Announcement of the Provincial Competitiveness Index (PCI) results for 2021.
(Baonghean.vn) - On the morning of April 27, the Vietnam Chamber of Commerce and Industry (VCCI) announced the 2021 Provincial Competitiveness Index (PCI) Annual Report.
According to the results, Quang Ninh leads the PCI 2021 with a score of 73.02. This is the fifth consecutive year that Quang Ninh has ranked first in the Provincial Competitiveness Index.
Following Quang Ninh, the remaining positions in the Top 10 PCI 2021 are: Hai Phong (70.61 points); Dong Thap (70.53 points); Da Nang (70.42 points); Vinh Phuc (69.69 points); Binh Duong (69.61 points); Bac Ninh (69.45 points); Thua Thien Hue (69.24 points); Ba Ria - Vung Tau (69.03 points); Hanoi (68.6 points).
Cao Bang ranked last in the PCI 2021 with a score of 56.29 points. Second from the bottom was Hoa Binh with 57.16 points; followed by Kon Tum (58.95 points)…
Bac Lieu province, which ranked last in the 2020 PCI, rose to 55th place with 61.25 points in the 2021 PCI.
According to the 2021 PCI ranking, Nghe An province achieved 64.74 points, ranking 30th out of 63 provinces and cities nationwide, placing it in the "fairly good" group.

The PCI 2021 report is the 17th consecutive annual publication developed by VCCI with the support of the United States Agency for International Development (USAID) to assess the business environment and the quality of economic governance in provinces and cities across Vietnam.
Along with the results of the annual ranking index of provinces and cities, the report analyzes the developments in Vietnam's business environment in 2021, areas for improvement, and the expectations of the business community for all levels of government in creating a favorable business environment.

The PCI 2021 report was compiled based on feedback from 11,312 businesses. This includes over 10,127 privately owned businesses operating in 63 provinces and cities, and 1,185 foreign-invested businesses operating in 22 localities.
The ranking of provinces and cities in the 2021 PCI (Provincial Competitiveness Index) is based on a 100-point scale and continues to be evaluated across 10 component indicators: Market entry costs; Access to land and stability in land use; Transparency; Time costs; Informal costs; Dynamism of local government; Fair competition environment; Business support services; Labor training; Legal institutions and security and order.
