying science and technology, and reforming administration. Advising the province on a digital data strategy to connect, integrate, and share data, effectively implementing Government Project 06.

Enhance the effectiveness of mass mobilization work, build, consolidate, and improve the quality and effectiveness of the "All People Protect National Security" movement, linked with the "All People Unite to Build New Rural Areas and Civilized Urban Areas" campaign. Build a strong political system from the provincial to the grassroots level, capable of leading and directing the maintenance of security and order in all situations, starting from the grassroots.

In his remarks at the conference, Lieutenant General Pham The Tung, Deputy Minister of Public Security, requested the Nghe An Provincial Police to seriously implement the conclusions of the 81st National Police Conference and to carry them out effectively.

Strengthen advisory work for Party committees and governments at all levels in ensuring security and order, especially religious security, and resolving complaints and denunciations. Continue to innovate methods and approaches, clearly assigning responsibilities to specific individuals, tasks, areas, and with clear expected results.
