Hanoi Convention: A historic milestone in global cybersecurity.

Hanoi, the capital city, will become the focal point of the international community on October 25th and 26th, 2025, when Vietnam hosts the Signing Ceremony and Summit on the United Nations Convention against Cybercrime. This event is considered a significant milestone in Vietnam's multilateral foreign policy and global cooperation on cybersecurity, taking place against the backdrop of the 47th anniversary of the Vietnam-United Nations partnership.

The significance of the "Hanoi Convention"

Adopted by the United Nations General Assembly in December 2024, this convention, often referred to as the "Hanoi Convention," comprises nine chapters and 71 articles. It is the first legal instrument at the global level established to regulate activities and prevent crimes in cyberspace, a common asset of humanity.

The main objective of the convention is to create a common legal framework for international cooperation in combating cybercrime. This document emphasizes technical assistance and capacity building for member states, particularly developing countries, to more effectively address increasingly sophisticated and complex cybersecurity threats.

Vietnam's diplomatic achievements

Being chosen as the venue for the Signing Ceremony is a testament to Vietnam's growing role and position on the international stage, while also affirming its sense of responsibility in protecting common security. The event sends a strong message about the value of multilateralism with the United Nations at its center.

With the theme "Combating Cybercrime - Sharing Responsibility - Towards the Future," the conference is not only a legal procedure but also a forum for governments, international organizations, and the private sector to engage in dialogue, share experiences, and strengthen strategic partnerships.

Agenda and key activities

The agenda is expected to last two days, including an opening session, a formal signing ceremony, a plenary discussion, four high-level discussions, and four roundtable sessions. In addition, a technology exhibition co-organized by the Vietnamese Government and the United Nations Secretariat will also take place, showcasing solutions and advancements in the field of cybersecurity.

The signing ceremony of the Convention will be broadcast live by Vietnam Television from 8:50 AM on October 25, 2025, on VTV1 channel, allowing viewers nationwide to follow the developments of this international event.
