The Provincial Police and the Department of Health of Nghe An Province signed an agreement to implement a coordination mechanism to ensure security, order, and healthcare.
On the afternoon of December 30th, the Nghe An Provincial Police and the Nghe An Provincial Department of Health held a conference to sign the Plan for implementing the Coordination Regulation No. 03/QCPH-BCA-BYT dated November 18, 2024, between the Ministry of Public Security and the Ministry of Health in ensuring security, order, and the health sector.

Attending the conference were: Major General Dinh Viet Dung - Member of the Standing Committee of the Provincial Party Committee, Director of the Nghe An Provincial Police; Le Thi Hoai Chung - Member of the Provincial Party Committee, Director of the Nghe An Department of Health; and leaders of departments, divisions, and units of the Nghe An Provincial Police and the Nghe An Department of Health.

At the conference, leaders of the Nghe An Provincial Police and the Nghe An Provincial Department of Health signed a plan to implement the Coordination Regulation No. 03/QCPH-BCA-BYT dated November 18, 2024, between the Ministry of Public Security and the Ministry of Health on ensuring security, order, and the health sector. This signing is a concrete step in implementing the directives of the Ministry of Public Security and the Ministry of Health, creating a legal basis for the two sectors to organize and implement more uniformly, synchronously, and effectively in the future; demonstrating the political determination and high responsibility of both sectors in ensuring security and order in conjunction with the task of protecting, caring for, and improving the health of the people in the province.
According to the plan, the Nghe An Provincial Police and the Nghe An Department of Health will jointly implement 14 coordinated activities, including: Regularly exchanging and providing accurate and timely information and documents related to security, order, and the health sector according to the functions, duties, and powers of the Provincial Police and the Department of Health; advising on the development of policies and laws in the fields of security, order, and health; ensuring security and order in the health sector; protecting the headquarters of agencies and units managed by the Department of Health; ensuring the security and safety of important events organized and advised by the Department of Health...

Coordinate in professional training and development when required; organize inspections, monitoring, preliminary and final reviews of the implementation of the Regulations; coordinate in combating high-tech crimes in the healthcare sector, especially cyberattacks and the theft of medical data; coordinate in verifying and standardizing relevant information of individuals applying for benefits, adjustments, suspensions, and terminations of social welfare policies and social retirement benefits against the national population database; coordinate in addressing the issue of beggars and homeless people, especially in key areas.
Concluding the conference, Major General Dinh Viet Dung, Member of the Standing Committee of the Provincial Party Committee and Director of the Nghe An Provincial Police, stated: Both sectors must agree on the principle that ensuring security and order in the healthcare sector is a top priority. The content and methods of coordination need to be fully disseminated and understood by every officer, soldier, and employee of both sectors. Coordination must be maintained regularly and effectively, avoiding situations that are merely on paper or administratively superficial. This includes organizing regular reviews and summaries to assess results, identify shortcomings, and find solutions to overcome difficulties.

Furthermore, the two sectors need to establish a mechanism for rapid information exchange, especially regarding incidents with potentially complex security or internal security implications; and closely coordinate in inspecting and handling violations in areas prone to negative practices such as: pharmaceutical, cosmetic, and functional food businesses, medical advertising activities, bidding, and the socialization of medical equipment. This will help eliminate factors that negatively impact the reputation of the medical sector.
