From the early months of the second quarter of 2025, Nghe An Power Company has emphasized to all its staff the importance of ensuring electricity supply for the series of events of the Party Congresses at all levels for the 2025-2030 term, absolutely avoiding complacency and errors in the implementation process of ensuring electricity supply.

The company has directed its subordinate units to strengthen inspections, detect and promptly handle defects in power equipment and the power grid, and clear vegetation to ensure the safety of power line corridors. They have coordinated with local authorities and police to review, develop, and implement security and safety plans to prevent fires and explosions at power facilities and grid control locations. Regional Power Management Teams (QLDLKV) have proactively worked with the People's Committees of wards and communes to ascertain the time and location of the Party Congress, ensuring stable power supply and effectively carrying out business and customer service activities.

Based on the overall power supply plan of the entire company and the characteristics of the power grid of each unit, the subordinate power grid management teams have developed and implemented plans to ensure power supply. They proactively arrange power source and grid operation methods to ensure safety and reliability under normal conditions and flexibly switch to alternative methods in case of incidents.

During the congress, no planned power outages for grid repairs will be implemented, except in cases of emergency repairs. Priority will be given to ensuring power supply, with backup generators (if necessary) in place to guarantee electricity at key locations where the congress is taking place. Emergency response teams, spare parts and equipment, fuel, communication systems, and transportation will be deployed to ensure timely response in case of incidents. Increased on-call duty will be provided for leaders and personnel on duty for power operation and repair 24/7 on the day the local Party congress is held.

On August 20, 2025, at the Thanh Vinh Ward Conference Center in Nghe An province, the People's Committee of Nghe An province held its first Party Congress for the 2025-2030 term. To ensure a safe, stable, and continuous power supply, Nghe An Power Company arranged for a primary power source using a 1000kVA generator installed next to the conference center near the congress area, directly supplying power to the sound, lighting, fans, air conditioning, etc., of the congress. The backup power source for the entire system at the conference center was the grid power from the 560kVA-22/0.4kV substation (DZ 475E15.7 Ngu Hai) via changeover switch number 1.

Based on the schedule for the Congress, the Vinh Regional Power Management Team conducted day and night inspections of the entire power grid in the area, paying particular attention to inspecting lines 475E15.7 and 479E15.7. No power outages were carried out for repairs on these lines in order to maintain power supply to the Ngu Hai substation. All issues discovered during the inspections were thoroughly addressed to ensure a reliable power supply for the event and the daily lives of the people in the area.

At the same time, units have been instructed to strengthen inspections and reinforce the power grid, review and address any defects in the grid to best serve the series of events and programs of the Party Congress throughout the province.”
