First of all, the delegation of the Party Committee of the Central Public Security Ministry expresses its strong agreement with the draft documents submitted by the Central Committee to the Congress. To further clarify and deepen the content regarding national security protection, ensuring social order and safety, and building the People's Public Security force in the draft documents of the Congress, on behalf of the delegation of the Party Committee of the Central Public Security Ministry, I would like to present my remarks on the following topic:"The work of the Public Security forces fulfills the Party's three strategic goals: peace and stability; sustainable, high-quality development; and improving all aspects of people's lives."

Over the past five years, the pandemic, natural disasters, international instability, economic difficulties, supply chain disruptions, and other unprecedented and unpredictable issues have presented numerous challenges. In this context, our Party has continued to affirm its resolve and wisdom, leading the entire Party, people, and army to successfully implement the Resolution of the 13th National Congress of the Party, steering the revolutionary ship forward rapidly and steadily, and achieving great accomplishments in the 40 years of reform. Particularly in the final years of the term, with the strategic vision, keen insight, and wisdom of the Party, the implementation of the Resolution of the 13th National Congress has made new, historically significant, breakthrough, and turning-pointing strides. This includes the revolution in reorganizing the political system's apparatus; The Party's series of strategic policies, with its determination to continue innovation, thoroughly remove bottlenecks, unlock resources, create development, and care for the people, have strongly awakened in the entire Party, the entire people, and the entire military "confidence, self-reliance, self-strength, national pride," the strength of great unity, and the aspiration to contribute, shaping the overall strategic framework for the country to steadily advance rapidly in the coming years under the Party's leadership. The country's position and prestige continue to be enhanced internationally; Vietnam consistently ranks among the countries with high economic growth in the region and the world; the lives of the people are constantly improving with practical policies on employment, healthcare, education, poverty reduction, care for war veterans and vulnerable groups, and support for people affected by natural disasters and epidemics.

Effectively implementing the Resolution of the 13th National Congress of the Party with exemplary and pioneering spirit, wholeheartedly dedicated to the Party and the people, the police work has made significant progress. From the beginning of the term, with courage, vision, and wisdom, the Standing Committee and the Party Committee of the Central Public Security Ministry have led the People's Public Security force to uphold responsibility, maximize the spirit of daring to think, daring to act, daring to innovate, and daring to take responsibility for the common good. They have pioneered the reorganization of the apparatus, bringing regular police to communes, eliminating district-level police forces, leading the national digital transformation process, achieving the feat of building a national database on population, proactively proposing improvements to laws on many new and difficult issues; always at the forefront of saving and assisting people in times of danger and hardship, in the movement "The whole country joins hands for the poor, leaving no one behind," with the motto "When the people need help, when the people are in difficulty, the police are there." National security has been maintained, and Vietnam continues to be among the world's leading secure and safe countries. Complex potential issues and key opposition groups have been detected and dealt with decisively from an early stage, from afar, and beyond its territorial borders. Society is orderly, disciplined, safe, and healthy; people enjoy more peaceful and happy lives; crime and violations of the law, traffic accidents, and fires and explosions have been curbed and reduced; there has been an uncompromising fight against all types of crime, especially corruption, waste, negative practices, drug crimes, environmental crimes, and counterfeit goods; a traffic culture has been built, and hundreds of drug-free communes have been established. The signing ceremony of the United Nations Convention against Cybercrime is a milestone affirming Vietnam's commitment and responsibility to participate in leading the resolution of global issues. The security belt, the people's security foundation, and the people's security posture have been increasingly consolidated, maximizing the people's support and closely linked to the all-people national defense and the all-people national defense posture. Through a term of striving to "surpass themselves," the People's Public Security force has made remarkable progress and maturity, fundamentally being built to be "truly clean, strong, regular, elite, and modern," firmly affirming its role as the "sharp sword" and "steel shield" protecting the Party, the State, the People, and the socialist regime.

(iii)The people's expectations for the country's development and progress in the new era, the successful implementation of the Resolution of the 14th National Congress and the Party's strategic policies.(iv)Challenges in achieving the goals of socialism regarding ensuring social security, eradicating poverty, and improving the quality of life for the people.
