Traffic police issue fines based on camera footage and send the notices to the applicant's home.
From December onwards, cars and motorbikes running red lights, speeding, driving in the wrong lane, etc., will be recorded by traffic cameras, and the police will print violation notices to send to the vehicle's registered address.
On November 26th, Lieutenant Colonel Nguyen Van Tong, Deputy Head of the Traffic Police Department of Hanoi, stated that traffic signal teams will monitor and record images of violating vehicles through a surveillance camera system. Information and images of traffic violations will be sent to local authorities based on the vehicle's license plate number.
Using traffic camera footage for enforcement aims to improve public awareness and self-discipline, while also freeing up police time to manage traffic.

Following the pilot program of issuing fines based on camera footage, Lieutenant Colonel Nguyen Van Quy, head of the violation handling team of Traffic Police Team No. 1, said that the unit had processed hundreds of violations through camera images. Those who received summonses all admitted to the violations.
"When receiving the fine notice, many people feel embarrassed," Mr. Quy said, adding that those who have sold or lent their vehicles are uncooperative. In these cases, the police must require them to explain the process of using the vehicle (as stipulated in the newly issued Circular 15).
"Once it is determined who was driving the vehicle, that person must pay the fine," Lieutenant Colonel Quy affirmed.
While acknowledging the difficulties police faced in verifying vehicle owners during the pilot program, Mr. Quy affirmed that the automated traffic enforcement system would be highly effective, particularly in improving driver compliance in the future.
According to the Hanoi Traffic Police Department, 360 cameras have been installed throughout the city to ensure traffic safety. In 2015, the Traffic Signal Center piloted the use of camera footage to penalize over 2,000 cases of running red lights and driving in the wrong lane. The center also provided data to operational units on over 100 violations of public order and security, including two cases of hit-and-run accidents. Additionally, the camera also provided coordinated footage of the handling of two vehicles using fake 80B license plates. |
