Specifically detailing the central government's special mechanism for western Nghe An province.

Therefore, the requirement is to organize and implement the plan decisively, accelerate the disbursement process, and ensure that the capital is promptly transformed into concrete projects, so that people can benefit early and create momentum for socio-economic development.

Remove bottlenecks to accelerate progress.

The Duc Son bridge project, spanning the Lam River and connecting Vinh Tuong and Anh Son communes, is under construction since December 2025 with a total investment of 300 billion VND. It is entering a crucial phase, with land clearance largely completed, but still facing critical bottlenecks that could significantly impact the overall progress.

The project's land clearance scope spans 3.26 km, passing through two communes: Vinh Tuong commune accounts for 1.04 km and Anh Son commune for 2.22 km. To date, 3.14/3.26 km of land has been cleared. The current bottleneck is concentrated in Vinh Tuong commune, with a remaining 0.12 km, including the intersection with National Highway 7, involving 19 residential plots, of which 6 households require resettlement.

According to Bui Thi Phuong, Chairwoman of the People's Committee of Vinh Tuong commune, four of these six households still own land elsewhere and have agreed to the relocation compensation plan; the local authorities have completed the inventory. For the remaining two households eligible for resettlement, the biggest obstacle is the lack of a basis for allocating new land, as the proposed location does not align with the land use plan approved by the Provincial People's Committee until 2030.

Furthermore, the project also involves public land managed by the Vinh Tuong Commune People's Committee, currently leased to three households/individuals for agricultural production, mainly sugarcane cultivation; the local authorities propose that in addition to compensation for trees and crops, policies to support stable production should also be considered.

Regarding these two proposals, the Department of Agriculture and Environment issued a document on March 25th providing guidance on implementation, helping to resolve some of the obstacles; currently, the commune is focusing on persuading the remaining two households to complete the compensation and land clearance procedures as soon as possible.

The Duc Son Bridge project is the largest investment project among the 18 projects under the Program for Investment in Socio-Economic Infrastructure Development in Western Nghe An Province, with a total investment of over 1,958 billion VND; specifically, the capital allocated for 2025 is 917.3 billion VND and for 2026 is 950 billion VND.

However, the overall progress of the projects in the program is behind schedule due to several reasons. All projects are newly started, with funding only allocated in July-August 2025, prolonging the completion of investment documents and procedures; furthermore, the continuous impact of typhoons No. 3, No. 5, and No. 10 has disrupted surveying, design, and construction.

The mountainous terrain also creates many obstacles such as narrow roads for transporting materials, inaccessible to concrete pump trucks, requiring transportation by smaller trucks, increasing costs and prolonging time; and a shortage of skilled labor.

For educational projects, construction must ensure that it does not affect teaching and learning activities, so the actual time is shortened. Land clearance work at some transportation projects remains slow, partly due to the transition to a two-tiered local government model, which makes it difficult for commune-level People's Committees to allocate personnel to carry out arising tasks.

Faced with these difficulties, investors are focusing intensely on accelerating progress and disbursing funds. At the Duc Son Bridge Project, the Nghe An Provincial Transport Project Management Board is committed to completing it before June 30, 2027.

In the healthcare sector, all three projects, including the renovation and new construction of several components of the Southwest Regional General Hospital in Con Cuong commune (200 billion VND), the Ky Son Medical Center in Huu Kiem commune (90 billion VND), and the Que Phong Medical Center in Que Phong commune (90 billion VND), are being accelerated.

Mr. Nguyen Van Nam, Deputy Director of the Department of Health and representative of the investor, stated that healthcare projects have stringent requirements regarding operating rooms, environmental management, fire prevention and control, etc., thus requiring lengthy preparation and appraisal times. Furthermore, construction must proceed simultaneously while ensuring uninterrupted medical examination and treatment services. The Department of Health has established a shared Zalo group for all three projects to provide close daily and weekly guidance, adhering to the principle of "clear responsibilities, clear tasks, clear timelines, clear locations, clear results, and clear authority," and is committed to disbursing all allocated funds within 2026.

In the field of education and training, six projects with total investments ranging from VND 28.768 billion to VND 87.078 billion simultaneously commenced construction in early 2026. The Provincial Project Management Board for Civil and Industrial Construction, the investor of these projects, has developed a specific roadmap, striving to complete all projects before the new school year 2026-2027 and complete acceptance testing and disbursement of all funds before December 2026.

Lbang"critical path of the schedule"on a weekly and monthly basis

In implementation of Resolution No. 39-NQ/TW dated July 18, 2023, of the Politburo on building and developing Nghe An province until 2030, with a vision to 2045, the National Assembly issued Resolution No. 137/2024/QH15 on supplementing pilot mechanisms and specific policies for Nghe An.

One of the mechanisms of Resolution No. 137/2024/QH15 is to allow Nghe An province, when determining the supplementary budget allocation from the central government to the local budget, to exclude domestic revenue from mineral exploitation activities (excluding value-added tax and corporate income tax) and tax revenue from hydropower production facilities in western Nghe An province, for investment in socio-economic infrastructure development in western Nghe An province.

This provides the legal basis for the province to be allocated over 1.958 billion VND to implement the Program for Investment in Economic and Social Infrastructure Development in the Western Region, with 18 specific projects. This is a significant resource, demonstrating the special attention of the Party and the State to the disadvantaged areas of the province.

However, for these resources to be used effectively, it is essential that implementation and disbursement are accelerated and timely. Delays will not only affect investment efficiency but also diminish the significance of the specific policy.

During a recent field inspection and meeting with investors, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh emphasized that the current weather conditions are favorable, and construction units should take advantage of this to begin work immediately. He stressed that from May and June onwards, the Mekong Delta region will enter the rainy season, which will be unfavorable for construction.

In that spirit, the comrade requested that investors and contractors establish clear progress commitments and develop detailed construction plans on a weekly and monthly basis; in particular, for transportation projects, the progress schedule must be strictly enforced. If a contractor fails to meet the schedule or lacks the capacity to carry out the work, they will be subject to strict penalties, and the Provincial People's Committee may even be recommended to ban them from bidding on other provincial projects.
