Hanoi Convention: A milestone in global cybersecurity
Vietnam will host the signing ceremony of the UN Convention against Cybercrime in October 2025, establishing the first global legal framework for cyberspace.
International events of historic significance
Hanoi will be the focus of the international community on October 25 and 26, 2025, when Vietnam hosts the Opening Ceremony and High-Level Meeting of the United Nations Convention against Cybercrime. This event is considered an important milestone in the history of Vietnam's multilateral diplomacy and global cooperation on cybersecurity, taking place in the context of the 47th anniversary of the Vietnam-United Nations partnership.

The stature of the "Hanoi Convention"
Adopted by the United Nations General Assembly in December 2024, the convention, commonly known as the "Hanoi Convention", consists of nine chapters and 71 articles. It is the first legal instrument at the global level established to regulate activities and prevent crimes in cyberspace, a common asset of humanity.
The main objective of the convention is to create a common legal framework for international cooperation in combating cybercrime. The document emphasizes technical assistance and capacity building for member states, especially developing countries, to better deal with increasingly sophisticated and complex cyber security threats.
Vietnam's diplomatic footprint
The choice of the venue for the signing ceremony is a testament to Vietnam’s growing role and status in the international arena, and also affirms its sense of responsibility in protecting common security. The event sends a strong message about the value of multilateralism with the United Nations playing a central role.
With the theme “Fighting Cybercrime - Sharing Responsibility - Looking Towards the Future”, the conference is not only a legal procedure but also a forum for governments, international organizations and the private sector to dialogue, share experiences and strengthen strategic partnerships.
Agenda and main activities
The two-day agenda includes an opening session, a formal signing ceremony, a plenary session, four high-level discussions and four roundtable discussions. In addition, a technology exhibition co-hosted by the Government of Vietnam and the UN Secretariat will also take place, showcasing solutions and advances in the field of cybersecurity.
The Convention Opening Ceremony will be broadcast live by Vietnam Television from 8:50 a.m. on October 25, 2025 on VTV1 channel, helping audiences nationwide to follow the developments of this international event.
