Nghe An Water Supply Joint Stock Company: Many innovations after privatization.
(Baonghean) - On December 30, 2016, Nghe An Water Supply Joint Stock Company successfully held its first General Shareholders' Meeting to establish the company. This created favorable conditions for the enterprise to boldly expand its production and business activities. After three months of operation under the corporatization model, the company has reformed and reorganized its organizational structure, changing its production and business management methods, initially yielding high efficiency.

Immediately after equitization, Nghe An Water Supply Joint Stock Company restructured its organization towards streamlining, reducing indirect labor, and dissolving several departments such as the Project Management Board and the Inspection Board. Several branches, enterprises, and water centers were merged, and only 5 departments and 6 subordinate units were maintained. This innovation has positively transformed the company's operations, fostering close coordination, strong collaboration, and a sense of responsibility among departments and subordinate units, while also facilitating transactions for customers.
Ms. Duong Thi Kim Tuyet, Head of the Administrative and Organizational Department of Nghe An Water Supply Joint Stock Company, stated: “With the goal of innovation to develop the enterprise, this March, the company's Board of Directors approved the content regarding salary settlement for employees, using methods appropriate to the functions of each department and unit. An important aspect is the assignment of performance targets and salary settlement based on water consumption and revenue. In addition, the company's subordinate units are implementing performance targets for water loss; thereby enabling units to proactively manage and reduce water loss.” These practical actions have created a clear transformation in all areas of operation at Nghe An Water Supply Joint Stock Company.
Ms. Thai Thi Lan, Head of Business Department, Nghe An Water Supply Joint Stock Company, said: “Previously, the Business Department had 19 staff members, but after privatization and streamlining, it now has 14 people. Implementing a job-based system, the department has been divided into three groups: Heads and Deputy Heads; those ready to perform the job; and those new to the job. Based on this, each staff member is assigned tasks appropriate to the department's function, which is to inspect and supervise work related to production output, business, and accounts receivable...”
At the Vinh City Water Production Enterprise, after the equitization and merger of the Hung Vinh Water Plant and the Cau Bach Water Supply Station, management in water production has been reformed, thereby increasing the output and quality of clean water, ensuring it meets the clean water standards according to QCVN01/BYT - 2009 of the Ministry of Health.

Determined to innovate management to meet the ever-increasing demand for clean water from customers, in the coming time, Nghe An Water Supply Joint Stock Company will continue to promote solutions to reduce non-revenue water, such as: controlling the flow rate and pressure of incoming water at main meters; strengthening customer management and care; upgrading and renovating old and dilapidated pipelines and separating the network into zones for management and preventing water loss; renovating and increasing capacity and improving water quality at water treatment plants in the Western and Hung Vinh Water Supply Enterprise areas; developing a plan to borrow capital to combat water loss; improving customer service quality; increasing the percentage of households supplied with water, including the goal of safely operating the water supply system, ensuring continuous, stable, safe, and high-quality water supply; improving the quality of staff and workers; implementing water bill collection through banks and other water bill collection services; Research and apply new technologies (construction, maintenance, operational management, reducing losses, etc.) and new materials and equipment with superior features suitable for the requirements of the water supply system, while gradually standardizing the materials and equipment used throughout the entire system...
| Currently, Nghe An Water Supply Joint Stock Company manages 13 water treatment plants and water supply systems in the province with a total capacity of 100,000 m3/day. These include the Hung Vinh Water Treatment Plant (Vinh City) with a capacity of 60,000 m3/day, the Vinh City surrounding area water treatment plant with a capacity of 20,000 m3/day; along with water supply stations in the districts of Thanh Chuong, Do Luong, Tan Ky, Quy Chau, Quy Hop, Anh Son, Con Cuong, Tuong Duong, Ky Son, etc. |
The company focuses on the management, construction, and renovation of the water supply pipeline network. Along with traditional management methods, the company has boldly applied information technology to inspection, installation, repair of pipelines, and material management, resulting in a well-managed water supply pipeline system and timely handling of incidents. In addition, the company continues to renovate and replace old, degraded water supply pipelines, promptly addressing pipelines that cause water loss and pollution. Recently, the company has focused on investing in expanding the water supply network to key and important areas according to the provincial People's Committee's plan and the needs and aspirations of the people, such as: installing the HDPE D200 pipeline on Pham Hong Thai Street to supply clean water to the southwestern area of Vinh City; installing a water supply system for the VSIP Nghe An Industrial and Service Complex, the Southeast Economic Zone, etc.
Mr. Hoang Van Hai, General Director of Nghe An Water Supply Joint Stock Company, said: After the equitization process, the Board of Directors of the Company boldly reformed the organizational structure and changed the management style. In just a short time, Nghe An Water Supply Joint Stock Company has initially shown very positive changes, most notably in production and business performance: In the first three months of 2017, the total clean water output reached 5.2 million m3 and revenue exceeded 42 billion VND. This result is an important basis for the company's determination to achieve a production output of nearly 33.6 million m3 of clean water, total revenue of nearly 196 billion VND in 2017, and to fulfill its obligations to pay state budget taxes, various insurance premiums, dividends, and ensure and improve the living standards of its employees...
