Vinh City Police fined 85 cases of turning on headlights in the inner city.

(Baonghean.vn) – After Nghe An newspaper reported on the situation of using high beams (also known as headlights) in the city, Vinh City Police launched an inspection and fined violators.

On February 21 and 23, 2017, Nghe An Newspaper published articles "Risks from using headlights indiscriminately", "Turn on the headlights, we both suffer", reflecting the situation at night in the inner city, most roads are equipped with lights but cars still turn on their headlights to shine directly at oncoming vehicles, causing glare, reducing visibility and causing traffic accidents.

On March 10, 2017, Vinh City Police issued Official Letter No. 210/BC-CATP-GT in response to the issue raised by the newspaper. Vinh City Police confirmed that recently, in Vinh City, the situation of cars using high beams at night has occurred.

After Nghe An Newspaper reported, Vinh City Police has strengthened the organization and deployment, instructed the force to patrol, control and handle violations of traffic safety order regarding the use of high beams, which pose a potential risk of causing traffic accidents when using high beams at night. The time for daily patrolling is from 8pm to midnight and is flexible according to the development of violations.

According to Vinh City Police, from December 16, 2016 to March 1, 2017, Vinh City Police patrolled, detected, and fined 85 cases of cars violating the use of high beams in urban areas and densely populated areas and when encountering oncoming vehicles.

In addition, Vinh City Police have increased propaganda activities by hanging banners and distributing leaflets at places such as bus stations, transport businesses, and on loudspeakers in wards and communes. They have coordinated with the local police force to check and count families with cars in the area and organize people to sign a commitment to strictly comply with the Traffic Law.

In the coming time, Vinh City Police will continue to coordinate with mass media agencies to continue to widely propagate violations and sanctions, and send propaganda teams to agencies, units, and businesses with a large number of cars in the area and apartment buildings.

At the same time, the police force will change patrol tactics, using the 212 task force to coordinate with local task forces and off-hours mobile patrol teams to record images as a basis for strictly handling drivers using high beams in urban areas and densely populated areas. Notify the violators and their management agencies and places of residence of violations and penalties to raise public awareness, contributing to reducing violations in the area, and preventing and reducing traffic accidents.

Clause 2, Article 8 of the Road Traffic Law prohibits the use of high beams in urban areas and densely populated areas (except for priority vehicles on duty as prescribed). Clause 3, Article 17 of the Road Traffic Law also stipulates that motor vehicles traveling in opposite directions are not allowed to use high beams.

According to Point b, Point g, Article 5, Decree 46/2016/ND-CP, if a car driver violates the above regulations on turning on high beams, each violation will be fined from 600,000 to 800,000 VND.

For motorcyclists, if they use high beams when avoiding oncoming vehicles, they will be fined from 60,000 to 80,000 VND according to the provisions of Point g, Clause 1, Article 6, Decree 46/2016/ND-CP.

People using high beams in urban areas and densely populated areas will be fined from 80,000 to 100,000 VND according to the provisions of Point e, Clause 2, Article 6, Decree 46/2016/ND-CP.
