Ninh Binh Provincial Police dismantle gambling ring in Rang Dong commune.
The Criminal Police Department of Ninh Binh Provincial Police recently coordinated to dismantle a gambling den operating under the guise of playing Lieng (a Vietnamese card game), arresting 13 suspects and seizing evidence worth nearly 80 million VND.
The Criminal Police Department of Ninh Binh Provincial Police, in coordination with the Rang Dong Commune Police, successfully dismantled a large-scale gambling ring operating under the form of playing Lieng (a Vietnamese card game). The raid took place in a rented house in Rang Dong Commune, Ninh Binh Province, which the suspects used as a gambling den to profit illegally.
Sophisticated organization and strict security measures.
Investigators determined that this gambling den was organized by Le Van Mao (born in 1987, residing in Nghia Lam commune, Ninh Binh province) and Ngo Van Luc (born in 1977, residing in Rang Dong commune, Ninh Binh province). According to the agreement, Luc was responsible for finding and renting the location, while Mao managed the gambling den and recruited participants.
To evade law enforcement, the suspects installed a surveillance camera system and kept the doors locked throughout the gambling sessions. Each player entering the gambling den had to pay an "entry fee" of 100,000 VND to Mao and Luc. Furthermore, for each large win, gamblers had to pay an additional fee of 100,000 to 200,000 VND.

In addition, Lam Van Tuan (born in 1988, residing in Rang Dong commune, Ninh Binh province) was frequently present at the scene to lend money to gamblers at high interest rates so they could continue playing when they ran out of capital.

Results of catching and prosecuting the suspects
On the night of June 16, 2026, a task force from the Criminal Police Department, in coordination with the Rang Dong Commune Police, raided a gambling den and caught Le Van Mao and Ngo Van Luc red-handed organizing illegal gambling for 10 individuals. At the scene, authorities seized nearly 80 million VND in cash, 13 mobile phones, 2 decks of playing cards, and other related evidence.
After the gambling den was shut down, Hoang Van Trong (born in 1987, residing in Rang Dong commune, Ninh Binh province) surrendered to the police, admitting to participating in gambling with the group of individuals on the same evening.

Currently, the Criminal Police Department of Ninh Binh Provincial Police is holding 13 suspects for further investigation. The offenses of "Organizing gambling" and "Gambling" will be strictly dealt with according to the law. Notably, Ngo Van Luc is being investigated for both offenses.
Following this incident, the police recommend that people absolutely refrain from participating in any form of gambling. At the same time, people should actively report crimes and provide information about suspicious gambling dens to help ensure security and order in the area.
