"There are still problems with the management of Party members!"

In preparation for the 13th Congress of the Party Committee of the Central Agencies Bloc, term 2020-2025 (taking place from October 27th to 29th), a VOV reporter interviewed Central Committee member and Secretary of the Party Committee of the Central Agencies Bloc, Son Minh Thang, about the outstanding achievements in Party building work during the 2015-2020 term as well as the key tasks for the next term of the Party Committee of the Central Agencies Bloc.

PV: Could you please introduce some key aspects of the Party Committee of the Central Agencies Bloc?

Mr. Son Minh Thang:Historically, among the Party committees directly under the Central Committee, placed under the leadership of the Central Executive Committee and, directly and regularly, the Politburo and the Secretariat, the Party Committee of the Central Agencies Bloc holds a special position.

Originally established as the Central Agencies' Party Branch, founded, led, educated, and trained by the Central Committee of the Communist Party of Vietnam and President Ho Chi Minh, it has grown from 6 branches with a few dozen party members in the beginning to become a Party Committee directly under the Central Committee of the Party, comprising 61 subordinate party committees with nearly 6,000 branches and over 82,000 party members.

First of all, the Party organizations of the Party Committee of the Bloc are located within strategic advisory and management agencies at the macro level of the Party, State, Fatherland Front and political and social organizations, fundamental scientific research institutes of the country, press and publishing agencies, and key cadre training institutions.

The most important characteristic that distinguishes the Party Committee of the Central Agencies Bloc is that a large proportion of its members hold positions that directly impact national development and people's livelihoods.

According to President Ho Chi Minh's revolutionary views, for central agencies: "The thoughts and actions of each comrade are very important to the whole country. If one person is careless, or one action is careless, it can ruin a great undertaking; a small mistake can have far-reaching consequences."

PV: What were the outstanding achievements of the Party Committee of the Central Agencies Bloc during the 2015-2020 term, sir?

Mr. Son Minh Thang:Over the years, especially during the 2015-2020 term, the outstanding success in fulfilling the leadership function of the Party Committee of the Bloc over the subordinate Party organizations has been one of the important conditions determining the quality and effectiveness of strengthening the building of a clean and strong Party; promoting the strength of the entire nation and socialist democracy; comprehensively and synchronously accelerating the reform process; firmly protecting the Fatherland; and striving to soon transform our country into a modern industrialized nation, in accordance with the spirit of the 12th Party Congress.

The first highlight is that the implementation of the 12th Resolution of the Party Committee of the Central Agencies Bloc has been largely successful under favorable conditions. While new difficulties and challenges have emerged, the Party Committee of the Bloc has so far achieved 5 out of 6 targets set.

Secondly, the leadership methods have been profoundly reformed. Thirdly, the Party Committee of the Central Agencies Bloc has strengthened Party building work, focusing on ideological work and improving the quality of Party branches. As a result, many Party organizations and members have achieved outstanding results in their work, and many good models and effective methods have emerged in carrying out their tasks.

Fourth, the Party Committee has strengthened and continuously innovated inspection work with the motto of broad supervision, focused and targeted inspection, coupled with the decisive resolution of existing problems and obstacles. Fifth, the Party Committee has done well in mass mobilization work, considering this a core issue to improve public service ethics and enhance the responsibility and diligence of cadres and civil servants.

Sixth, we have focused on implementing Central Resolution 4 (11th and 12th Congresses) on strengthening Party building and rectification, identifying this as a continuous task, linked to the implementation of Political Bureau Directive No. 05-CT/TW on promoting the study and emulation of Ho Chi Minh's example, thought, and morality.

PV: Besides the achievements, what shortcomings does the Party Committee of the Bloc still have that need to be addressed in the future?

Mr. Son Minh Thang:The Party Committee of the Bloc recognizes that while initial results have been achieved in implementing Resolution No. 4 of the 11th and 12th Central Committees and Directive No. 05-CT/TW of the Politburo, linked with regulations on exemplary conduct, a segment of cadres and Party members have deteriorated in ideology, politics, morality, and lifestyle, exhibiting "self-evolution" and "self-transformation." Some cadres have committed violations to the extent that they must face Party disciplinary action and criminal prosecution, including high-ranking officials at the central level.

Recently, a number of high-ranking officials have committed violations serious enough to warrant criminal prosecution.

Party member managementThere are also issues that need to be addressed; the quality of life and the quality of Party members in some places are still low. Here and there, there are still policies that are not in line with the people's wishes and are detached from reality.

PV: Could you please tell us about the key tasks and breakthroughs of the Party Committee of the Bloc in the next term?

Mr. Son Minh Thang:The Party Committee's greatest goal is to strive to build truly clean and strong Party organizations, promoting the spirit of unity, democracy, innovation, and creativity.

Cadres and Party members must dare to think, dare to act, and dare to take responsibility for the common good; uphold revolutionary ethics, set a good example, and be determined to build and strengthen a clean and strong Party Committee within the Bloc.

The Party Committee of the Bloc strives to fulfill its political nhiệm vụ as a strategic advisory body. To achieve this common goal, each Party organization strives to ensure that the Party committee and Party organization are centers of unity, political nuclei, and reliable and solid pillars of support for the Party, the State, and political and social organizations. We have identified six key task groups and three breakthroughs to focus on.

Seriously and effectively achieving this goal is the responsibility of the entire Party Committee, of cadres, Party members, and civil servants... in the central agencies, with the grassroots organizations of the Party Committee of the Central Agencies Bloc as the core, making an important contribution to the successful implementation of the cause of promoting reform, for the goal of "a prosperous people, a strong nation, democracy, fairness, and civilization".
