Personnel management: Do not overlook those who are truly virtuous, talented, and reputable.
Hoang Dang Quang, member of the Central Committee of the Communist Party and Deputy Head of the Standing Committee of the Central Organization Department, spoke with the press about personnel work and building a team of cadres to meet the requirements of leading national development in the new period.
Mr. Hoang Dang Quang stated that the preparation of personnel for the 14th Central Committee had been proactively undertaken early by the Politburo and the 13th Central Committee, in accordance with Party regulations, ensuring a scientific, rigorous, comprehensive, objective, and transparent process, promoting democracy and intellectual capacity, and balancing standards and structure, as well as continuity, stability, and development.
At the 10th, 11th, and 12th Central Committee meetings, the 13th Central Committee held democratic and thorough discussions and reached a high degree of consensus on the issuance of guidelines for personnel work of the 14th Central Committee of the Party. The 13th Central Committee clearly defined the viewpoints, requirements, principles, standards, conditions, structure, number, and personnel selection process for the 14th Central Committee. This is a particularly important political basis for the Politburo, the Secretariat, and the General Secretary to lead and direct the implementation of personnel work for the 14th Central Committee with new viewpoints, principles, and requirements.

According to Mr. Hoang Dang Quang, the 14th Central Committee must be a clean, strong, truly united collective, highly unified in will and action, steadfast in the goal of national independence, socialism and the Party's reform line, and closely connected with the people.
Personnel work must be conducted scientifically, systematically, fairly, objectively, comprehensively, and effectively, following the principle of: proceeding step by step, task by task, stage by stage, and group by group of positions from lowest to highest, ensuring thoroughness at each stage, and nominating candidates for re-election first before nominating candidates for first-time participation.
Personnel management must also be handled harmoniously and rationally, balancing standards and structure, continuity and stability with innovation and development, universality and specificity, professional training and practical skills, reputation, work experience and future development prospects. In this process, quality, efficiency, work output, and dedication are especially emphasized as the main criteria in evaluating, assigning, and utilizing personnel, ensuring appropriateness in terms of structure, age, gender, ethnicity, and region… but without lowering standards for the sake of structure.
The members of the 14th Central Committee of the Party are exemplary representatives of the entire Party in terms of pioneering spirit, exemplary conduct, constructive spirit, fighting spirit, action-oriented spirit, discipline, and humanism. They possess qualities, capabilities, prestige, integrity, and the courage to think, act, and take responsibility for the national interest above all else, prioritizing the interests of the nation and people, being close to the people, respecting the people, and serving the people.
These individuals must be willing to sacrifice themselves for the noble cause of the Party, possess strategic thinking, vision, autonomy, innovation, creativity, dedication, responsibility, sharp political theory, and the ability to unite, consolidate, and mobilize collective strength. They must have concrete, effective achievements and results, be capable of meeting the demands of high-intensity, continuous, and prolonged work, and be ready to accept and successfully complete all assigned tasks.
The Deputy Head of the Standing Committee of the Central Organization Department emphasized the firm stance against nominating individuals who do not meet the standards and conditions, are unworthy, or were not elected to lower-level Party committees to the Central Committee of the Party, but also stressed the importance of not overlooking those who truly possess virtue, talent, and prestige within the Party and among the people.
At the same time, he stated that solutions are needed to improve the effectiveness of cadre evaluation, linking it to the implementation of the "promotion, demotion, entry, and exit" mechanism.
In particular, Mr. Hoang Dang Quang emphasized the need to prevent individuals with shortcomings such as: weak political resolve, lack of steadfastness in the Party's guidelines and viewpoints; declining moral character, competence, and prestige; poor organizational discipline; disunity; fear of responsibility; reluctance to act; lack of ambition; appeasement; opportunism; power ambitions; short-term thinking; flattery; lobbying; corruption; bureaucracy; parochialism; "group interests"; ideological and moral degradation; "self-evolution" and "self-transformation"; violations of discipline and political standards; and violations of what Party members are not allowed to do... from being elected to the 14th Central Committee of the Party.
The Politburo and the Central Committee of the 13th Party Congress reached a high degree of consensus on the structure and number of members of the 14th Central Committee. Accordingly, a rational structure is needed to meet the requirements of leadership and guidance in carrying out the political tasks of agencies, units, and localities; ensuring comprehensive leadership, continuity, transition, innovation, and continuous development of the Party's senior leadership team.

Party committees, National Assembly agencies, ministries, branches, the Vietnam Fatherland Front, political and social organizations, some other important organizations at the central level, provincial and city Party committees must have personnel participating in the Central Committee of the Party, while also strengthening and reasonably supplementing the number of Central Committee members for Party committees at the central level, some ministries, branches, localities and places undergoing consolidation and merger.
Based on the personnel guidelines of the 14th Central Committee, the Politburo has provided guidance on personnel nominations so that agencies, units, and localities can proceed with the process of nominating candidates to participate in the 14th Central Committee (official and alternate members, re-elected and first-time members) in their respective agencies, units, and localities.
The Politburo also directed relevant agencies to conduct thorough and careful assessments, verifications, and reviews of the nominated personnel in accordance with regulations.
At the 13th, 14th, and 15th Central Committee meetings, the Politburo and the Central Committee of the Party reviewed, voted on, and unanimously agreed on the nominations of personnel (re-elected and first-time participants; official and alternate members) and officially approved the report and list of nominations from the 13th Central Committee of the Party regarding personnel to be submitted to the 14th National Congress for consideration and election of the 14th Central Committee of the Party.
Mr. Quang affirmed that the personnel work for the 14th Central Committee of the Party had been meticulously, seriously, cautiously, thoroughly, scientifically, and in accordance with regulations, yet with great determination. It simultaneously met the immediate requirements of streamlining the organizational structure and demonstrated a strategic vision in building a team of high-ranking Party officials with sufficient qualities, capabilities, and prestige to lead the country towards rapid and sustainable development in the new situation.
