Minister Truong Minh Tuan said that the Ministry of Information and Communications is expected to announce the list of channels with clean content and those with harmful content on YouTube in May 2018.

The Minister's report devoted considerable space to discussing the task of controlling harmful, offensive, and inappropriate information on social media, a task assigned by the National Assembly in a resolution following the interpellation session at the end of last year's meeting.
According to the report, the Ministry of Information and Communications continues to strengthen exchanges and cooperation with Facebook and Google to prevent and remove false information that contradicts the views and policies of the Party and State, as well as the directives and solutions of the Government and the Prime Minister, on the two social networks Facebook and YouTube.

Recently, the Ministry has worked with Google to block and remove 6 harmful and toxic channels on YouTube and 6 games from Google Play due to violations of Vietnamese law. The Ministry is also moving towards managing content based on a whitelist and a blacklist on YouTube, allowing regulatory agencies to better control the content produced and uploaded daily by Vietnamese individuals and organizations on YouTube, limiting infringing content that negatively impacts users in Vietnam.
Therefore, advertising agencies and businesses with advertising brands in Vietnam can use this when posting advertisements to help ensure content safety in online advertising activities on the YouTube system in Vietnam.
The creation of "whitelists" and "blacklists" also aims to prevent advertising revenue from flowing to harmful YouTube channels that are indirectly supporting subversive forces and hostile elements.
The Ministry of Information and Communications plans to publish a list of YouTube channels with clean content and those with harmful or toxic content, aiming to provide information to the community for Internet users and businesses to refer to and avoid. This list is expected to be released in May 2018.
Regarding Facebook, Minister Truong Minh Tuan stated that the regulatory agency regularly and continuously requests the blocking and removal of numerous links containing content that violates Vietnamese law. Facebook has also cooperated with the Ministry in verifying the authenticity of official fan pages of agencies, organizations, and individuals, contributing to clearly identifying clean and accurate information on the social media environment.
Furthermore, in order to improve the system of legal documents on the management of the Internet and online information, in 2018, the Ministry of Information and Communications also developed and submitted to the Government for consideration and promulgation Decree No. 27 amending and supplementing a number of articles of Decree No. 72 of 2013 on the management, provision, and use of Internet services and online information.
Website rating and review
With the mission of "building and implementing a code of conduct on social media for service providers and users in Vietnam, aiming to build a healthy and safe online environment in Vietnam," according to Minister Truong Minh Tuan, the Ministry is directing the development and implementation of this code of conduct.
The report also updates the results of the task "developing a toolkit for collecting, analyzing, and managing information on violations; a tool for analyzing, ranking, and evaluating websites based on traffic volume to serve as a basis for developing and implementing appropriate state management policies on internet information".
Leaders of the Ministry of Information and Communications presented the results of their review, search, collection, and analysis of online data based on specific and specialized content, which served as the basis for the Ministry's request to Google and Facebook to block and remove information that violates Vietnamese law on their service platforms.
Since 2017, the Department of Broadcasting, Television and Electronic Information of the Ministry has implemented the project "Investing in equipment, tools, and software for evaluating and ranking websites and internet content to serve state management."
Accordingly, the project involves investing in equipment, software, and a data center to enable the measurement and ranking of approximately 200 online news websites, general information websites, and online social networks licensed and managed by Vietnamese state management agencies (with .vn or .com.vn domain names). This includes Vietnamese online newspapers and magazines; general information websites and social networks with servers located abroad, as well as some foreign websites with high traffic in Vietnam.
State management agencies conduct quantitative measurements of internet audiences (minimum 2,000 users) in Hanoi and Ho Chi Minh City using various research platforms.
The project aims to establish tools for evaluating and managing information content (for websites licensed by the Vietnamese government) to improve the effectiveness and capacity of state management agencies in preventing and suppressing content that deviates from the direction of the Vietnamese Party and State. It also aims to build a database and collect statistics on internet users, serving the purposes of reporting, ranking, and evaluating online information sites.
