Nghe An Public Employees' Union outlines its tasks for 2024.

(Baonghean.vn) - On the afternoon of December 20th, the Nghe An Public Employees' Union held a conference to summarize its activities in 2023 and plan for 2024.

Attending the conference were: Mr. Nguyen Chi Cong - Standing Vice Chairman of the Provincial Federation of Labor; Mr. Hoang Van Nhien - Standing Deputy Secretary of the Party Committee of the Provincial Agencies Bloc; representatives from the Provincial Agencies Bloc Youth Union; the Provincial Agencies Bloc Veterans Association; and leaders of 49 grassroots trade unions.

All targets set for 2023 were met and exceeded.

The Trade Union of Civil Servants of Nghe An province directly manages 49 grassroots trade unions, an increase of 1 unit compared to 2022, with a total membership of 4,764 people, a decrease of 52 people compared to the end of 2022; female members number 2,334, accounting for 49.8% of the total membership. The lives of union members are stable; average income is 7.8 million VND/person/month.

The mindset of cadres, union members, and workers is stable and secure in their work; internal unity is good, and they trust in the leadership of the Party and the management and administration of all levels of government; administrative discipline and order are well implemented; and the application of information technology in resolving work issues and reforming administrative procedures is being promoted.

In 2023, the Civil Servants' Union focused on urging grassroots unions to review and complete all assigned tasks fully and on time. All targets assigned by the Provincial Federation of Labor in 2023 were met and exceeded. During the year, 15 new union members were recruited, achieving 150% of the target; 88 outstanding union members were recommended to the Party for consideration; of which, 71 members were admitted to the Party, achieving 197% of the assigned target.

Specifically, instructions were given to organize pilot congresses in 3 units belonging to 3 different types of activities to gain experience for organizing mass congresses. 38 out of 49 units completed their congresses before March 31, 2023, ensuring the set timeline was met. The organization of grassroots trade union congresses was conducted according to proper procedures, democratically, objectively, and in accordance with the principles and regulations of the Vietnam Trade Union Charter.

The Civil Servants' Union held its 5th Congress for the 2023-2028 term, following the principles of economy, innovation, and practicality. Following the congress, the Civil Servants' Union organized a conference to disseminate and implement the action program for the resolution; issued working regulations and the full-term work program for the Standing Committee, Executive Committee, Inspection Committee, and Women's Committee. Both the grassroots trade union congresses and the Civil Servants' Union congresses proceeded according to the schedule set by the Provincial Federation of Labor.

The Civil Servants' Union provided financial assistance to 67 union members who had overcome difficulties during the Lunar New Year of the Rabbit 2023, totaling over 53 million VND; and distributed 60 gifts worth 42 million VND to union members suffering from illness or serious diseases. They also organized the "Helping Children Take Firm Steps Towards School" program in 2023, distributing 130 gifts worth 74 million VND to 50 children of union members in difficult circumstances and 80 orphaned children sponsored by local unions. In collaboration with Medlatec Center, they organized free breast and thyroid cancer screenings for 647 female union members from 24 local unions.

In coordination with the Youth Union and the Veterans Association of the Provincial Agencies Bloc, a ceremony was held to honor 92 children of Youth Union members who achieved excellent academic results in the 2022-2023 school year.

The grassroots trade union spent over 1.4 billion VND to organize visits to sick members and give gifts during the Lunar New Year and Workers' Month; over 483 million VND to organize sightseeing and tourism activities for members; and over 1.6 billion VND for cultural and sports activities at agencies and units... The professional trade union coordinated health check-ups for 1,868 members; and mobilized members to contribute over 233 million VND to support members in agencies and units.

In coordination with the Veterans Association and the Youth Union of the Provincial Agencies Bloc, a volleyball tournament was organized to celebrate the 5th Congress of the Nghe An Provincial Civil Servants' Trade Union, term 2023-2028.

The Civil Servants' Union continues to utilize the Zalo group and the Civil Servants' Union Fanpage for disseminating information and providing guidance. With relatively favorable working conditions, all grassroots unions use social media platforms like Zalo and Facebook to organize communication activities.

The emulation movements "Excellent Workers, Creative Workers"; "Good at work, good at home"; and the movement to improve skills through learning continued to be strongly supported by grassroots trade unions. These emulation movements contributed to promoting the improvement of the capacity and skills of cadres, civil servants, and public employees, and helped fulfill the political tasks of agencies and units. In 2022, agencies and units recognized 512 projects and initiatives.

The movement "Officials, civil servants, and public employees compete to implement workplace culture," linked with building culturally exemplary agencies and units, has received attention. In 2023, four units requested the Provincial Labor Union to recognize them as culturally exemplary units for the first time.

The grassroots trade union enthusiastically organized activities to celebrate International Women's Day (March 8th) and Vietnamese Women's Day (October 20th) among female cadres, civil servants, and workers, contributing to creating a vibrant and united atmosphere.

The "Godmother" program for orphaned and homeless children has been enthusiastically supported by local trade unions. To date, 12 local trade unions have sponsored 80 children.

The first ever Folk Dance Competition organized by the Civil Servants' Union attracted participation from 27 grassroots unions. The participating units practiced diligently, delivering professional, creative, and captivating performances.

Social activities focused on mobilizing union members to contribute to the Tet Fund for the Poor; supporting those in difficult circumstances… A summary report shows that in 2023, union members contributed 496.8 million VND to the province's Fund for the Poor; 337.8 million VND to support people affected by natural disasters; 2.2 billion VND to build houses for the poor and those in difficult housing situations; and 281.4 million VND for other support.

Trade union officials must innovate and be creative.

The six presentations at the conference highlighted many experiences in grassroots trade union activities as well as shared the difficulties currently faced by trade unions.

The conference also agreed on key activities for 2024 – the year commemorating the 95th anniversary of the founding of the Vietnam Trade Union; the 70th anniversary of the founding of the Party Committee of the Provincial Agencies Bloc; and implementing the action program to carry out the Resolution of the 5th Congress of the Public Employees' Trade Union, the 19th Congress of the Nghe An Trade Union; and the 13th Congress of the Vietnam Trade Union, term 2023-2028.

Speaking at the conference, Comrade Hoang Van Nhien - Standing Deputy Secretary of the Party Committee of the Provincial Agencies Bloc - emphasized that grassroots trade unions need to pay attention to emulation movements such as "Excellent Workers, Creative Workers," and "Good at work, good at home"; trade union members need to set an example in fulfilling their commitment to not engaging in corruption or negative practices.

The comrade also expressed his wish for trade union members to digitize their activities and take the lead in digital transformation. The Civil Servant Trade Union should launch emulation movements linked to key holidays and the 70th anniversary of the establishment of the Provincial Party Committee of State Agencies. The comrade emphasized that the solution lies in the need for trade union officials to innovate and be creative.

At the conference, 3 collectives and 20 individuals with outstanding achievements in the workers' and employees' movement and activities in 2023 were awarded Certificates of Merit by the Provincial Federation of Labor; 14 collectives and 152 individuals with outstanding achievements in the excellent labor movement and trade union activities in 2023 were awarded Certificates of Merit by the Civil Servants' Trade Union; and 18 collectives with many civil servants participating in the online competition "Understanding the Resolution of the 19th Congress of the Nghe An Provincial Trade Union" were awarded Certificates of Merit by the Civil Servants' Trade Union.
